元管治:规范化的自组织协调机制——元管治与我国城市规划公众参与组织形式的构建

自1980年代初以来,管治(Governance)思潮已经在西方社会汹涌澎湃,社会、经济、政治、文化等领域受到其巨大冲击。在城市规划的具体实践中,如何在众多利益共同发挥作用的领域中取得一致的认同,这有赖于对管治的认识与理解。作为管治重要理论之一的元管治(meta-governance)理论在西方社会有着深刻而广泛的影响。本文通过对规范化的自组织协调机制--元管治的探究,试图以元管治为理论基础建立我国城市规划的公众参与组织形式和保障机制,从而在规划决策中发挥持久作用。     

21世纪国土规划的理论探讨

该文结合国土规划性质及地位的探讨,针对国土规划的特点,笔者认为,进行跨学科的综合研究是解决国土规划重大问题的现实途径,其中,国土资源安全理论和城乡融合理论以及动态规划理论等是进行国土规划的理论支柱。在此基础上,指出国土规划的目标应是一个多层次、多目标的目标组合,应采取理论指导、专家论证与实践相结合的技术路线,最后提出了未来国土规划的研究趋向。     

Urban shrinkage: an unspoken challenge of spatial planning in Russian small and medium-sized cities

Shrinkage since the collapse of state socialism has been evident in many Russian cities, especially in small and medium-sized (SMS) ones. The Russian state, de jure, has been promoting the idea of self-governance; thereby, urban municipalities ought to develop and adopt own planning decisions to cope with various challenges, including those related to depopulation. The current research focuses on planning responses to urban shrinkage. It aims at understanding how the phenomenon is conceptualized in the planning documents of Russian SMS cities and what solutions are proposed to cope with it in the conditions inherited from the Soviet times housing and infrastructural deficit. The empirical evidence for the analysis is drawn from over 70 SMS cities located in Central and Southern Russia. Results state that despite obvious and persisting urban shrinkage, most of the reviewed documents ignore or underestimate the phenomenon. Instead of suggesting flexible solutions, which would help overcome the shortage of urban infrastructure not aggravating shrinkages’ effects in the cityscape, long-term spatial plans are being developed with hope for future growth proposing measures that contribute to the intensification of urban sprawl and fragmentation.     

Industrial spaces for grassroots creative production: spatial,social and planning facets

Former industrial premises provide material and symbolic resources for grassroots creative production, but planning is complex as these sites are transitory and excessive intervention may stifle creativity. This paper analyses the transformations of La Ribera (Bilbao), a mixed-use peninsula waiting to be redeveloped, where, in the meantime, creative-based grassroots projects have settled. Drawing upon relevant planning documents, documentary material and interviews with key actors, the paper explores (i) the spatial and built form advantages of these spaces, (ii) their impact on neighbourhood life and (iii) the contradictions faced in the planning process. The analysis suggests that spatiality plays a critical role, but it is threatened by market pressures, local governments’ interest to encourage the city's reputation and neighbours’ mistrust for the changes they may trigger. As a result, we contend that art spaces’ institutionalization in the neighbourhood is decisive for their sustainability, but the conflicts that arise for the symbolic appropriation of space should be considered. Regarding policy, governance approaches that preserve users’ autonomy and spaces’ built form and atmospheric qualities are rather suitable responses if they are part of a comprehensive agenda that includes local socio-economic conditions and neighbours’ aspirations.     

Pagan: the archaeology of a WWII battle never fought in the Northern Mariana Islands

Archaeological and historical investigation of WWII battles fought in the Micronesian archipelago of the Mariana Islands has generally concentrated on the fierce struggles for Saipan, Tinian, and Guam. Smaller islands that were neutralised during the U.S. thrust to establish air bases for the bombing campaign over Japan beginning in 1944 have received less attention, but were a strategic link in the Absolute National Defence Sphere. This paper examines the archaeological evidence of Japanese military planning for the defence of the island of Pagan situated north of Saipan, a battle that was never fought. The strategy based on an analysis of fixed weaponry emplacement appears to have been conceived in terms of engagement evolving from a ‘defence-at-the-waters-edge’ tactic in the southern Mariana Islands towards a ‘defence-in-depth’ posture faced in Iwo Jima and Okinawa.     

Has planning been de‐democratised in Sydney?

This paper investigates the complex and continuously evolving processes of de‐democratisation evident in urban planning practice in Sydney between 2011 and 2017. New South Wales' successive rounds of planning reform, establishment of a metropolitan commission, and amalgamation of local governments over that period have aimed to reduce local democratic participation in planning decisions, but they have had uneven success. I argue that while New South Wales' efforts to streamline development and de‐democratise planning have evolved considerably in response to multiple forms of opposition, the success of the neoliberal project is still uncertain. The insights this story offers add complexity to theorists' claims about the inevitability of depoliticisation and the end of meaningful democratic engagement. The story also offers insights about how power is created, lost, and regained in particular local circumstances.     

Post‐political planning and community opposition: asserting and challenging consensus in planning urban regeneration in Newcastle,New South Wales

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.     

面向城市基调管控的建筑群色彩感知和意义理解分析——以北京故宫建筑群为例

北京新一轮总体规划提出保护城市色彩基调。本研究认为该任务的目的是保护色彩基调对于人的文化意义，因此从新文化地理学的角度提出问题，人们对城市色彩的感知和意义理解之间是否有联系?研究以北京故宫建筑群为研究区域，运用眼动实验调查人们对色彩的感知，以结构性访谈法了解人们的色彩意义理解，目的是探究文化在感知和认知中的作用，以及眼动实验方法在反映色彩意义理解结果的可行性。结果显示色彩感知与意义理解间两者无统计上的相关性，眼动指标无法解释被试对色彩意义的理解。研究结论是被试对色彩的理解具有“整体依赖”的特点，实践性建议是具有文化认同的城市色彩可以保留，同时允许主体对城市色彩有多角度的感知和积极理解。     

Portuguese West Coast tourism resorts: an unfinished landscape of territorial liabilities

The research focuses on Portuguese West Coast tourism resorts and addresses the problem of unfinished estates as territorial liabilities left by the Global Financial Crisis on residential tourism and tourism-driven urbanization. After a significant expansion during the golden age, resorts have suffered drastic consequences under the crisis, financial imbalance and stagnation of the real estate market. This situation brings additional problems to land management and adequate responses have not been provided yet. Focusing on the municipality of Óbidos, this paper aims to describe the territorial changes induced by the development of resorts, criss-crossing a morphological analysis with the understanding of the context of the Global Financial Crisis and the assessment of the regulatory framework.
