艺术素养与提高领导干部素质

每个人的艺术素养与其自身素质有着密切的关系。领导干部作为一个特殊的群体,应具有很高的思想觉悟和严格的行为准则,具备良好的为党和人民服务的素质与才能。而注重加强艺术素养,便是领导干部不断提高自身素质的有效途径。     

对创新干部教育培训工作的思考

目前,在干部教育培训工作中存在一些新问题,从一定程度上影响了干部教育培训的效果。为此,必须创新干部教育培训方式和内容,优化培训结构,以有效地提高干部的综合素质。     

酒店产品质量的模糊综合评价方法

针对酒店产品质量评价很难做到精确界定这一问题,本文将定性分析与定量分析相结合,用层次分析法（AHP）求得各影响因素的指标权重,构建了一个用于酒店产品质量评价的多级模糊综合评价的数学模型。本文结合实例说明该方法的使用,并阐述了该方法在网络环境下的应用前景。     

Space, culture and economy—a question of practice

This article addresses the current debate within geography and other circles studying urban and regional development of the relationship between culture and economy. It revolves around two arguments. First, that the relationship should be seen not only as a question of epochal change, of de-differentiation and culturalisation of the economy; it should be considered as an analytical rather than a historical question. Second, it is argued that a theoretical articulation may be gainfully employed starting from the level of social ontology-particularly an ontology of practice. These arguments are developed starting from a critical discussion of two dominant bodies of thought about the relationship, following which, a demonstration of the inseparability of practice and meaning is used to conduct a theoretical re-articulation of culture and economy. Finally, the spatiality of the culture economy relation is considered, displacing the emphasis from connectivity in bounded regions towards joint involvement in the production of space on different scales.     

中国旅游投资增长质量的时序动态变化与地区差异

旅游投资增长质量对旅游业高速发展和产业转型升级至关重要。利用1999-2014年中国旅游投资省际面板数据,从产出效率与运行过程两方面,系统分析了旅游投资增长质量的时序动态变化与地区差异。结果表明：①考察期内旅游投资增长产出效率提升明显,并处于中高水平。但东中西区域差异明显,中西部旅游投资增长效率低于东部地区,具有一定阶梯性。②旅游投资增长时序波动性较明显,呈现出时冷时热的变化态势,体现出总体稳定性欠佳。东中西区域的稳定性也较差,但自2011年后有所改善。③旅游投资增长协调性不好,表现为旅游投资增长滞后于旅游发展需求。旅游产品（项目）开发与相关基础设施建设,还无法满足快速增长的旅游新需求。这为提升旅游投资质量提供了新的参考与依据。     

基于地理学视角的乡村生活质量研究进展及展望

提高生活质量是社会发展的核心目标之一,一直是国内外社会学、经济学、地理学、城乡规划学等不同学科关注的热点课题。近年来乡村生活质量相关研究成果逐渐增多,并取得了一系列高水平的研究成果,有必要对其进行系统梳理。国内外基于地理学视角的乡村生活质量研究主要集中在乡村生活质量的空间格局、演变及形成机制、存在的突出问题、调控与优化等方面内容。从理论研究、研究方法、研究内容等方面对国内外乡村生活质量相关研究进行述评,并展望了地理学研究框架下乡村生活质量研究有待进一步深化的方向。     

YOUNG MAN M

This article focuses on the case of young man M, who had planned to assassinate the Governor-General of Finland in 1878. The Physician-in-Chief Thiodolf Saelan conducted a psychiatric assessment on M’s mental state and concluded that M suffered from moral insanity. Saelan backed up his argument with cases of political violence in Europe and in the United States that Finnish newspapers had reported with great detail. I argue that Saelan had specific aims in presenting M’s case to the public, and the main aim was to defend the category of diminished responsibility in criminal law. He stressed the role of psychiatric expertise in evaluating responsibility. Saelan’s arguments were a success, as the category of diminished responsibility was included in the Criminal Code of Finland (39/1889).     

Entry into working life: Internal migration and the job match quality of higher‐educated graduates

We estimate the impact of internal migration on job‐match quality for recent Dutch university and college graduates. We find positive yet modest wage returns. After controlling for the self‐selection of migrants with an IV approach, this effect is no longer significant for university graduates and all graduates from peripheral areas. We also find that, for our alternative job‐match measures, where there is evidence of migrant self‐selection, controlling for self‐selection strongly reduces the effect of internal migration on job‐match quality. In some cases, the returns on internal migration are found to be negative, which may signal forced migration.     

How to improve the quality of life in peripheral and lagging regions by policy measures? Examining the effects of two different policies in Germany

Peripheral regions commonly appear to be less attractive to live in and policymakers all over the world are applying various measures to make them more attractive. This paper analyzes the effects of two very different measures: The German municipal fiscal equalization scheme and the German structural funds for economically weak areas (GRW). It focusses on the impact on perceived quality of life, measured through interregional migration between German labor market regions. Using a spatial vector autoregressive panel model, we find evidence that equalization transfers have a significant positive impact on regional net migration and contribute to the aim of regional equity. These effects are especially found for regions with low endogenous fiscal capacities. GRW funding reveals no significant effects on net migration rates in total, but short-term effects in rural regions.     

城市公租房社区生活空间质量研究——以西安市为例

以城市社会生活空间质量观理念为研究框架,运用核密度、缓冲区分析等方法从社区物质环境以及居民对社区感知两个维度对城市公租房社区的生活空间质量进行评价。研究发现：西安市公租房社区空间布局较为偏远,集聚特征明显;除教育资源外,医院、商业以及游憩等资源均处于低可获性状态;社区居民对公租房社区房屋面积、房屋质量、物业管理、社区绿化等方面满意度较低,社区归属感及长期居住意愿不强。西安市公租房社区在社区资源可获性方面存在一定的空间剥夺现象,社区整体生活空间质量水平不高。
