Whilst the advantages of the application of Land Readjustment (LR) are well known, there are nevertheless numerous countries in which application of LR is difficult or has not been successful. In its analysis of land readjustment constraints, conditions and the international practice, this paper contributes to improving the implementation of an LR system, particularly with respect to the management process. At the international level, management models in seven countries were studied: Australia, France, Germany, Japan, South Korea, Spain and Sweden. In Portugal, three case studies in the municipalities of Almada, Coimbra and Lisbon were selected, with semi-structured interviews being conducted with the respective managing entities. The management models are distinguished by the type of initiative and leadership processes, relations among stakeholders, managing entities and operating rules. It can be concluded that the role of the public authority as the process facilitator from the very initial stages, the existence of a managing entity and a board of specialists, and the legal conditions governing expropriation are key factors for the improvement of land readjustment management. 相似文献

A socially mixed population is a political ambition in Stockholm. By providing a mix of tenure alternatives throughout all neighbourhoods this objective could, at least partially, be fulfilled. Since current tenure proportions display a weak balance in many neighbourhoods it could be assumed that governing politicians – by primarily utilizing Stockholm’s vast landownership and municipal housing developers – attempt to bridge observed gaps. Distribution of new rental and ownership apartments in municipal land allocations should acknowledge the existing tenure composition in a neighbourhood. Methodically this article focuses on all (nearly 50,000) apartments channelled through Stockholm’s land allocation system between 2002 and 2012. After classification of all apartments based on tenure, location, year and developer (private or municipal) the information is merged with yearly housing stock characteristics for 128 neighbourhoods. The outcome is a unique data set allowing for statistical assessment of whether Stockholm’s tenure (and in extension social) mix ambition is reflected in practice. The present article aims to highlight the crucial importance of landownership in Swedish municipalities with an aspiration to achieve or maintain a balanced tenure mix. There is a wide gap between planning ideology and planning practice in some regimes. In planning practice, contextual differences and traditional practices affect urban spatial configurations and their related societal dimensions, and also influence the legislative and administrative systems that dictate the process and production of the built environment. This is linked to situations where hidden practices and power relations among key actors may limit democratic participation in the planning process and challenge ethical practice. This paper focuses on the emerging traditions of planning practice in Turkey. We argue that by understanding the role(s) of the key actors in the process and investigating approval processes in detail, it can become evident that planning ‘on the ground’ is often tokenistic and circumvented by hegemonic power relations and tactical actions. These latter in turn side-step a requirement for democratic participation and encourage a ‘loosening’ of planning ethics. 相似文献

William Scott Owen figured prominently in Montgomeryshire history by being deeply involved with the lives of working people and active in local politics. He was an incomer from the south of England and a stalwart of the Anglican faith and the Tory party. He spent the whole of his working life in Montgomeryshire and came to be deeply respected in a part of Britain noted for its Nonconformity and Liberalism. Scott Owen was agent on the Gregynog Estate, which lies in the south east of the county, much of it now belonging to the University of Wales. This study of his life provides a vivid picture of the county in the late Victorian and Edwardian period and discusses why he became so well regarded. 相似文献

This essay examines the transnational activities of National Socialist experts, focusing on the endeavours of the burgomaster of Stuttgart, Karl Strölin. In 1938, Strölin became president of the International Federation for Housing and Town Planning (IFHTP), one of the most distinguished international expert institutions for European and North American urban planning. The article discusses his belief that promoting an international convention on the protection of urban populations would contribute to German diplomacy in the initial period of the Second World War. Then it investigates the IFHTP president’s efforts to transform his institution into an outlet for National Socialist ideas against the background of the German advance through Europe. A final section deals with Strölin’s attempts to transform the IFHTP into a forum for evaluating urban reconstruction policies in the last year of the war. This biographical study shows how it was possible to juggle the logics and expectations of seemingly contradictory spatial and political realms during and after World War II. National socialist politics and ideology exacerbated the tensions between local, national and international affiliations, but at the same time never fully permeated the mechanisms of expert internationalism. By revealing how Strölin navigated between local ambitions, the demands of domestic foreign policy and the ethics of expert internationalism in three markedly different projects, this essay contributes to a growing body of scholarship on the cross-border activities of National Socialist professionals in (occupied) Europe. 相似文献

Visualisations of land-use projects have become an important part of the planning process. Using a survey of heritage professionals’ attitudes towards visualisations as a starting point, this article addresses tensions between the expressed usefulness of visualisations and critical attitudes towards the lack of ‘objectivity’ of visual representation and the risk of manipulation for strategic purposes. Moving from the survey, the article discusses how visual representations of development proposals became part of a Norwegian public dispute over the expansion of a shopping centre in a historic town. Furthermore, our aim is to introduce a social semiotic approach for analysing visualisations at historic sites. Finally, we discuss some theoretical implications of negotiating visualisations, with emphasis on the recent debate about representational and non-representational theories in heritage studies. 相似文献

Smells like politics: planning and the inconvenient politics of intensive peri‐urban agriculture

Intensive farming is an increasing part of Australian agriculture, including in the multi‐functional landscapes at the edges of Australian cities. The example of intensive “broiler” poultry production reveals the tensions that arise when sites of hyper‐productivity conflict with social change in rural areas. Planning processes for intensive farming in the Australian state of Victoria are predicated on stability and consensus: on assumed static and uncontroversial ideas of agriculture, its place, and the primacy of agricultural productivity. Yet concerns about the industrialisation of agriculture are live political issues at the local level, especially in dynamic peri‐urban locations. This paper explores the emergence of a politics of place outside the bounds of planning consensus through an analysis of planning appeals and associated media relating to planning permits for intensive poultry developments in Victoria over 2011–2016. We highlight tensions that exist in relation to technical planning assessments and categorisations used to assert farming as the orthodox use of rural land, especially when new forms of farming look and feel demonstrably different. Using Mouffe's problematising of the negation of antagonism and Rancière's notion of the risks of a false consensus democracy, we argue that planning processes for intensive farming illustrate critical issues in participatory planning. While ostensibly post‐political decision‐making narrows the politics of place and food systems to decisions about policing the boundaries and buffer distances placed around intensive poultry developments, alternative representations of rural life persist. The certainty offered by code‐based planning does not negate the ongoing (if inconvenient) politics of intensive peri‐urban agriculture. 相似文献

AbstractThis article aims to highlight the mechanisms through which institutional arrangements influence the morphology of residential development. By comparing the Netherlands, Flanders and North Rhine-Westphalia, which have quite similar socio-economic and landscape characteristics, it investigates how differences in national institutional environments have contributed to differences in the urban morphology of residential areas. This article fits within a broader institutional “turn” in planning research. While most of these studies focus on how institutions affect the behaviour of actors in the process of planning and development, this article focuses on the physical outcomes of these processes. The institutional analysis of physical outcomes suggests that urban morphology is not only linked to planning systems—the subject of this special issue—but also to housing cultures and property regimes. 相似文献
