Summary

Scholars of international relations generally invoke Hobbes as the quintessential theorist of international anarchy. David Armitage challenges this characterisation, arguing that Hobbes is regarded as a foundational figure in international relations theory in spite of as much as because of what he wrote on the subject. Thus, for Armitage, Hobbes is not the theorist of anarchy that he is made out to be. This article agrees with the general thrust of Armitage's critique while maintaining that it is still possible to imagine Hobbes as a theorist of anarchy. Hobbes is a theorist of anarchy, not in a political sense, but in a metaphysical sense. This conception of anarchy is a reflection of a comprehensive theological account of reality that is grounded in an omnipotent God. Any historical inquiry into the foundations of modern international thought must take account of theology, because theology defines the ultimate coordinates of reality in terms of which the concepts of international thought are intelligible.  相似文献

The punctuated equilibrium theory (PET) shows that government policy is mostly stable with occasional drastic change, which scholars attribute to institutional friction and limited information processing capacity. Although the existing PET literature predominantly focuses on democracies, scholars have started to apply the theory to authoritarian countries. Autocracies are a fertile testing ground for the theory's underlying mechanisms because they appear to experience less institutional friction but more informational restrictions than democracies. However, PET studies on autocracies are still rare. To deepen our understanding of the PET and the policy process beyond democracies, we conduct a systematic review of 88 Chinese language PET journal articles. We show that Chinese language PET research is increasing. Contrary to the English language PET literature, most Chinese studies are qualitative, while a key similarity is the weak operationalization of PET core concepts. The reviewed studies confirm a punctuated equilibrium pattern of policymaking in China but provide only limited evidence for more intense punctuations compared with democracies. Future PET research on China ought to use long-term data sets and examine institutional friction and information processing by policymakers. We also argue for more international exchange and comparative research to advance our understanding of the policy process in China and other autocracies.  相似文献

利用2018年来自北京的问卷调查数据,本文探讨了公共服务设施可达性、个人社会资本及其交互作用对居民心理健康的影响。研究发现:公共服务设施可达性对心理健康具有显著的正向影响,且对新市民的影响更突出。个人社会资本中密切交往的网络规模、从社会网络中获取经济支持两个维度对其心理健康有显著正向作用,但在新市民和本地市民群体间不存在显著差异。个人社会资本能够强化公共服务设施可达性对心理健康的正向影响。本文验证了社会生态学的健康促进模型的相关假设,即外部环境特征和个人社会资本相互嵌套共同影响个人健康水平。鉴于此,健康城市规划需兼顾“硬件”与“软件”层面,既要构建公平正义的空间环境,还需加强社会资本和社会组织培育。  相似文献

Regime theory provides a framework for exploring changes in development patterns and internal dynamics of growth coalitions. Academic debates on sport and urban development have focused on large American and European markets, where such venues are increasingly led by urban regimes that aim to leverage public goals through private investment. Based on a detailed qualitative analysis of four projects in three major Israeli cities, this work examines a different typology of sport venue development – ‘public regime’, which operates in a small market context. The Israeli public regime neither allows the private sector to assume central roles in the design, development and operation of venues nor does it stimulate real estate development anchored by the venue. The assumption that professional sports is not a viable business in small markets is used to justify the public monopoly that regards the venues as public amenities, legitimizing the lack of strategic and business plans, producing benefits for the local political elite but doing little to stabilize professional sport and secure economic returns for the public. The more affluent city of Tel Aviv demonstrates a breakout from a pure public regime, where public control is retained but more business-oriented considerations are incorporated.  相似文献

This paper narrates Puerto Rico's fiscal and financial crisis through a reading of San Juan's urban landscape. We underscore the role of capital in the city, primarily embodied by the local capitalist class (the Criollo bloc) and foreign capitalists. Historically excluded from the manufacturing sector (dominated by US capitalists), the Criollo bloc accumulates its wealth by concentrating financial assets in the city. In times of crisis, the Criollo bloc resorts to the acquisition of new assets and asset exchange with foreign capitalists to remain solvent and provide short‐term solutions to the state's fiscal and financial limits. The survival of the local capitalist class, we demonstrate, is dependent on asset stripping. Drawing on Clyde Woods, we document how asset stripping unevenly redistributes wealth and risks along class and racial lines within a colonial economy. The finance capital/asset stripping basis of San Juan's economy renders it an extremely fragile city, we contend.  相似文献

To promote historical research today, one needs to create a vigorous environment for historiographic criticism, to summarize the progress and state of all fields and topics of history, and to enhance the study of historiography. All these three aspects, which share similar characteristics, can be called “historiography.” Their essence is the basic method for deepening the study of historiography as a whole and refining its branches from the perspective of intellectual history. They can help us to form a healthy scholarly mechanism to review historical achievements, which would be crucial to the development of academic research. One important extension of the IAD framework has been to the study of local public economies. These are multi‐organizational, multi‐level arrangements defined as the set of governmental jurisdictions, public and nonprofit agencies, and private firms that interact in various patterns to provide and produce public goods and services within a specific locality or region. Commonly, the localities or regions studied from this perspective have been U.S. metropolitan areas, often defined as a central city and its surrounding or adjoining county. Localities can be delineated, however, on various terms, and in the IAD framework, it is the geo‐physical nature of a locality that, in substantial part, drives the analysis. One of the strengths of the approach is its capacity to explain local variations in public organization as a function of the geo‐physical diversity of localities, while at the same time developing empirical generalizations and normative principles that apply across diverse regions. What, for example, might the organization and governance of a complex metropolitan area have in common with the organization and governance of a complex protected area, such as the greater Yellowstone eco‐region or the Adirondack Park? Construing both sorts of regions as local public economies can enhance our overall understanding of public organization at the same time that it permits a more nuanced understanding of diverse localities. Such work contributes to the ongoing IAD project of “understanding institutional diversity.”  相似文献

山西省稷山县太阳村(公社)是集体化时代闻名全国的卫生红旗单位,其公共卫生工作及合作医疗制度建设成绩斐然,具有明显的典型意义和时代特征。不过,这种农村公共卫生事业是建立在计划经济体制和高度集中的政治体制以及较低医疗保障水平基础上的,并与历次政治运动关系密切。改革开放后,经济体制逐渐向市场经济过渡,稷山县公共卫生事业因难以适应新的社会经济体制而最终走向了衰落,但其经验和教训可为今后创新农村公共卫生事业、建立新型合作医疗体系提供有益的借鉴。  相似文献
