Drawing upon archival material, this article offers an overview and discussion of the manner in which the topic of representative democracy was addressed during conferences of the Mont Pèlerin Society in the period between 1947 and 1998. I contend that the most common critique of democracy amongst MPS members was that democratic politics has the tendency to lead to interventions in the economy, thus distorting or even destroying the market mechanism. Yet most members were simultaneously convinced that democracy is a necessary condition of individual liberty, which meant that democracy, rather than being either a mere nuisance or an irredeemable obstacle that must be rejected wholesale, posed a genuine problem for them. Whilst at MPS conferences a myriad of solutions to the problem of democracy was explored, one such solution was suggested most often and theorized most thoroughly, namely the imposition of constitutional limits on popular power; a proposal that often amounted to an attempt radically to circumscribe citizens’ influence on the legislature. I conclude by reflecting upon the implications of these findings for the scholarly study of neoliberal thought on democracy.  相似文献

Abstract: This article combines insights into the mutually constituting nature of gender, race, class and space with Marxist analyses that interrogate how social relations both produce and are constrained by institutions to explore waste management privatization in Johannesburg. It argues that the crystallization of racialized, gendered inequalities within bargaining institutions underpinned financial motivations for privatization. The form of privatization varied across the city due to the ways in which the class of the area serviced articulated with the racialization and gendering of capital and labour in these spaces. An array of material conditions and ideologies informed these processes in which workers were active, although not necessarily progressive agents. Focusing on how privatization is produced through spatialized and institutionalized social relations illuminates avenues for struggle hidden from view in both aspatial, ideal‐type feminist political economy analyses and geographic analyses of privatization inattentive to the mutually constituting nature of gender, race and class.  相似文献

Abstract: Drawing on governmentality debates, I argue that skilled members of the Jamaican diaspora are becoming important actors in an ongoing development strategy to extend the rationality of the market into everyday social relations and institutions. Diaspora members are imagined by states and development institutions to be ideal development partners because of their access to potentially lucrative business, knowledge and capital networks, and their desire to direct them towards socially transformative ends. But, as I shall demonstrate, efforts to incorporate skilled émigrés into national development plans raise important questions about the entanglements between diaspora strategies, state power and enduring local patterns of uneven development. Rather than a space of social transformation, diaspora can also function as a space of stasis that reproduces rather than transforms such patterns. By examining Jamaica's emerging diaspora strategy, I examine not only the governmental role that diaspora groups are increasingly beginning to play, but also their potential to support or disrupt the class, gender and racial asymmetries that have historically governed flows of wealth, opportunity and power across the island.  相似文献

Abstract: The memorandum of understanding between Enron and the Maharashtra State Electricity Board, signed on 20 June 1992, set in motion the Dabhol Power Project, the largest corporate‐led venture in Indian history. But even while the project was gaining official clearance, it attracted considerable local opposition on environmental and livelihood related grounds. Additionally, the fact that Enron was awarded the contract by the Congress Party led state government of Maharashtra, in the absence of procedural transparency and open bidding, entangled the project in deep controversy. This paper, based on fieldwork, examines opposition to the Dabhol Power Project. I particularly focus on the relevance of militant particularism, and the importance of counter‐hegemony of the working class and/or the subaltern counter‐public in the context of multi‐scaled manifestations of neoliberal power.   相似文献

Abstract: In the past two decades, many Latin American nations emerged from twin crises of debt and dictatorship towards an uncertain marriage of fragile democracies and neoliberal policies. The focus of this article is on recognition for a limited set of rights for indigenous peoples known as neoliberal multiculturalism. Through a case study of a sacred place declaration by Q’eqchi’ Maya activists in rural Guatemala, I show the limits of liberal legibility. If an organized group in struggle engaged with the neoliberal state on its terms, their goals and actions would necessarily be circumscribed to its limited scope for recognition. In this case, however, multicultural neoliberalism did not encompass the full spectrum of Q’eqchi’ political activism. I argue that Q’eqchi’ cultural politics goes beyond neoliberal limits, using spirituality and territoriality to signal a broader politics of transfiguration.  相似文献

