The US military bases in the Japanese prefecture of Okinawa have long been a source of domestic political opposition to the US–Japan alliance. As an alliance management issue, the ongoing troubles surrounding the bases raise questions as to when and why states adopt particular bargaining strategies when dealing with allies. Why, for instance, has the Japanese government not made greater use of this ‘Okinawa card’ when negotiating alliance issues with the USA? Even though highlighting particular domestic problems as a part of a negotiating strategy (known as tying hands) should appeal to a weaker ally such as Japan, this article argues that in the Okinawan case the reverse has been true. Japan has generally, though not always, sought to minimise or downplay domestic opposition to its alliance agreements, essentially preferring a cutting-slack to a tying-hands approach. The Japanese experience suggests that when states which are directly dependent on an alliance for their security see their security environment as unstable, they view tying-hands strategies as too likely to undermine their bargaining credibility. Maintaining credibility is important in an alliance bargaining context because it is a way for such states to signal their commitment to an alliance and so guard against abandonment. 相似文献

Early modern philosophers discussed the question of time in a variety of contexts; an enduring theme is the connection between time and the rational powers of the human soul. However, authors from a variety of confessional and philosophical perspectives also considered how the passions of the soul engage both humans and animals with the temporal world. This article considers a debate about the connections between time and the passions between two French physicians, Marin Cureau de la Chambre (1594–1669) and Pierre Chanet (c.1603–c.1660). The article explores the extent to which their background in late Aristotelian philosophy shaped this project, and its place within the broader transformation of the philosophy of time in the seventeenth century. Cureau and Chanet belong within a well-known early modern tradition of debates about animal reasoning, but their discussion of time and the passions is a significant yet neglected episode in the vernacularisation of scholastic and Aristotelian natural philosophy. 相似文献

The paper focuses on the problematic relationship between Talmon's liberalism and Zionism. My argument is that Talmon's nationalism (Zionism included)—historicist, romantic, visionary—lived in permanent tension with his liberalism—empiricist, pluralist, pragmatic. His critique of totalitarian democracy, reflecting his British experience, emerged independently from his Zionism, grounded in Central European nationalism. The two represented different worlds. Talmon lived in both, serving as an ambassador in-between them, without ever bringing them together. The essay's first section describes the political education of the young Jacob Talmon (née Flajszer) and the making of The Origins of Totalitarian Democracy. It demonstrates the independence of Talmon's Cold War liberal project from his Zionism. The second section places Talmon in the context of Cold War liberal discourse, showing how integral his critique of revolutionary politics was to contemporary liberalism. The third illustrates the tensions between Talmon's view of Jewish history and his liberalism, between his Zionism and his critique of revolutionary politics. Focusing on Talmon's analyses of nationalism, it highlights the ambiguity of his Zionism. 相似文献

Abstract This paper concludes the overview of the Russian Navy's chart making published in Imago Mundi, Volume 52 (2000). In the present paper attention is drawn to the way the emphasis shifted in the early years of the nineteenth century from charting by naval surveyors to land mapping by the Army. The need for specialized military topographical education had led to the founding of the Map Depot in 1797 in St Petersburg. The first major survey undertaken by the Depot was of the island of Corfu (1804–1806), in anticipation of further Russo‐Turkish hostilities (the Third Russo‐Turkish war, 1806–1812). 相似文献

Hobbes and Hume on the imagination can initiate a discussion of empiricism in the 17th and 18th centuries: here, however, it provides the opportunity to focus on Kant's attempt to overcome the limits of their sense originating, naturalist ethics. I argue the general point that Kant's response to his predecessors, both empiricist and non-empiricists, is to modify their focus on nature without falling into skepticism; indeed, his speculative metaphysics also is a response to classical ontological metaphysics. Kant by providing two realms or perspectives, a natural and a noumenal, avoids many difficulties resulting from Hobbes and Hume's starting point in sense leading to imagination and a non-normative reason. Yet, challenged by Herder and the romantics, he uses a sort of residual view of the imagination in relation to the freedom of the noumenal, which results in difficulties for his speculative, noumenal metaphysics. 相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship. All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights? This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled. Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’. 相似文献

