High-tech development has been broadly accepted as a prominent matter of regional development policies and plans at the global level. Strategies to enhance it have evident implications for spatial planning policies, plans and visions. Consequently, careful attention should be paid to the role that spatial planning policies play in the national and regional efforts to advance high-tech development in a particular place. This study addresses the relationship between the spatial planning system and high-tech development, searching to explain the spatial implications resulting from this relationship. It approaches the topic by comparing high-tech development experiences in the Netherlands and Taiwan from an institutional perspective. Although both countries have used a range of spatial strategies for economic growth through high-tech development, the results show that their different institutional settings, power relations between different levels of government and conceptions of science park have led to the implementation of two very distinct spatial strategies, shaping different spatial patterns of high-tech development clustering in these two regions. The findings demonstrate the potential of the institutional approach to study international planning issues, and contribute to theories of high-tech development and spatial planning. 相似文献

Different models of emotional lateralization, advanced since the first clinical observations raised this issue, will be reviewed following their historical progression. The clinical investigations that have suggested a general dominance of the right hemisphere for all kinds of emotions and the experimental studies that have proposed a different hemispheric specialization for positive vs. negative emotions (valence hypothesis) or for approach vs. withdrawal tendencies (motivational hypothesis) will be reviewed first and extensively. This historical review will be followed by a short discussion of recent anatomo-clinical and activation studies that have investigated (a) emotional and behavioral disorders of patients with asymmetrical forms of fronto-temporal degeneration and (b) laterality effects in specific brain structures (amygdala, ventro-medial prefrontal cortex, and anterior insula) playing a critical role in different components of emotions. Overall, these studies support the hypothesis of a right hemisphere dominance for all components of the emotional system. 相似文献

The recent transnational, global, and cultural turns have challenged international historians to reconsider the approach, purpose, and value of their field. Although the new trends are beneficial to the extent that they challenge the premise that the nation-state should be the primary framework of historical inquiry, the boundaries of international history have expanded too far, and the cultural turn's preoccupation with national discourses at the expense of international structures and processes is diverting the field away from the analysis of the causes of war and the conditions of peace. The author argues that international history should distinguish itself from global and transnational history by drawing clear yet open disciplinary boundaries. Every field of inquiry needs some consensus about what it is, where it is going and why: in other words, an identity, purpose, and values. The author argues that what defines international history is its focus on the origins, structures, processes, and outcomes of international politics, above all the causes of war and the conditions of peace. 相似文献

Transnational actors are increasingly surfacing when it comes to understanding the global dimensions of the modern nation-state. Thinking of the modern state from the diversity of its personnel and its many intersections with private and semi-private actors or institutions with a transnational reach, the new diplomatic history acknowledges the embeddedness of states in border-crossing agencies. What has been conceptualized as ‘network diplomacy’ grasps both the role of transnational epistemic communities for the making of particular policy fields and the perception of diplomats as an integral part of transnational initiatives. Taking the League of Nations as a case study, this article analyses how its personnel attempted to spell out ideas of network diplomacy and to make their exposed position at the intersection of transnational civil society, state politics and international institutions work to effect political change. We focus on the transnational career of Arthur Sweetser (1888–1968) who, as a journalist, a long-term member of the League secretariat, the UN staff and the US administration, was at the forefront of developing new techniques of diplomatic practices beyond institutional mandates. Sweetser’s trajectory allows us to illuminate the mechanisms of network diplomacy by probing into multi-layered negotiation processes that engaged state practices, international institutions and the border-crossing agency of individuals. Characterizing him as transnational enables one to interlink his mobile trajectory with a particular scope of action that unfolded beyond the political demarcation of the nation-state and its instituted logics of rule and diplomacy. We further carve out the main features of a diplomatic practice that was formally non-existent yet crucial to the transfer of League principles, practices and personnel to the new United Nations. 相似文献

This study explores the effects of the European Capital of Culture (ECoC) on tourism demand, measured as overnight stays, for the years 1998–2014. The analysis includes 34 ECoC hosts and makes use of data on approximately 800 European cities. A difference-in-differences propensity score matching estimator shows that hosting the ECoC leads to an increase in overnight stays of 8% on average during the year of the event but does not stimulate tourism demand in subsequent years. To account for deviations in the distribution of tourism inflows between ECoC and other cities, the quantile difference-in-differences estimator is used. This leads to similar but somewhat stronger results, especially for the year of the event and for the year after. Separate estimations of ECoC hosts reveal that there is a certain degree of heterogeneity in the effect. Long-term impacts can only be observed for a small group of cities (Essen, Guimarães, Salamanca and Tallinn). 相似文献

Prior to the early 1950s, Americanist archaeologists, given their interest in chronology, routinely searched for direct historical connections between ethnographically documented cultures and archaeological cultures. In those instances where clear evolutionary connections existed between ethnographic and prehistoric cultures, the ethnic affinities of the latter could be assessed, chronologies of prehistoric cultures could be built, and ethnographic descendant cultures could be used as analogs of prehistoric ancestral cultures. The latter became known as specific historical analogy, and it stands in contrast to general comparative analogy, in which no detectable evolutionary connection exists between archaeological subjects and ethnographic sources. The theory underpinning the use of specific historical analogs is Darwinian evolutionism, or descent with modification; thus similarities between ethnographic sources and archaeological subjects are homologous. By midcentury, with the problem of chronology behind them, archaeologists began to address anthropological concerns. Darwinian evolutionism was replaced by the theory of orthogenesis as an explanation of culture change, and concomitantly specific historical analogy was replaced by general comparative analogy, in which similarities between ethnographic sources and archaeological subjects are the result of convergence. For over a century anthropologists and archaeologists have mixed elements of the two theories. 相似文献

This paper has evolved out of a growing dissatisfaction with the relatively uncritical acceptance in contemporary debates that agriculture in advanced societies has moved from 'productivism' to 'post-productivism'. A brief review of current conceptualizations of productivist and post-productivist agricultural regimes reveals inconsistencies in current understandings these dualistic terms. The problem has partly been that the conceptual literature on post-productivism has largely failed to take into account the wealth of actor-oriented and behaviourally grounded research. Productivist and post-productivist agricultural regimes have also been conceptualized from a UK-centric perspective that has largely failed to discuss whether the concept has wider applicability within Europe and beyond. The paper discusses the time-lag and spatial inconsistencies in the adoption of post-productivist action and thought, and emphasizes that different localities are positioned at different points in a temporal, spatial and conceptual transition from 'pre-productivist' to 'post-productivist' agricultural regimes. The notion of the 'territorialization' of productivist and post-productivist actor spaces highlights the wide-ranging diversity that exists within the productivist/post-productivist spectrum, and that productivist and post-productivist action and thought occurs in multidimensional coexistence leads one to question the implied directionality of the traditional productivist/post-productivist debate. It is suggested that the notion of a 'multifunctional agricultural regime' better encapsulates the diversity, non-linearity and spatial heterogeneity that can currently be observed in modern agriculture and rural society. 相似文献

Sri Lanka is cited as an exemplary case of direct poverty alleviation because of a long history of social welfare and high values in quality of life indices. Notwithstanding, anti-poverty measures in Sri Lanka founded on the international discourse of poverty and development do not serve the interests of poor people. This discourse begins by locating poor people in a distinct poverty sector and proceeds to examine its characteristics. Several attributes of that discourse make it intellectually incapable of seeing how poverty is socially constructed in a diffused nexus of production relations that extends far beyond the so-called 'poverty sector'. An alternative 'substantive approach to poverty' is presented. The arguments are illustrated using the theme of food production in Sri Lanka. 相似文献
