This article examines how police–public relations have evolved during the nineteenth-century expansion of formal policing. Following recent critiques of the ‘state monopolization thesis’, it dismisses the idea of a ‘policeman-state’ progressively assuming dominion over the governance of crime, generating vicious antagonism between police and public, and effectively coercing the latter into obedience. In order to chart changes in police–public relations across the ‘long’ nineteenth century, the analysis draws on Antwerp police statistics from 1842 until 1913. It assumes that movements in different types of offences reflect the initiative of different actors and also constitute a valuable index of conflicts between police and public. The article argues that although police activity in Antwerp did significantly increase towards the end of the nineteenth century, priorities in crime control were not merely dictated from ‘above’ (the police and authorities) but also delivered from ‘below’ (the people). It shows how police interventions were shaped by shifting policy concerns, by the interests of different urban interest groups, and by the practical constraints of police work. Finally, it counters the idea of a repressive police disciplining a hostile public with evidence of growing public use of the police and of complex popular attitudes towards the ‘blue locusts’.  相似文献

This paper narrates Puerto Rico's fiscal and financial crisis through a reading of San Juan's urban landscape. We underscore the role of capital in the city, primarily embodied by the local capitalist class (the Criollo bloc) and foreign capitalists. Historically excluded from the manufacturing sector (dominated by US capitalists), the Criollo bloc accumulates its wealth by concentrating financial assets in the city. In times of crisis, the Criollo bloc resorts to the acquisition of new assets and asset exchange with foreign capitalists to remain solvent and provide short‐term solutions to the state's fiscal and financial limits. The survival of the local capitalist class, we demonstrate, is dependent on asset stripping. Drawing on Clyde Woods, we document how asset stripping unevenly redistributes wealth and risks along class and racial lines within a colonial economy. The finance capital/asset stripping basis of San Juan's economy renders it an extremely fragile city, we contend.  相似文献

Since the devolution of welfare policymaking to the states after the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, there has been contentious debate about drug testing welfare applicants. Beyond elite rhetoric and debate points about the implications of welfare drug testing, extant research remains limited insofar as providing theoretical understanding about what factors influence state proposal of legislation requiring welfare applicants to submit to drug tests. I develop and test expectations that derive from research on welfare attitudes, social construction theory, and policy design—specifically, hypotheses that the proportion of blacks on state temporary assistance for needy families caseloads, as well as state‐aggregate levels of symbolic racism, significantly influence state proposal of drug testing legislation. My multilevel analysis of every state proposal of welfare drug testing legislation from 2008 to 2014 yields strong evidence in support of these hypotheses and paints a more complete picture of the influence of racial attitudes on state welfare policymaking. Specifically, while much research finds evidence of institutional racial biases in the implementation of welfare policy, the evidence presented herein shows that these biases, as well as public biases, influence policymaking at the proposal stage. Implications of these findings are discussed in light of recent significant electoral gains made by Republicans in state legislatures.  相似文献

This paper deals with the cultural and educational relations between the United States and Portugal during the Cold War. It is built upon the premise that cultural policies and cultural relations between states are a fundamental part of international relations. History of International Relations, therefore, should overcome an analysis based only upon political and diplomatic dimensions to address what can also be referred to as ‘cultural diplomacy’. This paper explores the ways in which one of Australia’s cultural diplomacy initiatives aimed at bringing Australia closer to Asia – the Asialink Arts Residency Program – may provide valuable insights for reimagining cultural diplomacy with a revised understanding of the national interest that reflects the increasingly transnational realities of the contemporary world. Drawing on extensive data gained from interviews and an online survey, the author found that program participants are engaging in exceptionally complex and at times unintended activities, and that policy concerns, such as positive image projection abroad, are rarely high on the residents’ list of priorities. However, these experiences are of particular value for the national interest, in ways not yet formulated by or included in existing cultural diplomacy discourses. With the findings in mind, the author takes a critical cosmopolitan approach to reconceptualising cultural diplomacy.  相似文献

This article draws on recent research and policy developments to make a case for considering international students as an important component of Australian foreign relations. It links historical and contemporary Australian experiences of international students, especially in the Colombo Plan and New Colombo Plan, to the field of public diplomacy, and sets an agenda for further research in this direction. It highlights the need to recover student voices and to be sensitive to the emergence of everyday or ‘vernacular’ internationalism, as a phenomenon of international students visiting, traveling and otherwise encountering different groups of Australians. It suggests a need to take up anew this form of inquiry for both earlier postwar student experiences and the post-1980s period, in which international students’ voices are frequently silenced by debates over commodification, funding needs, and neo-liberal economics.  相似文献

This paper critically examines the development of what is known as ‘pop-culture diplomacy’ in Japan. In the postwar era, the country’s cultural diplomacy was propelled by the necessity to soften anti-Japan perceptions, notably in Southeast Asia. In the late 1980s, the popularity of Japanese media culture in Asia began to attract the attention of policy makers, while subsequent globalized practices of soft power and nation branding gave greater emphasis to the use of media culture to internationally enhance the image of the nation, which has meant the promotion of ‘pop-culture diplomacy’ and, more broadly, ‘Cool Japan’. It is argued that pop-culture diplomacy goes no further than a one-way projection and does not seriously engage with cross-border dialogue. The Japanese case also shows that pop-culture diplomacy hinders meaningful engagement with internal cultural diversity and suggests the necessity of taking domestic implications of cultural diplomacy seriously.  相似文献

This article examines the way political actors use film narratives to influence policymaking following shark bites. To analyse these relationships I propose the concept of the Jaws Effect, where film-based historical analogies are used as a political device to frame real-life events in ways that make the events governable and prejudice certain policy options. Three elements of the Jaws Effect are reviewed including the intentionality of the shark, perception that these events are fatal and the belief that ‘the shark’ must be killed. These elements are applied to a case study of policy responses to shark bite episodes in Western Australia in 2000, 2003, 2011 and 2014. The reasons why this political device may not always work are also suggested.
