Classic Lowland Maya Political Organization: A Review

This paper reviews recent archaeological research concerning Classic Maya lowland political systems (ca. A.D. 250–1000). It focuses specifically on (1) subsistence practices revealed through the analysis of prehistoric climate, available resources, agricultural technologies, and diet; (2) population distribution, density, and size revealed through the analysis of settlement practices and architectural function; (3) social differentiation and interaction revealed through the analysis of burial practices, diet and health, architecture, and production, consumption, and exchange patterns; and (4) ancient Maya political economy (how it was funded) revealed through the analysis of community organization, ritual activities, the Classic Maya collapse, and warfare. It finally ends with a brief discussion of the future of Maya archaeology. A key factor that recurs throughout this review is the noticeable amount of variability that existed—varied resources, subsistence strategies, settlement practices, and social and political systems. An understanding of this variability is the key to appreciate fully the Classic Maya.

Bureaucratic Leverage over Policy Choice: Explaining the Dynamics of State-Level Reforms in Telecommunications Regulation

While state governments have enjoyed greater control over regulating local telephone service providers since 1984, movement toward efficiency-based policy reform (e.g., adoption of competitive markets) has proceeded slowly. We investigate this pattern by addressing how the degree of policy discretion held by state public utility commissions (PUCs) affects reform of local telephone exchange regulation. Using precise measures of both PUC discretion and state policy changes over time, we find that states with "stronger" PUCs (more policymaking authority) are significantly more likely to move toward efficiency-based policy regimes and away from traditional rate-of-return regimes. Greater PUC discretion systematically related to state adoption of efficiency-based reforms over time suggests that regulators are using updated information about policy impacts to inform their policymaking activities. Our findings contradict a common presumption that regulatory bureaucracies are simply motivated by a desire to increase their control over policymaking. Instead, state PUCs are a key source of telecommunications policy reform in the states.

日本古代天皇制的形成,启动于圣德太子改革,初步形成（模型化）于孝德天皇与天智天皇的大化改新时期,制度化于大化改新矛盾积累导致的“壬申之乱”后的天武天皇及其继任者持统、文武、元明天皇时期,中间走过了百年左右的曲折历程。圣德太子改革、大化改新、“壬申之乱”是日本古代天皇制形成的三部曲。从政治结构上看,古代天皇制具有明显的日本特色,它是中国式皇帝制与日本祭祀制的统一。古代天皇制特殊的政治结构对后来的日本政治文化传统产生了深远影响。

戊戌政变后,康梁等保皇领袖曾在全世界华侨社会中建立了庞大的保皇组织,美国华侨社会成为海外保皇势力的中心。美国华侨在组织上和财力上对保皇派做出了重大贡献,保皇党人在开启华侨民智,推动华侨对祖国的关注和认同,进而促进华侨爱国主义思想和民族主义的产生和发展方面发挥了巨大作用。保皇派的活动对华侨政治认同有积极的影响。     

Between realism and the 'New Right': geopolitics in Germany in the 1990s

This essay explores the connections between geopolitics and political conservatism. The introductory argument is that geopolitics historically has been appealing and useful for two very different expressions of conservatism: one which aims to preserve the political geography of the existing international status quo and one which seeks to transcend it and establish a new international order. Through an examination of the 'renaissance' of a conservative geopolitics in Germany, the essay considers how this particular pattern is reproduced in the present day. Although this conservative geopolitics operates for the most part at the fringes of political discourses in Germany, it does have a more specific significance for nationalist-conservative perspectives and those of the 'New Right', both in Germany and elsewhere.
