The making of mining expectations: mining romanticism and historical memory in a neoliberal political landscape

This paper investigates a greenfield mining project in a peripheral region in northern Sweden through the analysis of how different actor groups formed their own ‘horizons of expectations’ that temporally became fused, only to crumble together with the mining company in a short period of time. By focusing on the co-evolvement of expectations, we show how expectations are differentiated along geographical and temporal scales, reflect upon how these differences relate to interests and historical memory, and finally what these differences mean for the development of large-scale, long-term, raw materials-based projects devoted to industrial production in depopulating areas in an economy otherwise orientated towards neoliberal governance and post-industrial development. By doing so, we make a theoretical contribution to the literature on expectations through the introduction of the concept ‘horizon of expectations’, and a contribution to the literature on neoliberalism and its cultural-geographical implications.     

The Revolutionary Imperative

Abstract: In the last three decades in the advanced capitalist world, the idea of revolution has largely slipped from political view. The neoliberal moment seemed to smother any political possibility other than capitalism, but with that historical phase now itself fading, it may be a good time to revive the idea of revolution if for no other reason than that revolutions do happen. Certainly, the political right is concerned about the possibility of revolts resulting from the social privation resulting, in turn, from the global economic crisis. This essay attempts to explore and reanimate the notion of revolution, both historically and in the present context.     

Democratization and museum policy in South Korea

ABSTRACT

This article examines the two distinct historical policy paths taken by the South Korean government in the late twentieth century towards the democratization of museums. One was based on the creation of a museological public sphere as an extension of the political democratization movement of the 1980s. This demonstrated the potential to become a valuable component of the wider incipient national public sphere within which civic subjects could discuss their individual and collective historical memories. However, despite this potential, a museological public sphere failed to influence the general trajectory of national policy regarding the democratization of museums that had been in development since the early 1980s. This other policy path towards cultural democratization was triggered by the award of the Seoul Olympics in 1981. It was based on public participation and entitled the ‘cultural Olympics’. An important strategy of the cultural Olympics was the construction of a new institutional infrastructure to expand the public right to enjoy culture. This path facilitated an increasing entanglement with neoliberalism in 1990s. Finally, the 1997 IMF crisis furthered the association between a superficial idea of democratization through institutional expansion and the practices of neoliberalism, a trend which continues within South Korean museum policy today.     

THE 2013 ANTIPODE RGS‐IBG LECTURE New Materialisms and Neoliberal Natures

The rise of non‐deterministic understandings of nature, with their emphasis on intensive difference and non‐linear processes, has occurred in conjunction with the neoliberalization of environmental governance, which at once emphasizes and financializes the inherent productivity of nature. This paper accepts the position that there is a link between the two, but argues that if we are to maintain a crucial ontological distinction between capital and non‐capital, this link must be understood as contingent rather than necessary. Drawing upon Deleuze and Guattari's concept of “universal history”, I argue that the neoliberalization of nature must be understood, in part, as the strategic containment of the critical energies of new materialist thought, and that the role of critical historiography is to recognize within processes of containment the contents and qualities of more radical possibilities. If such critical efforts are to succeed they must continually distinguish between nature's innovative force and the mechanisms that seek to capture this force in the service of capital and state. In turn, if we are to remember the radical potential of these ideas, the neoliberalization of nature must be understood as a response to these critical energies, and not their origin.     

Refractions and recombinations of the ‘economic’ and the ‘social’: a personalized reflection on challenges by—and to—feminist urban geographies

This invited essay responds to requests by the Suzanne Mackenzie Memorial Lecture Nominating Committee and by the former Editor of this journal to take stock of and provide intellectual‐historical context for the major preoccupations that characterized feminist urban geography in its early years, by means of a personalized reflection in light of the author's own positioning in those debates and interventions. The thread running through the article is that of the relationship between the ‘economic’ and the ‘social’ in urban geography. The last section briefly considers new challenges that neoliberalism poses for critical feminist urban geographies.     

The Promise of Patronage: Adapting and Adopting Neoliberal Development

Abstract:  Much of the literature on nongovernmental organizations (NGOs) and development suggests that a top-down process is underway which leads to the dispersal of neoliberal ideals. Drawing on 2 years of ethnographic research in Rajasthan, India, this paper examines how a poverty alleviation project "fits" into competitive  and  co-operative socio-economic relations already operating on the ground. It argues that in contradiction to neoliberal notions of empowerment espoused by project policies, both NGOs and their constituents have an interest in establishing and maintaining patronage networks that stabilize relationships of dependency. The paper concludes that neoliberal development projects serve to enable patron–client relationships between NGOs and villagers, and enroll the state in the continuing provision of benefits beyond those planned by the project.     

‘A room of one's own’: the meaning of spatial autonomy for unmarried women in neoliberal South Korea

This article explores the experiences of single South Korean women in their late twenties to late thirties in their pursuit of an independent living space. Looking at the struggles of these women to acquire ‘a room of one's own’, I first argue that the process of their spatial independence reveals the problematic inherent in South Korea's heterosexually marriage-centered housing and loan-lending structure. Further, rather than simply portraying these women as victims of the structure, I argue that the dominant interpretation of spatial independence of single women inadvertently buttresses the ideal selfhood of the neoliberal labor market. Applying Foucault's theorization of the technologies of the self that are instrumental to liberal governmentality, and Marxist theories of labor and finance capital in late capitalism, this ethnographic study engages in a broad discussion of changes in subjectivity and structure that take place under conditions of neoliberalism. In contributing to discussions of neoliberalism, I show that a progressive liberal ethos is not innocent of the development of neoliberalism.     

Gendered frontiers of land control: indigenous territory,women and contests over land in Ecuador

Agricultural and rural land has become the site of considerable policy, governmental and scholarly concern worldwide because of violence and dispossession, food insecurity and contests over private property regimes. Such issues are highly gendered in territories with majorities of indigenous populations where overlapping legal regimes (statutory, multicultural, customary) and histories of dispossession have created complex spatialities and access patterns. States' formalization of indigenous rights, neoliberal restructuring and land appropriation are the backdrop to Ecuadorian women's struggles to access, retain and pass on land. Despite a burgeoning literature on Latin American indigenous territories, women are often invisible. Using collaborative research among two indigenous nationalities, the article analyses the political–economic, legal and de facto regimes shaping women's claims to land and indigenous territory. Focusing on Kichwa women in the rural Andes and Tsáchila women in a tropical export-oriented agricultural frontier area, the article examines the criteria and exclusionary practices that operate at multiple scales to shape women's (in)security in tenure. Women's struggles over claims to land and territory are also discussed. The article argues that Latin America's fraught land politics requires a gendered account of indigenous land–territoriality to unpack the cultural bias of western feminist accounts of multiculturalism and to document the racialized gender bias across socio-institutional relations.     

Broccoli and Desire

Abstract: Tracing the commodity chain of broccoli from Nashville, Tennessee supermarkets to Maya farmers in highland Guatemala, this paper examines relations of desire and political economic power. We argue that the global broccoli trade is shot through with desires—desires of Western consumers to eat healthy foods as well as desires for Maya farmers to get ahead economically. Such desires simultaneously subvert and sustain the hegemonic constellations that anchor crucial nodes in the international broccoli trade.     

Public protest,public pedagogy and the publicness of the public university

This article links protest and pedagogy in a study of the public university in India. Using as case studies two publicly funded metropolitan universities demonstrates how protests in a neoliberal higher education context in India are instantiations of a larger debate about the nature of democracy, and about the nature of the ‘public’ across the country itself.
