Whilst “caring” responses to homelessness (e.g. shelters, drop-in centres) have been held up by some as a counter-current to the revanchist city, recent US studies highlight how the structural dynamics of neoliberalisation can implicate caring spaces in revanchist processes of discipline and spatial control. In this paper, we employ an assemblage approach to examine the intersections between care, revanchism and neoliberalisation in Brisbane, Australia. We extend the insights of recent studies by showing how the vulnerability of care to the revanchist pressures of neoliberalisation play out outside the US, despite the prominence of care rationalities and a milder revanchist politics. However, we also push beyond this insight to demonstrate the ongoing progressive potential of care in the neoliberalising city, despite its vulnerabilities to revanchism. Specifically, we highlight the capacity of housing-focused responses to homelessness to shield people from criminalisation and to prefigure and call-forth post-neoliberal practices and spaces.  相似文献

In this article, I discuss the representation of Buenos Aires in Pizza, birra, faso. Paying attention to some of the film’s salient aspects vis-a-vis its portrayal of urban space, my analysis has as its ultimate goal to reveal the ways in which the film engages in a political critique that might seem absent if studied solely from a narrative point of view. In this sense, Pizza, birra, faso is a paradigmatic example of the ways in which many of the films of New Argentine Cinema engaged with their political context differently to films of the post-dictatorship generation. To unearth this political content, I will argue, it is necessary to study these films as films, and not merely as texts.  相似文献

After a Coalition electoral victory in 2013, the Australian Office for Women was returned from the periphery to the centre of government. This was contrary to the expectation that women’s policy will be given greater salience under governments of the left rather than of the right. To unpack this puzzle, we examine institutional arrangements and policy directions under successive Labor and Coalition governments in Australia, including the abolition of intergovernmental bodies concerned with gender equality. We find that the influence of neoliberalism has resulted in a blurring of patterns of partisan difference over gender equality policy. There are some continuing partisan differences but also a common pattern of increased emphasis on international and regional rather than domestic policy. The notable exception to this pattern is in the area of gender-based violence.  相似文献

A reading of critical perspectives on neoliberalism would suggest that it is dead but dominant, a revanchist zombie that appears paradoxically ubiquitous despite its inherent idiosyncrasy. We argue that neoliberalism's paradoxical death, dominance, and retrenchment can be interpreted by analyzing the dialectic of universalizing processes and particular forms within capitalism. Neoliberal projects draw political import from systemic, universalizing tendencies in capitalism, particularly those ideological processes by which contradictions and crises come to be discursively, institutionally, and politically conceptualized within the same paradigm from which they emerged. Building on well developed research frameworks in neoliberalism studies, we propose a set of analytical tools to interpret links between particular projects and homogenizing practices. We illustrate this with a case study of urban “megaevents” (eg Olympic Games or football World Cup), demonstrating how ideological commitments to event‐based development strategies allow both the homogenizing imposition of entrepreneurial urban policy, and localized innovations in urban governance.  相似文献

Abstract: Credit card debt is a ubiquitous feature of neoliberal capitalism. To explain the notable growth of credit card usage in the US, I adopt a historical materialist approach that employs two key analytical concepts—cannibalistic capitalism and the debtfare state—to capture the material, institutional and ideological dimensions of this process. Viewed within the bounds of cannibalistic capitalism, a mode of accumulation primarily based on the expansion of fictitious capital and secondary forms of exploitation, the debtfare state enhances the social power of money by allowing major credit card issuers (banks) to generate high levels of income from uncapped interest rates and policies that ensure the extension of plastic money to those who fall within Marx's category of the surplus population. While the expansion of debt subjects surplus workers to the disciplinary requirements of the market, it is unable to suspend the main tensions of cannibalistic capitalism, prompting ongoing reconstructions of the debtfare state.  相似文献

The goals of the fair trade movement include guaranteeing a reasonable income for rural farmers in the Global South, building democratic institutions and gender equality, and promoting environmental sustainability. Proponents claim that consumers, through their buying choices, can counter the negative externalities created by neoliberal reforms of the past three decades. The question is, whether a market-oriented solution can address market-created ills, or whether fair trade is a marketing strategy to increase the profit margin of agencies along the commodity chain? Abstract: Adopting a historical materialist position, this article looks at new methods deployed to expand processes of accumulation and the impact that this has at different scales. Focusing upon the Baku–Tbilisi–Ceyhan (BTC) oil pipeline (traversing Azerbaijan, Georgia and Turkey), the article pays particular attention to the technocratic tools of “social neoliberalism” and corporate social responsibility, which variously incorporate environmental and social impact assessments, community investment programmes and voluntary codes of conduct. While such approaches seek to relegitimise the efforts of capital and its assistants and mitigate their risks, the assessment below details how these approaches actually assist in facilitating an increase in risk for many people. The article begins by looking at the accumulation drive pushing BTC and then provides an account of how new approaches to pipeline governance have both emerged and been incorporated into the project. The article then details what it is that these approaches have actually facilitated at four scales—the local, the national, the regional and the supra‐regional.  相似文献

Abstract: Free clinics are an important part of the US health care safety net and their numbers are rising. This article offers a critical analysis of the politics of free health clinics in Milwaukee, Wisconsin. It uses the geographies of resistance literature to assess free clinics as a response to the neoliberalization of health care delivery. It underlines the multiple political spaces free clinics occupy as a result of the entanglements of a diverse range of identities and practices within the clinic space. In Milwaukee, the primary entanglement occurs between the progressive Christian identity inspiring the practices of the free clinic's volunteers and the commodified identity of the corporate non‐profit health care systems that dominate health care delivery in the city. This research suggests that understanding the transition from oppositional identities, such as progressive Christianity, to resistance is an important next step in constructing more robust responses to neoliberal capitalism and other exploitive social relations.  相似文献

Abstract: The task for critical urban research is to analyze processes of neoliberalization “on the ground”. This paper examines—based on original empirical research—in how far the outsourcing of former local state responsibilities for public services and urban infrastructure is expressed in the promotion of community gardening in Berlin (Germany). It shows the contradictory outcomes: on the one hand, a failing strategy of outsourcing towards residents and the opening up of opportunity structures for other interests. On the other hand it shows how far the emergence of open green spaces maintained by volunteers can only be understood against the background of “roll‐back” neoliberal urban politics and that their rationality cannot be separated from “roll‐out neoliberalism”.  相似文献

This paper discusses and critiques the structure of debt at work in Anselm's satisfaction theory of atonement and the way in which it resonates with other economic and non-economic mechanisms that neoliberalism uses to create indebted subjects. The first part of this paper uses the work of Maurizio Lazzarato to understand how neoliberalism works to create indebted subjects. The second part of the paper discusses how debt structures Anselm's satisfaction theory of atonement how the latter resonates with the general sense of indebtedness operative in neoliberalism. The third part of this paper discusses how recent appropriations of the satisfaction theory as an alternative to neoliberalism fail, based on the reading provided in the second part. The conclusion explores alternative theological proposals for thinking beyond the logic of debt.  相似文献
