A UK-based authority on Russia's economic geography examines the geographical dimensions of Russia's resource abundance, devoting particular attention to the spatial redistribution of resource rents generated by extraction, primary processing, and fabrication. After establishing Russia's credentials as a "resource-abundant economy," the author identifies the country's resource regions and considers their relative importance in terms of population, territory, and national economic contribution. He then considers the various dimensions (and different geographies) of resource rent, focusing on the oil and gas sector. The paper extends Gaddy and Ickes' (2005) macro-economic assessment and discusses the consequences of rent redistribution for interregional income flows as well as Russia's territorial cohesion. A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled "Russia's Energy Policy" (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and "Russia's Energy Policy: A Divergent View" (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models—the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector. A specialist on Belarusian politics and society as well as on the impacts of the Chernobyl' nuclear power station accident on that country examines the factors shaping the current debate regarding construction of a nuclear power station in the eastern oblast of Mahileu (Mogilev). In particular, he analyzes the role played by a significant rise in the price of imported oil and gas from Russia, as well as increasingly strained political relations between the two countries. The paper outlines the discussions within the country on energy and economic issues, the new relationship with Russia, and the new power station, and offers a preliminary assessment of the feasibility of the nuclear power option. A prominent American geographer and specialist on energy and environmental policies in developing countries assesses the challenge to sustainable development posed by Asia's rapid economic growth and the concurrent need to reduce the environmental impacts of energy production and use. A particular focus is on China and India, as rapidly growing energy consumers and greenhouse gas emitters, and on Russia as a potentially important supplier of natural gas and liquid alternatives to coal use. The author suggests some elements of a strategy to resolve the dilemma of reducing global environmental impacts without penalizing Asia's economic development, although a significant energy transition over the next several decades appears quite difficult.  相似文献

Two European geographers present the findings of a sizeable survey (n = 7,515) providing a detailed geographical analysis of household incomes and reliance on personal subsidiary garden plots across Kazakhstan. The authors focus on assessing the extent to which Kazakhstan's rising GDP during the post-Soviet period has coincided with an increase in the general population's personal income and ability to secure adequate food supplies for personal consumption. The fine geographical scale of analysis of the survey data (significantly less coarse than oblast-level data) enabled them to identify regions characterized by "trickle-down" income, largely centered on the country's two main urban centers and areas of resource exploitation. The patterns revealed in the paper have relevance to the debate concerning the uneven distribution of benefits from resource exploitation (notably oil and gas) to Kazakhstan's population. There has been a revival of interest in recent years in the relationships between multinational corporations (hereafter MNCs) and the host regions in which they operate. The branch plant thesis which generally views inward investment by MNCs in a negative light — as reinforcing power relations between core and peripheral regions — has been challenged, with the suggestion that such developments can play a key role in linking up local economies to important flows of knowledge and information in a global economy. It has also been suggested that MNC branch plant activities are in practice often upgraded over time, leading to the development of important competitive advantages for host regions. In this paper, such claims are investigated through a case study of the Aberdeen oil region in the north east of Scotland. The changing position of Aberdeen within the oil industry's corporate division of labour is evaluated in terms of the wider theoretical debate.  相似文献

A noted specialist on India's energy security reviews the range of energy-related issues that will have a bearing on that country's ability to sustain the high current rates of economic growth and development into the future. The author explores the multiple challenges India confronts in securing (through domestic production and external sources) an adequate mix of energy supplies (hydrocarbon fuels, nuclear power, renewable energy sources) and describes as well as analyzes a broad front of actions (both government programs and the activities of private companies) taken to address them. The analysis illuminates India's important role in the production and consumption of several forms of energy. An American geographer and prominent authority on oil and natural gas industries and resources of Russia and other former republics of the Soviet Union presents a region-byregion account of Russia's oil production, tracing in considerable detail developments up to September 2006. The account, based on systematic and frequent field investigations since the early 1990s as well as interviews with key industry executives, covers reserves, output trends, ownership, investments, pipelines, and a variety of economic factors including exports to China. Addressing the question of whether sustained production recovery is possible, the author presents American and Russian scenarios projecting oil output through the year 2020. Journal of Economic Literature, Classification Numbers: L71, O13, Q40, Q48. 8 figures, 7 tables, 64 references.  相似文献

This article analyses the history of Italian energy policy as well as that of Europe from the beginnings of co-operation until the bust of the first oil crisis. The difficulties in realising a united policy as well as the energy status of Italy and Europe until the eve of the 1973 oil shock are underlined. Then, the answers to the crisis as well as the attempts to address the energy difficulties in a united way are analysed.  相似文献

A review of Soviet research on the productivity of forest biogeocenoses finds confusion in terminology and urges general agreement on specific concepts and terms. Research has thus far been limited to the plant aspect of the forest communities, ignoring the animal and microbial communities. Changes in the amount of litter fall and phytomass from one natural zone to another are analyzed for spruce and oak communities and for forest biogeocenoses of various ages. A program for future research is outlined.  相似文献
