未成年人群体人文素养之探析

本文针对未成年人群体的人文素养现状,分析其中原因,并就提高未成年人群体的人文素养提出几点对策与建议。     

YOUNG MAN M

This article focuses on the case of young man M, who had planned to assassinate the Governor-General of Finland in 1878. The Physician-in-Chief Thiodolf Saelan conducted a psychiatric assessment on M’s mental state and concluded that M suffered from moral insanity. Saelan backed up his argument with cases of political violence in Europe and in the United States that Finnish newspapers had reported with great detail. I argue that Saelan had specific aims in presenting M’s case to the public, and the main aim was to defend the category of diminished responsibility in criminal law. He stressed the role of psychiatric expertise in evaluating responsibility. Saelan’s arguments were a success, as the category of diminished responsibility was included in the Criminal Code of Finland (39/1889).

Evaluation of underwater surveying techniques

The paper discusses the application of a number of manual trilateration surveying systems, an acoustic surveying system and a photogrammetric system applied to a rigid test frame. Results and relative merits are compared and discussed.

Quality assessment of teaching: inputs,processes and outputs

Abstract

The nature of quality in teaching and learning is outlined, as a prelude to a discussion of the processes of quality assessment to teaching being employed by the Higher Education Funding Council for England. Despite claims that the latter defines quality as ‘fitness for purpose’ there are strong indications that ‘quality as standard’ is what is generally being applied. The implications of this procedure are discussed, both generally and for English university departments of geography.

我国目前正在全面实施素质教育,这是现阶段我国基础教育发晨和改革的总趋势。本文就中学体育教学的现状和存在弊端及改革体育教学提出一些建议,对于全面实施素质教育有着积极的现实意义。     

Simple strategies for improving inference with linked data: a case study of the 1850–1930 IPUMS linked representative historical samples

Abstract

New large-scale linked data are revolutionizing quantitative history and demography. This paper proposes two complementary strategies for improving inference with linked historical data: the use of validation variables to identify higher quality links and a simple, regression-based weighting procedure to increase the representativeness of custom research samples. We demonstrate the potential value of these strategies using the 1850–1930 Integrated Public Use Microdata Series Linked Representative Samples (IPUMS-LRS)—a high quality, publicly available linked historical dataset. We show that, while incorrect linking rates appear low in the IPUMS-LRS, researchers can reduce error rates further using validation variables. We also show how researchers can reweight linked samples to balance observed characteristics in the linked sample with those in a reference population using a simple regression-based procedure.     

Moral Panics and Punctuated Equilibrium in Public Policy: An Analysis of the Criminal Justice Policy Agenda in Britain

How and when issues are elevated onto the political agenda is a perennial question in the study of public policy. This article considers how moral panics contribute to punctuated equilibrium in public policy by drawing together broader societal anxieties or fears and thereby precipitating or accelerating changes in the dominant set of issue frames. In so doing they create opportunities for policy entrepreneurs to disrupt the existing policy consensus. In a test of this theory, we assess the factors behind the rise of crime on the policy agenda in Britain between 1960 and 2010. We adopt an integrative mixed-methods approach, drawing upon a combination of qualitative and quantitative data. This enables us to analyze the rise of crime as a policy problem, the breakdown of the political-institutional consensus on crime, the moral panic that followed the murder of the toddler James Bulger in 1993, the emergence of new issue frames around crime and social/moral decay more broadly, and how—in combination—these contributed to an escalation of political rhetoric and action on crime, led by policy entrepreneurs in the Labour and Conservative parties.
