Abstract: Germany's new immigration law, which took effect in 2005, was hotly debated over a period of four years. This paper follows the debate on the law through the newsprint media, examines the representation of immigration as an economic utility, and investigates the contents of this economic‐utility perspective of immigration in light of neoliberal restructuring in Germany. The analysis focuses on 609 articles sampled from five major German daily newspapers published between July 2001 and August 2005. A discourse analysis suggests that the newsprint media represented immigration on the one hand as an economic necessity to replenish the labor market and ensure the international competitiveness of key industrial sectors. On the other hand, immigration was depicted as an economic liability that raises unemployment rates and burdens the public welfare system. Although the media emphasized the economic necessity of immigration, the final law does not permit any significant immigration of labor. The paper resolves this contradiction by situating media discourse in a wider context of neoliberal reforms and European Union expansion.  相似文献

Abstract: Based on extensive interviews, this study is the first systematic attempt to map the spatio‐temporal evolution of production networks linking urban, state‐owned enterprises and rural, township and village‐owned enterprises in reform‐era China. It identifies two distinct regimes of urban‐to‐rural subcontracting patterns and conventions. The first, which developed and prospered from the mid‐1980s until the mid‐1990s, brought rural workers and the countryside into a relatively extensive relationship with urban capital, and thus represented a partial transition to capitalism. Its violent reconfiguration in the wake of a series of sectoral crises in the late 1990s led to the widespread privatisation of rural enterprises, and the emergence and consolidation of a second regime that simultaneously constituted a significant intensification of relations, the capture of the rural by the urban, and a new stage in this region's transition. This paper argues that these regimes are analogous to the formal and real subsumption of labor to capital, respectively, and that subsumption may be a more useful analytic for understanding the process of capture and transition than primitive accumulation: the latter concept alone, without reference to the dynamics of the social/spatial division of labor, risks missing other ways that exploitive connections can be constructed between places. This paper thus seeks to recast the relationship between these two concepts, and to develop a larger vocabulary in which subsumption, like primitive accumulation, is both spatial and ongoing and internal to capitalist accumulation.  相似文献

Abstract: The tensions between capitalism and community have created a situation where, from the depths of multinational corporate headquarters to the diverse urban streets of America, the latter is now being co‐opted by the former. Couple this with the current neoliberal order being imposed on the world by multilateral institutions, high‐ranking government officials, and the corporate elite, and you have an economic imperial agenda being carried out in all corners of the globe. In this article, I take a dialectical and investigative approach in critiquing the neoliberal ideology that dictates how the work of community development corporations is funded and controlled. Much of today's reality within community development consists of an environment where funding restrictions undermine community power, community development trumps community organizing, professionalization creates a disconnect between community development staff and community members, and competition for funding forces organizations to spend more time on funders' needs than the needs of the communities they serve. J P Morgan Chase is profiled to illustrate how economic neoliberal globalization and so‐called community capitalism shape the modern community development movement. I conclude with an analysis of how empowerment, organizational democracy, and collective ownership have the potential to open up spaces of hope for urban communities in the United States who have been forced to live under the hegemony of economic neoliberal globalization.  相似文献

In contrast to most other countries, public opinion in Canada is relatively positive towards immigration and immigrants. Yet the economic fortunes of immigrants, especially those who have arrived recently, have been falling over the past three decades. Four analytical perspectives on the relatively poor economic performance of immigrants in Canada are discussed, and are used to build a composite understanding of this economic outcome. I argue that the weak economic position of immigrants – particularly the fact that they do not compete against the Canadian‐born in privileged segments of the labour market – is an important ingredient in the favourable public view of immigration.  相似文献

Investigations of immigration politics usually focus on national scale debates and policy initiatives. Immigrant settlement, however, is often highly concentrated in select regions and cities and it is in these places that immigration politics is most contentious. This paper examines these subnational politics of immigration in the United States and explores their relation to national immigration politics. The concentrated geography of immigrants in the United States intersects with a federalised system for dispersing welfare and other social costs of immigration. This creates tension between a central government with the responsibility for controlling admission and state/local governments who pay the social costs of immigrant incorporation. This dynamic of conflict has been exacerbated in recent years by the neoliberal governance strategy of downloading. Geographic concentration has other consequences for the ways in which immigration politics develops, specifically the challenges that visible difference in the landscape poses to national identity. In regard to the latter, the paper echoes Vron Ware by suggesting that an important challenge for diverse immigrant societies is to reimagine all of the nation's territory as multiethnic/multicultural, not just the locations where immigrants cluster.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献

In this paper, we discuss the screen media businesses and production milieu that has developed in the predominantly rural region of the Northern Rivers, Australia, over the past 20 years. Spread across a number of towns and small cities each at some distance from each other, this screen milieu would seem to go against the prevailing logic for screen media to concentrate in globally connected cities. Taking up Allen J. Scott’s suggestion that the new capitalism of the twenty-first century is producing restructuring effects in many of the interstitial spaces between large cities, this article examines the spatial assemblages of the screen media and related creative industries sectors in one such space. We demonstrate how screen media actors in this rural region are participating in the wider cultural economy and explore its cultural policy implications.  相似文献

Though it has been over four years since Hurricane Katrina ravaged the physical and social geography of the gulf coast in the United States, a great deal of literature still continues to emanate from this event. Much of this literature focuses on how the event embodied a neoliberalised state reaction to the crisis – heavily reliant on charities while actively promoting claims about the government's weakness in the face of such events. Though this literature is useful, it has generally not covered the role of religious charities and their role in the putative neoliberalisation of New Orleans. This paper attempts to explore the role of religious NGOs in the reconstruction of New Orleans. The intent is twofold: first to improve our understanding of this important event; and second to improve our understanding of the complicated role that Faith‐based organisations have played within neoliberal politics and praxis in the United States.  相似文献

The nature of contemporary social change is explored by posing questions about the implications of neoliberalism, the character of leisure, the perils of materialism, and the shift from consumption to consumerism. Momentum is a powerful force in human affairs. Investigating its nature illustrates how the concept of equilibrium has been given undue emphasis in models of human behaviour. Momentum encourages ‘more of the same’ and is implicated in the way people fail to use leisure fully or effectively and in the way they subscribe to an emphasis on materialism and consumption as a path to happiness. Geography needs to engage with popular social scientific writing if it is to have a place in public intellectual debate. In many ways contemporary social change promises a reinvigoration of the concept of place and therefore challenges to both the substance and nature of geographical inquiry.  相似文献

Abstract: The term “neoliberalism” has come to be used in a wide variety of partly overlapping and partly contradictory ways. This essay seeks to clarify some of the analytical and political work that the term does in its different usages. It then goes on to suggest that making an analytical distinction between neoliberal “arts of government” and the class‐based ideological “project” of neoliberalism can allow us to identify some surprising (and perhaps hopeful) new forms of politics that illustrate how fundamentally polyvalent neoliberal mechanisms of government can be. A range of empirical examples are discussed, mostly coming from my recent work on social policy and anti‐poverty politics in southern Africa.  相似文献
