The growth strategies of the two largest so-called independent Russian gas producers – Novatek and Rosneft – as well as developments in international markets and changing domestic energy needs have put pressure on the present Russian gas sector model dominated by Gazprom. The three companies are involved in a struggle over export liberalization as well as the conditions in the domestic market. Liquefied natural gas is top priority for Novatek and Rosneft’s main gas focus is on eastern Russia and Asia, but there is still room for considerable tension with Gazprom. The government wants to both improve Russia’s position in export markets and maintain stable domestic supplies, including to socially disadvantaged regions and institutions. Gazprom is insisting that if further access to export markets is granted to the Independents, then they must take greater responsibility for domestic market obligations. On the other hand, the key Independents seem intent on stopping or slowing down their expansion in the domestic market in order to prioritize export sales, and will certainly not take broader domestic supply responsibilities without better access to export markets. The balancing of policies involves strong players on the Russian economic and political scene, all with ties to the Kremlin.  相似文献

Household CO2 emissions are a significant contributor to global greenhouse gas emissions and consequently climate warming. Despite this, there has been little consideration of how household CO2 emissions may be affected by changes in climate. The aim of the present study has been to investigate the way climate, as well as socio‐demographic characteristics, may affect household CO2 emissions produced from energy use. A national online survey was conducted to determine current household CO2 emissions in Australia as well as capture the ownership and use of household appliances and installations. Electricity and gas‐based emissions as well as the ownership of a variety of household appliances and installations were found to be strongly associated with temperature. Electricity and gas emissions were found to decrease as annual average temperatures increase. However, as temperatures continue to rise under climate change this pattern may be reversed owing to increased reliance on air conditioners. One option for preventing this from occurring is to encourage houses to adopt more solar‐passive installations. Although this may be expensive, households with higher emissions tend to have higher incomes, indicating that they may have the capacity to pay for such installations.  相似文献

Permeability and diffusivity are critical parameters of tight reservoir rocks that determine their viability for commercial development. Current methods for measuring permeability and/or diffusivity may lead to erroneous results when applied to very tight rocks including gas shales, coal, and tight gas sands, as well as rocks considered as seals for nuclear waste repositories and strata for geological sequestration of CO2. The use of He as routinely applied to measure porosity, permeability, and diffusivity may result in non-systematic errors because of the molecular sieving effect of the fine pore structure to larger molecules such as reservoir gases. Utilizing gases with larger adsorption potentials than He, such as N2, and including all reservoir gases to measure porosity or permeability of rocks with high surface area is a viable alternative, but requires correcting for adsorption in the analyses. This study expands several approaches to measure permeability and diffusivity with considerations for gas adsorption, which has not been explicitly considered in previous studies. We present new models that explicitly correct for adsorption during pulse-decay measurements of core under reservoir conditions, as well as on crushed samples used to approximate permeability or diffusivity. We also present a method to determine permeability or diffusivity from on-site drill-core desorption test data as carried out to determine gas in place in coals or gas shales. Our new approach utilizes late-time data from experimental pressure-decay tests, which we show to be more reliable and theoretically (and practically) accurate than the early-time approach commonly used to estimate gas-transport properties.  相似文献

In this study, we utilize a large and diverse expert interview exercise (N = 125) to critically examine the whole systems justice issues associated with ten negative emissions and ten solar geoengineering technologies. We ask: What equity and justice concerns arise with these 20 options? What particular vulnerable groups could be affected? What risks do these options entail for communities or the climate? Utilizing a “claims making” approach, we examine existing and prospective injustices across a pluralistic whole systems framework analyzing (i) resource extraction issues including minerals, chemicals, and fertilizers (ii) manufacturing, labor and ownership concerns, (iii) transportation-network and land-grabbing dynamics, (iv) unfair and exclusionary policymaking and planning, (v) operational injustices resulting from deployment and use, and (vi) waste flows, liabilities and disposal requirements. We then explore how these potential concerns culminate in a milieu of injustice cutting across the dimensions of distribution (who gets what), recognition (who counts), participation (who gets heard), capabilities (what matters), and responsibility (who does what). We conclude with insights for both policy and future research.  相似文献

An American geographer and Russian ecologist discuss current and prospective environmental hazards precipitated by large-scale infrastructure projects on Russia's southern coast of the Gulf of Finland. The region, investigated by both authors during the course of regular field research from 1999 to 2009, is one of the best environmentally preserved coastlines of the Baltic Sea with abundant potential greenfield sites, largely due to its closed-border-zone status during the Soviet period. A favorable location for trade also places the region under intense development pressure. The authors devote particular attention to two major developments, a multifunctional port complex (which inter alia serves as a major pipeline terminus and oil export port) and expansion of an existing nuclear power plant. Based on extensive personal observations and government documents, they analyze the emerging environmental threat posed by these initiatives as well as the challenging political environment that discourages public participation and local involvement in spatial planning.  相似文献

A UK-based authority on Russia's economic geography examines the geographical dimensions of Russia's resource abundance, devoting particular attention to the spatial redistribution of resource rents generated by extraction, primary processing, and fabrication. After establishing Russia's credentials as a "resource-abundant economy," the author identifies the country's resource regions and considers their relative importance in terms of population, territory, and national economic contribution. He then considers the various dimensions (and different geographies) of resource rent, focusing on the oil and gas sector. The paper extends Gaddy and Ickes' (2005) macro-economic assessment and discusses the consequences of rent redistribution for interregional income flows as well as Russia's territorial cohesion. A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled "Russia's Energy Policy" (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and "Russia's Energy Policy: A Divergent View" (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models—the old Soviet, the liberal or oligarchic, and the most recent state capitalist. A prominent American geographer and specialist on energy and environmental policies in developing countries assesses the challenge to sustainable development posed by Asia's rapid economic growth and the concurrent need to reduce the environmental impacts of energy production and use. A particular focus is on China and India, as rapidly growing energy consumers and greenhouse gas emitters, and on Russia as a potentially important supplier of natural gas and liquid alternatives to coal use. The author suggests some elements of a strategy to resolve the dilemma of reducing global environmental impacts without penalizing Asia's economic development, although a significant energy transition over the next several decades appears quite difficult.  相似文献

Two European geographers present the findings of a sizeable survey (n = 7,515) providing a detailed geographical analysis of household incomes and reliance on personal subsidiary garden plots across Kazakhstan. The authors focus on assessing the extent to which Kazakhstan's rising GDP during the post-Soviet period has coincided with an increase in the general population's personal income and ability to secure adequate food supplies for personal consumption. The fine geographical scale of analysis of the survey data (significantly less coarse than oblast-level data) enabled them to identify regions characterized by "trickle-down" income, largely centered on the country's two main urban centers and areas of resource exploitation. The patterns revealed in the paper have relevance to the debate concerning the uneven distribution of benefits from resource exploitation (notably oil and gas) to Kazakhstan's population.