This paper considers the epistemic career of visual media in ethology in the mid-20th century. Above all, ethologists claimed close contact with research animals and drew scientific evidence from these human-animal communities, particularly in public relations. However, if we look into the toolboxes of comparative behavioral biologists, it becomes evident that scientifically valid research results were primarily obtained by experimenting with model images. These visual specimens tell a technical story of the methodological requirements in behavioral science necessary to bridge everyday observations between the laboratory and the field. By neutralizing individual traces of animal bodies as well as their observers, they prompted the abstraction of ethological hypotheses. The case study of East-German biologist Günter Tembrock (1918–2011), who maintained his own collection of newspaper clippings, drawings, photographs, and films, offers a new perspective on the methodological development of this field. Furthermore, this article contributes to a scholarly discussion geared toward expanding the spaces of ethological research. My analysis of the image collections of the Forschungsstätte für Tierpsychologie presents the archive as a relevant site of study in the history of ethology. 相似文献

In 1992, an archaeological survey of Marawah Island conducted by the Abu Dhabi Islands Archaeological Survey identified two significant Neolithic settlements known as MR1 and MR11. Both sites are constructed on prominent rocky platforms located towards the western end of the island. In 2000 and 2003, small-scale excavations took place at MR11, with the first full excavation taking place in 2004. Excavations continued at MR11 between 2014 up to 2019. Radiocarbon dating demonstrates that the site was occupied between the earliest part of the sixth millennium to the mid-fifth millennium BC. Three areas have been so far examined. Area A—a tripartite house (2004 and 2014–2017 excavation seasons); Area B—a partial structure (in 2003 and 2017–2018); and Area C—a series of at least five rooms (in 2017–2019). The results provide a valuable new insight into the architecture and planning of Arabian Neolithic settlements in the region, as well as the earliest known evidence for pearling. 相似文献

ABSTRACT This paper investigates Bulgaria’s trade strategy towards the European Economic Community (EEC) in the 1970s: a decade of intensified economic exchange between East and West thanks to détente and, simultaneously, of growing trade barriers due to the consolidation of the EEC’s Common Market. The successes and failures of Bulgaria’s endeavours are discussed through a study of economic cooperation with Denmark before and after its accession to the EEC in 1973. The main argument is that while Bulgarian economic policy focused on the rising regulatory impediments to trade with EEC members, it neglected the structural deficiencies of Bulgarian export production. Thereby, Bulgarian state officials strove to resolve foreign trade problems through diplomatic negotiations over customs regulations instead of advancing domestic economic reforms . This argument is supported by analysis of intergovernmental economic negotiations and trade deals between Bulgaria and Denmark during the 1970s. It highlights the different ways in which Bulgarian trade envoys in Copenhagen and top officials at home evaluated recurrent problems in accessing the Danish market and formulated solutions for these problems. Thus, instead of tackling internal structural problems, the blueprints for Bulgaria’s foreign trade focused on external foes, namely trade discrimination against socialist countries. 相似文献

ABSTRACT This article uncovers the role of self-employed translators in one of the distinctive regions of Eastern Europe – the Volhynian and Podolian provinces. These lands belonged to the Polish-Lithuanian Commonwealth until they became governorates of the Russian Empire in the 1790s. By exploring the memoirs of the landed nobility and cultural elite from this geographically and intellectually contested area, this article discusses the importance of translation during the crucial period of search for national and cultural identity, and debates the cultural transfer of ideas in the homes of local petty nobility in the 1800s–50s. The article also analyses the problem of reading, discusses the book’s importance and the variety of ways it could be read in the eighteenth and nineteenth centuries. By tackling these problems, the article attempts to decode the meaning of Enlightenment for the provincial szlachta in the 1800s–50s. 相似文献
