In this article the authors analyse the conflict in contemporary Sami politics in Sweden. To understand this conflict a historical perspective is necessary, and the authors reconstruct the ideas and beliefs in the public debate that has legitimized a system of Sami rights over more than a century, and analyze the challenges to these by the Sami movement. Two parallel themes are discussed: the first deals with the continuity and change of the Swedish Sami policy, where the authors show how ideas and beliefs concerning the Sami have limited the possibilities of political action. The second theme focuses on the political mobilization of the Sami in Sweden and their challenges of the established view of the Sami in official policy. One of the conclusions made is that it is of importance to grant indigenous peoples, like the Sami, some kind of secure political platform from which they could participate in the democratic procedure and legitimately counter‐act the power of the nation states in which they live. 相似文献

Between 1961 and 1963, a political crisis in Iran prompted U.S. foreign-policy makers to briefly consider supporting political reform that would have pushed the Shah toward a more constitutional role and moved Iran toward democracy. Yet Washington instead decided to bolster the Shah's regime to carry out social and economic reforms that coalesced as the Shah's White Revolution in 1963. Policy-makers relied in part on a psychological profile of Iran to shape their decisions, believing that the Iranian people were psychologically unprepared to rule, and that the Shah was psychologically unprepared to give up power. This article encourages diplomatic historians to explore how the language and ideas of psychology influenced the modernization theories and policies that U.S. policy-makers applied to Iran, the Middle East, and the wider ‘Third World.’ After briefly exploring the history of U.S. racial, religious, and cultural perceptions of Iran - many of which fit traditional stereotypes of Orientalism - the article examines the influence of political and developmental psychology at a time when racial and religious bias were increasingly taboo. Psychology offered more acceptable, scientific ways to understand Iran and the Middle East, though it led to familiar conclusions. A British economist examines the main obstacles to economic modernization in the Russian economy. After arguing that increased investment is required if the Russian economy is to undergo significant modernization, he presents a framework for identifying binding constraints on such investment. A number of popular explanations of Russia's persistent underinvestment are considered, with particular emphasis on financial constraints. Recent Russian government proposals to restructure the financial system are then assessed in light of their implications for the wider economic modernization. On the basis of the growth diagnostics framework employed in the paper, the author makes the case that the binding constraint on investment in Russia is the poor quality of domestic financial intermediation. 相似文献

论文以第二次世界大战前新加坡华人社会中的商学教育活动为例,梳理商学教育的发展状况,并探讨了近代海外华人经济的近代化转型问题。研究显示:在近代欧美商业冲击与中国民族主义影响下,商学教育在新加坡华人社会悄然兴起,逐渐改变传统华商家族式或学徒制的商业知识传递模式。以中小学和补习学校为主的学校商学教育与以报刊杂志、国货展览会等形式进行的社会商学教育,成为第二次世界大战前新加坡华人社会商学教育的主要新形态。商学教育不仅是当地华校新式教育发展的重要内容,也是当地华人经济近代化转型的重要组成部分。 相似文献

城市现代化是城市化发展的高级阶段。19世纪的英国不仅是世界上第一个城市化国家,而且率先在城市现代化方面做出新的探索。首先在城市物质环境方面进行了巨大的改革,从城市街道的规划改造,到居民住宅的建筑规范,从居民私人空间的营造,到城市公共空间的建设,使城市的物质环境有了极大的改善。其次,在城市的管理方面也进行了全面探索,使城市管理摆脱了中世纪的寡头统治,进入到民主监督与管理的时代。由此,使城市的发展在经历了第一个阶段的数量扩张后,进入到了质量的增长时期,即向城市现代化方向迈进。 相似文献