Abstract: By unravelling the adoption and adaptation of the North American Business Improvement District (BID) model in South African cities, this paper considers the way neoliberal principles are making their way in the post‐apartheid context. Drawing on a comparative approach of BIDs in Johannesburg and Cape Town, we analyse the tensions and conflicts surrounding their implementation and unpack the resilience of this model. As unexpected as this resilience might be in such a context, that is, far away from the heartland of neoliberalism, we argue that this resilience is linked to the permeability of the local contexts and to the plasticity of the model itself at the city and neighbourhood levels, reflecting a capacity to adapt to inherited regulatory frameworks, patterns of territorial development and embedded socio‐political alliances of the local terrains, as well as an ability to accommodate post‐apartheid issues through the crafting of what we refer to as “local Third Ways”.  相似文献

Crockett's and Robbins' significant and groundbreaking book falls short of a genuinely liberating future, one that can put in place alternative social and institutional forms to sustain a comprehensive freedom from structural domination. This major claim is sustained by tracing four deficiencies in the book: (a) its sanguine trust to a developmentalist sensibility that underestimates political antagonism; (b) another neglect of political antagonism in its trust to transformative powers of a “multitude” and its cooperative activity, (c) its failure to build social and political formation into its theory of emergent complexity, and (4) its failure in reflexivity, to interrogate the “we” discourse that proliferates in authors' senses of crisis and calls for transformation.  相似文献

Airports are remaking Australian cities as they remake themselves as privatised enclaves of commercial entrepreneurialism. In line with overseas trends towards airport cities, all major federally leased Australian airports now derive a significant proportion of their revenue from non‐aeronautical property development. New land uses such as direct factory outlets, big‐box retailing, and even brickworks have proven most controversial. State governments, local councils, community groups, industry, and professional associations have expressed concerns about these commercial developments with statutory responsibility for development approvals vested solely in the federal government. The paper draws on the concept of ‘actually existing neoliberalism’ to interpret the making of the new market‐driven airport spaces, the controversies which have ensued, and the re‐regulatory interventions of the Commonwealth required to address community tensions. The debate about development of non‐aeronautical activities on federally leased airport land is explored through the lens of the National Aviation Policy Review. The recommendations of this Review aim to incrementally reconfigure the policy commitment to ‘light handed’ regulation but future planning conflicts seem inevitable.  相似文献

Abstract: In establishing an anarchic framework for understanding public space as a vision for radical democracy, this article proceeds as a theoretical inquiry into how an agonistic public space might become the basis of emancipation. Public space is presented as an opportunity to move beyond the technocratic elitism that often characterizes both civil societies and the neoliberal approach to development, and is further recognized as the battlefield on which the conflicting interests of the world's rich and poor are set. Contributing to the growing recognition that geographies of resistance are relational, where the “global” and the “local” are understood as co‐constitutive, a radical democratic ideal grounded in material public space is presented as paramount to repealing archic power in general, and neoliberalism's exclusionary logic in particular.  相似文献

Abstract: The concept of neoliberalism is explored with respect to the history of the electricity industry and policy in the USA. Rather than view “neoliberalism” as an all‐encompassing form of governmentality or a hegemonic regime, it is instead situated in a political field of competing ideologies, policies, practices, and agents that includes social liberalism, socialism, and cooperativism, with hegemonic and redistributive forms of both social liberalism and neoliberalism distinguished. The field approach enables a dynamic interpretation of the history of the electricity industry in the USA that tracks the relative role of government intervention in the economy, scale shifts in the level of government intervention, and the extent to which the policies favor elite accumulation or redistribution to less favored economic categories. The field approach also enables an analysis of local responses to market restructuring that suggest some examples of redistributive politics, even local socialism, that have emerged as a consequence of marketplace restructuring.  相似文献
