The dominant views regarding the concepts of “the public” (gong) and “the private” (si) took shape in the Spring and Autumn period and matured in the succeeding years of the Warring States period. This paper is an attempt to trace both the growth of the vocabulary containing “gong” and “si” and the development of philosophical views regarding issues that center on the relation between the individual and the larger social/communal/political body, of which that individual is a member; it also touches on issues related to the proper handling of public affairs and the relation between state, sovereign, and the individual. The era is often characterized as “The Contention of the Hundred Schools of Thought,” notwithstanding it ended with but one view that is universally accepted by thinkers of diverse persuasion, namely, si is the source of all social evil and, therefore, should be condemned. This is the doctrine known as ligong miesi (abolishing si so gong may be established), which contributed to the orthodox for that era and the millennium to come. By extolling gong and condemning si, it painted a portrait of the pair as two irreconcilable norms or forces in social and political life; it provided a justification for the then emerging new social arrangement and ways of distribution of power and resources, and it also led to acute conflicts between the sovereign and the state, the ruled and the ruler, the state and the subject, as well as the public sphere and the private domain. Traditionally, public space has been perceived as an integral part of fully functioning liberal democracy. Yet much research argues that public space is in decline due to regimes of neoliberal governance paralleled with a growth in quasi-public spaces such as shopping malls, casinos and gated communities. It is argued that these new spatial forms posit a commercialised, sanitised and ultimately exclusionary urban form in place of more egalitarian, engaging and ultimately democratic public spaces. Increasingly, however, urban research has questioned the veracity of the claims made about the nature of traditional public space as well as investigating the marginal and contingent nature of publicness as constituted by and enacted in a variety of places. Drawing on Foucault's concept of heterotopic space, this paper reports on a qualitative study based on focus group interviews conducted with users of a suburban shopping mall in Sydney's southwest. The research uncovers both a more complex and less overtly deterministic publicness than has previously been identified in such spaces. From these findings the paper argues for a conception of publicity which moves beyond the zero-sum game approach endemic in much work in this area to one which analyses the qualitative effect quasi-public spaces are having on the nature of publicness in the Australian context. The paper concludes by arguing that a rethinking of publicness allows room for the emergence of a more progressive public ethic.  相似文献

Over the past decade social exclusion has increasingly been positioned at the forefront of political, academic and lay discourse as the cause of disadvantage. While the definition, measurement and solutions to social exclusion remain open to debate, housing has progressively been positioned as a central variable creating neighbourhoods of exclusion. Much of this debate has positioned areas of public housing as being the most disadvantaged and socially excluded neighbourhoods. However, the multidimensionality of social exclusion brings into question the simple identification of areas of public housing as being the most excluded. By exploring six dimensions of exclusion (neighbourhood, social and civic engagement, access, crime and security, community identity and economic disadvantage) we explore the differences between areas dominated by public housing and those characterised by private market housing in terms of their scores on each of these individual dimensions of exclusion. We find that it is the experience of households with multiple dimensions of exclusion, especially locational and economic disadvantage, that differentiate areas of public housing from private housing locations.  相似文献

Depuis les années 1980, la province du Québec a créé de nombreux parcs, devenus parcs nationaux en 2002, afin d'assurer la conservation et la protection des territoires représentatifs de ses régions naturelles. Certains d'entre eux sont contigus à des portions de forêts publiques où se déroulent des activités industrielles d'exploitation forestière. Or, depuis 2003, les industriels sont tenus d'intégrer la coupe en mosaïque à leurs activités. Ce type de coupe requiert la préservation de forêts résiduelles (non-coupées) d'une superficie au moins équivalente à celle des aires de coupe. En 2004, les industriels se voient autorisés à situer ces forêts résiduelles à l'intérieur des frontières des parcs nationaux. Reposant sur l'approche interdisciplinaire de la géographie du droit, notre étude entend développer le concept d'empiètement, mais aussi les stratégies géo-légales qui sous-tendent ce dernier, au continuum du public-et-du-privé. Pour ce faire, nous avons recours à une méthodologie conciliant les méthodes juridiques et qualitatives afin d'étudier trois parcs nationaux où il y a localisation de forêts résiduelles à l'intérieur des limites de ces parcs. Notre étude entend démontrer que ces forêts résiduelles, situées à l'intérieur des parcs nationaux, constituent des empiètements résultant de stratégies géo-légales mises en œuvre par le ministère des Ressources naturelles et de la Faune et les compagnies forestières.  相似文献

