中世纪时,国库、财政署和私室是英国最主要的中央财政管理机构,三个机构的命运漂浮不定,主要原因是国王及其王室才是财政管理的中心所在。都铎时期,国王们为加强对财政的个人控制,建立了私室财政体制。斯图亚特王朝建立初期,中央财政管理一仍旧惯,但1612年的管理革新实践却奠定了后来国库复兴的基础。综观这一时期的财政管理机构的沿革可知,连续性、渐进性、经验性和灵活性是它的主要特点。  相似文献

The posthuman has been looming large on the human horizon lately. Yet there is no shared understanding of what a posthuman future could possibly mean, and the tension between a technological‐scientific prospect of posthumanity and the critical posthumanist scholarship of the humanities is growing palpable. Whereas the former harbors a novel sense of historicity signaled by the expectation of an evental change to bring about the technological posthuman as a previously nonexistent and other‐than‐human central subject, the latter theorizes a postanthropocentric subjectivity of beings still human. In doing so, it extends the already familiar emancipatory concerns of the human world over the nonhuman, with special attention paid to the ecological other. Despite the occasional claims of critical posthumanism to bring humanities and technological‐scientific approaches to a shared platform, the prospect of technological beings of unparalleled power and the ecotopia of species equality do not fit together very well. In this article I argue that, in their present shape, technological posthumanity and critical posthumanism represent hardly reconcilable social imaginaries and two cultures of the posthuman future. My intervention is a plea for developing a more profound and mutual understanding of both. Instead of advocating particular agendas that nevertheless claim validity for the entirety of planetary life and the entire scholarly enterprise of knowledge‐production, we could invest more in efforts to come to grips with both social imaginaries and venture jointly into the creation of the conceptual tools of a new knowledge economy of understanding the rapidly changing world and our own (post)human prospects.  相似文献

In 2011, Huu‐ay‐aht First Nations became one of five Nuu‐chah‐nulth Nations on the west coast of Vancouver Island in Canada to implement the Maa‐nulth Treaty with the Province of British Columbia and Canada. Modern treaties are dense and lengthy legal documents that exhaustively set out the obligations of each signatory party. They are heavily criticised for being unjust extensions of colonialism that limit Indigenous self‐determination and transform homelands under settler colonial property regimes. Yet, some First Nations accept these agreements as their chosen path for self‐government in state structures. We document Huu‐ay‐aht First Nations’ decision‐making that resulted when the Maa‐nulth Treaty was implemented and replaced the Indian Act by analysing the Maa‐nulth Treaty and interviews conducted with Huu‐ay‐aht First Nations leadership. We demonstrate how ?iisaak (respect) and ?uu?a?uk (taking care of) guided Huu‐ay‐aht First Nations’ self‐government, while nesting this discussion in the complexities and critiques of modern treaties.  相似文献

The invention of optical instruments showed that the extent of human experience is not eternal and natural but contingent – it can change, depending on the availability and performance of optical instruments over time. This knowledge of the temporal variability of empirical knowledge led to changes in the methodology and epistemology of early modern natural philosophy. In this article, I focus mainly on three aspects of this process. Firstly, optical technique has shown that nature cannot be examined by an isolated individual. Natural philosophy must be a collective activity with institutional support. Secondly, use of optical instruments led to an understanding of the relativity of contemporary natural philosophy, no longer understood as the culmination of preceding development. The present state of natural philosophy becomes a transient stage in a longer development. Thirdly, telescopes and microscopes contributed to the formation of an idea of unending progress.  相似文献

This paper examines the modern anti-slavery movement through the lens of the slavery scandal in Thailand’s fisheries sector. The slavery framing provoked a response on the part of governments, corporations and NGOs that produced improvements in working conditions. Nevertheless, we argue that while the slavery framing was effective in drawing attention and resources to solidarity groups, it provided a poor guide to action because of how it resolves complex and embodied relations of freedom and unfreedom into a simplified opposition that can be used to justify capitalism as the realm of freedom—rather than a cause of unfree labour or slavery. The Work in Fishing Convention (ILO C-188) has provided a guide for laws and regulations intended to improve working conditions in industrial fishing in Thailand and elsewhere, but it does not address slavery or human trafficking. It also frames work in fisheries as exceptional, and thus allows for working conditions that would be considered unacceptable on land. We suggest that critical scholars be cautious about working with a slavery framing, and that they might want to engage with working conditions in ways that start less with questions of unfree labour, and more with how capitalist labour practices can be constrained.  相似文献

