The Transnationalisation of Competing State Projects: Carbon Offsetting and Development in Sumatra's Coastal Peat Swamps

Indonesia's peatlands can be considered as conflict arenas where different state projects and actors compete. The case presented here stands for a new conservation controversy. The Berbak Carbon Initiatives overlap with a settlement project, inducing struggles among different state apparatuses, transnational actors, and peasants. This article is based on a novel conceptual approach building on political ecology, politics of scale and state theory for investigating divergent and transnationalised state projects. Empirically we draw on qualitative research conducted in the province of Jambi, Sumatra. We argue that the territorial conflicts mirror the contradictory interests of different state apparatuses influenced by conservation‐oriented and development‐oriented actors in society but also by supra‐national planning institutions. In our case, the contestation becomes visible through inconsistent notions of development and property. We show how political change challenges the implementation of a forest carbon project, illustrating the high risks of mitigating climate change through offsetting. 相似文献

In this paper I explore the kincentric ecologies that define sea country for Indigenous Australians, in particular the Yanyuwa of Northern Australia. Despite colonial alienation from their coastal territories, Yanyuwa have sustained a four-decade long legal fight for restitution. This paper contributes to contemporary geographies of religion by exploring how everyday spaces of mobility and flows can be transformed through specific practices such as prayer and meditation that contribute to personal spirituality. The work challenges traditionally held assumptions that sacred space or codified religious spaces requires stillness and calmness by drawing on the New Mobilities Paradigm to explore how spiritual practices are conducted within the flows and movement that characterise contemporary everyday life. Using questionnaires and diary-interview methods, everyday journeys of participants captured how prayer, meditation and encounters with others and the environment facilitated by movement can transform and be transformed by mobility and the mode of travel. Participant’s accounts of their everyday mundane journeys reveal personalised associations of the everyday spaces that they travel through and the different routines they enact on a daily basis that incorporate religious objects, practices or ideas. These journeys and time-spaces form what I term a ‘subjective spiritual geography’, a network of the interrelated time-spaces threaded together by the individual’s schedule and routine that create, maintain and reinforce personal and informal religious meaning in everyday life. 相似文献

In contrast with Mexico, a consistent pattern of anti-Americanism has never been present in Québec, but there has been an ostensible upsurge in anti-American sentiment recently. This article asks whether Québec has become a “northern Mexico” with respect to societal attitudes displayed toward the United States. To answer this, we first explore the argument that Mexico is effectively an axiomatically anti-American land. We then examine public opinion in Québec, with a view to contrasting it with Mexican views, especially on the all-important question of the use of force in international politics. We argue that Quebeckers show themselves to be more supportive than Mexicans of the idea that the “international community” in certain instances does have both a right and a duty to intervene in the domestic affairs of states. 相似文献

Abstract: Through empirical analysis and theory, this paper critiques technocratic regimes of protection vis à vis pesticide use, which are efforts limited to technical rationality and didactic communication of pesticide risks that model pesticide users as self‐responsible individuals (ie Homo economicus). Data reveal that knowledge of pesticide risk does not translate into greater protective gear use, within the Costa Rican case presented and more broadly. This circumstance, across first and third world contexts, leads me to develop a more holistic conceptualization of farmers’ subjectivities that highlights numerous constraints—informational, political economic, cultural, individual, and environmental—to which farmers are subject. This conceptualization reveals the inadequacy of most efforts to address farmers’ protective gear use, and leads me to propose a multi‐tiered solution to pesticide problems, including an industrial hygiene approach and fostering subjectivities through participatory research involving pesticide users. 相似文献

To overcome the traumas of the 1992–1997 civil war, the Tajik authorities have turned to history to anchor their post‐independence nation‐building project. This article explores the role of the National Museum of Tajikistan, examining how the museum discursively contributes to ‘nationalising’ history and cultural heritage for the benefit of the current Tajik nation‐building project. Three main discursive strategies for such (re)construction of Tajik national identity are identified: (1) the representation of the Tajiks as a transhistorical community; (2) implicit claims of the site‐specificity of the historical events depicted in the museum, by representing these as having taken place within the territory of present‐day Tajikistan, thereby linking the nation to this territory; and (3) meaning‐creation, endowing museum objects with meanings that fit into and reinforce the grand narrative promulgated by the museum. We conclude that the National Museum of Tajikistan demonstrates a rich and promising, although so far largely unexplored, repertoire of representing Tajik nationness as reflected in historical artefacts and objects of culture: the museum is indeed an active participant in shaping discursive strategies for (re)constructing the nation. 相似文献

Contemporary theorists of international relations and historians of empire have found utility in the spatial theory of “Grossraum,” or “great space,” that Carl Schmitt developed in the 1930s and 40s. This article asks whether Schmitt's concept of Grossraum can be fully disentangled from its German history—from the Nazi pursuit of Lebensraum in which it eventually culminated, but with which it is not identical either. I argue that Schmitt's Grossraum theory is neither merely a symptomatic reflection of the Third Reich's objectives, nor a free‐floating theory with strong potential for critiquing imperialism, but is best approached as an important moment in the transatlantic conversation among empires that unfolded between 1890 and 1945 about the sources, methods, and prerogatives of global power. It compares Schmitt with other figures in German geopolitics such as Friedrich Ratzel and Karl Haushofer in order to establish a genealogy of the distinction between land and sea powers, arguing that Schmitt's writings on Grossraum modernize and transmit to the twentieth century the most influential theories of political geography and geopolitics developed in the Atlantic world between 1890 and 1930. 相似文献