Many squares in Dutch city centres have been redeveloped in recent years. Their design and management have often changed, resulting in places characterised by dimensions of ‘fear’ and ‘fantasy’ such as the rise of camera surveillance and sidewalk cafés. The private sector is increasingly involved in these redevelopment projects. This paper visualises to what extent private‐sector involvement affects redeveloped public spaces. Six‐dimensional diagrams are set up as an analytical tool that enables the comparison of public spaces on a number of criteria. Eight squares are examined in the city centres of Rotterdam, Dordrecht, Enschede and 's‐Hertogenbosch. Four are solely redeveloped by the local government; the other four are the result of public‐private partnership. The diagrams show that the private sector mainly participates in the redevelopment of retail squares, but its involvement does not result in more fear or fantasy in public space.  相似文献

Abstract: This paper examines an apparent anomaly that lies at the heart of processes of financial exclusion within Britain. Given that the branch networks of banks and building societies have shrunk in size by about one‐third since 1989, a period during which the Government has launched a wide‐ranging set of policies to tackle financial exclusion, why is it that the issue of branch closure has been neutralised as a political issue? After providing evidence to show the extent of branch closure in Britain and illustrating the ways in which geographical research in particular has drawn attention to the nature of this problem, we look at the way the issue of physical access to financial services has been discursively and politically marginalised. We undertake a detailed history of public policy in the area, and the ways in which research funded by industry bodies and Government departments has been used and framed to build a pro‐market, neoliberal policy programme that constructs branch closures as natural and inevitable.  相似文献

This paper addresses questions of women’s visibility in constructed histories, as well as levels of recognition concerning their participation in politics through historical narratives. The urban square has been a distinguishing characteristic of European cities for millennia. However, in the context of small towns, where the square is often the sole identifier of their physical urbanity, its role differs from that of large towns. This fact is substantial within national administrative systems that endorse desirable urban status to rural settlements endowed with urban morphology. It is also important in times of extensive EU-subsidized actions aimed at improving the quality of public space in small underresourced towns. However, many projects fail to draw from and respond to the specifics of the local context, and, by focusing on the details and disregarding the basics, they may defeat their purpose. Departing from extensive field observations in Poland, this paper puts theoretical framework and current trends in urban design into relation to various elements of a square's spatial configuration in order to arrive at degrees of their urban significance. By interpreting the fundamental values embedded in the morphology of market squares, this paper attempts to isolate the cultural archetypes that shape our perception of such places as urban. The proposed analysis could be used to meet the main goal of market square revitalization, namely to visually articulate urbanity.  相似文献

Platt National Park, Oklahoma, was the smallest national park in the United States until it was combined with an adjacent, reservoir-centered recreation site in 1976 to form Chickasaw National Recreation Area. Set aside as Sulphur Springs Reservation by agreement with the Chickasaw Indians in 1902 and designated a national park in 1906, Platt is the only American national park to be demoted since World War II. The story of Platt's creation and demotion reflects the changing mission of the National Park Service (NPS), shifting images of nature and recreation among the American public, and broader social forces that frame park purposes. What started as local boosterism of hydrotherapy in cold mineral springs grew into one of America's most visited national parks by the 1920s. Despite its popularity, Platt lacked both scenic grandeur and political influence; it did not fit prevailing images of wild nature among NPS bureaucrats and the urban elite who formed the core of the environmental movement; it was too small, too humanized, and too ordinary. As images of people embedded in nature have gained wider acceptance in recent decades, would this small, geographically distinctive, and culturally rich “park of the people” have met a similar fate today?  相似文献

The article discusses the understanding of the road as a collective duty and institutionalized public space in late medieval Finland and the Swedish realm, as presented in the legislation of King Magnus Erikssons' law (landslag) of the late 1340s. After an introduction on the nature of past scholarship on the history of roads in Europe and Finland, the theoretical framework on the production and social implications of space on historical roads is discussed. The spatial understanding of the road in late medieval Finland is then studied in the context of medieval normative legislation, of which the main interest here is on King Magnus Eriksson's law, which was the major medieval law code valid in Finland. In the code, issues concerning roads and their maintenance are distributed to various sections of the law, but the main body of the legislation is set in Bygningabalken and Edsöresbalken. The analysis shows that, in the bygningabalken, the road and facilities attached to it such as bridges were rather exclusively discussed in the context of common duty, where the word common seems to be inherently understood as something obliged and insisted by the crown. In the edsöresbalken instead, the spatial dimensions of the road were brought forward in the context of the sworn peace of the realm, where the judicial space produced by the traveller was considered as a product of the road and the actual motives of travelling of the individual using it. The analysis of the respective chapters and decrees of the code shows that, from the point of normative legislation, the road was not only a recognizable space of its own but also constituted a judicial condition capable of producing distinctive social implications for those involved in the maintenance and use of roads in medieval Finland.  相似文献