This essay looks at early-modern Venice hydroculture as a case of episteme from below. The forms of water knowledge it developed were multilayered and collective in their essence and solidly rested on a social experiential basis that was rooted in labour (especially fishing) and practices (especially water surveying and engineering). In accordance with the city's republican esprit (and correspondent political values), its episteme emerged as the encounter and negotiation between various institutions and groups: the fishermen of San Niccolò in Venice, the practitioners of the water magistrature and political authorities. This essay explores the institutional settings of this water culture, seen as an instance of bottom-up epistemic construction. It especially addresses three historical instances: firstly, a seventeenth century program to map public waters in order to block their alienation for private fish farming; secondly, water officers’ interviews with fishermen aimed to assess the state of the lagoon hydromorphology and, thirdly, fishing regulations. Venice communitarian and circular forms of knowledge production are here contrasted to an opposite paradigm, which was embodied by the Galileian mathematician and Rome courtier, Benedetto Castelli. His interactions with the Republic of Venice on water management and his approach to hydraulic problems are revealing of an elitist and abstract understanding of scientific knowledge that guided political decisions from above without taking in any consideration the opinions of the ‘vulgar’. While his science was the expression of a top-down political epistemology, Venetian water knowledge was more egalitarian. It left room for exchange, inclusiveness and bottom-up codification; it valued the gathering of different experiences (including the fishermen's practical knowledge of their waters) and rested on a concrete and systemic (organicist) understanding of natural-anthropic processes.  相似文献

Abstract

This article examines the role of Robert College in Turkish-American relations in the early decades of the Turkish Republic. Relying on recently discovered archival sources and biographical accounts it explores political and educational networks between the United States and Turkey. Robert College, founded in 1863, was the first American College established abroad. It was, however, more than an educational institution; the College teaching staff acted as diplomatic and cultural correspondents for both countries. The trust the College staff earned among the Turkish elite during the First World War continued in the early years of Republic. This relationship turned into a more lucrative collaboration during the early periods of the Cold War. The story of Robert College in Turkey demonstrates the impact of trained intelligence on political relations between the two countries.  相似文献

During the second half of the sixteenth century, the Society of Jesus relied heavily on Portuguese trade routes in the Atlantic and Indian Oceans in order to reach Ethiopia. However, geopolitical shifts, particularly the rise of Ottoman sea power in the Indian Ocean and the Spanish conquest of Portugal in 1580, ended this route’s viability for the Jesuits. In order to sustain Jesuit connections with Ethiopia, Father General Mutio Vitelleschi decided in 1627 to abandon the Portuguese and send four Jesuits with French passports through Ottoman territory and up the Nile, whence they would travel overland into Ethiopia. After arriving in Egypt, however, the Jesuits were arrested, interrogated and expelled by the Ottoman governor, who suspected that they were Habsburg spies. The course of this failed Jesuit effort to reach Ethiopia has three important implications for our understanding of the Mediterranean and its relationship with other sea spaces in terms of early modern empire building and Catholic evangelization. First, the decision to abandon the Portuguese in favour of the French illuminates how the Mediterranean remained at the fore of the Society of Jesus’s missionary efforts. Second, French willingness to protect the Jesuits demonstrates that Louis XIII of France saw the Mediterranean as an important theatre for achieving his political, religious and economic goals. Third, the Ottoman decision to arrest and expel the Jesuits due to fears that they were in Egypt to assist in a Coptic rebellion and concomitant Hapsburg invasion demonstrates both Ottoman anxiety concerning the rise of European religio-imperial ambitions and the Ottomans’ ability to control foreigners travelling through their lands. In sum, these developments illuminate a larger thalassological picture of the Mediterranean, which, like other sea spaces, obtained as an important contact zone where early modern powers competed to build empires and save souls.  相似文献
