ABSTRACT

Sir Alan Wilson's ideas have been highly influential in the modelling of phenomena including migration, transport and economics. Latterly, research has explored the application of similar ideas to new problems at larger scales. Many of these studies relate to global challenges with significant policy implications. Here, we present an example in the form of original empirical work concerning forced migration associated with the current Syrian refugee crisis. We employ a spatial interaction framework to examine the flows of migrants fleeing Syria and the characteristics which influence their choice of destination country. In line with the broader literature, we find that shorter distances, economic prosperity, and cultural similarity (e.g. shared language) attract forced migrants, as does the probability of being granted asylum; a finding with potential implications for policy. Contrary to expectation, we find little influence for levels of security in potential host nations (e.g. absence of terrorism).  相似文献

ABSTRACT

The Indian state's recent deregulation of child labor, several years after it passed a law making schooling free and compulsory, forces us to attend to the distinct dynamic between child labor and schooling that frame contemporary efforts around compulsory education. This paper opens-up this terrain through historicizing the child-figure – who combines school with wage labor – within the workings of colonial and postcolonial capitalism. It discusses how the strong and continuing traces of a longer history of exclusions is manifest in the widespread global construction of ‘school’ as inherently ‘fungible’ or the fragility of the school form, as central to this moment of compulsory schooling. Through a focus on this subaltern child-figure, this paper contends that both the ‘fungibility’ of schools for marginal children as well as the privatization of child labor foregrounds the antipolitics that undergirds the current fraught working out of compulsory education in the postcolony.  相似文献

Abstract

This article explores the construction of migrant masculinities in the context of reproductive labour. It focuses on Asian Christian men working as porters in upper middle-class residential buildings in Rome (Italy). This masculinised niche of reproductive labour combines differently gendered chores: feminised tasks (cleaning and caring) - mainly performed in the most private spaces of the home - and masculinised tasks (maintenance and security), carried out in the public or semi-public spaces of the buildings. The analysis addresses the dearth of studies on the sex-typing of jobs in the context of migrant men’s work experiences. It also contributes to ongoing debates on the geography of reproductive labour, by exploring how gendered practices of migrant reproductive labour construct private and public places. The construction of masculinities and place is shaped by the gendered racialisation of migrant men at the wider societal level, which materialises in the construction of ‘dangerous’ and ‘respectable’ urban areas. The article suggests that widespread concerns over religious difference and public security play a key role in defining migrant men’s access to the workplace and in shaping work relations.  相似文献

ABSTRACT

This article traces the evolution of the field of race relations by exploring the thinking of Philip Mason, a former agent of the Indian Civil Service who built a second career as the elder statesman of this emerging discipline in Britain. Mason led the well-funded Institute of Race Relations, an independent organisation that brought together academics, public policy analysts, and journalists to address concerns about the integration of black and Asian migrants in Britain from the 1950s. Mason brought his imperial expertise to bear on the new discipline, and imagined the new subject in light of a wide range of shifting international concerns: imperial race relations, the decline of the British Empire, the Cold War, and the persistence of racially-divided states like South Africa and the United States. To address these anxieties, race relations experts suggested that race relations studies should be comparative across several different imperial and post-colonial locales, building towards a master project that would provide suggestions on mollifying racial tensions across the globe. Using the United States as a key referent, Mason and others ushered in a transitional era, moving the discipline from a paternalistic and superior approach to formerly colonised subjects to articulations of liberal inclusion and cultural integration. Tracing the life of the Institute, and Mason's influence on policy and subsequent anti-racist organisations, reveals how the early assumptions of the field positioned Britain's integration problem as temporary, indeterminate, and aided by the imperial, post-imperial, and transatlantic similarities they examined.  相似文献

ABSTRACT

During the Second World War, a large number of guns were brought to Sweden by refugees escaping the occupation powers of the eastern Baltic countries. Most people had very limited space for bringing belongings with them, but small arms were apparently highly prioritised when setting out – yet, at the same time, they were usually disposed of in the course of the crossing. Informed by Latours’ thoughts on hybrid actors, this paper explores the relationship between humans and arms during the escape across the Baltic Sea in 1943–45. It is shown that although they were seldom fired, the physical presence of these arms directly affected human action, perception and identities, and that it did so in different ways during different phases of the crossing.  相似文献

ABSTRACT

This article analyses the relationships between the colonial government in the Federated Malay States (FMS), international social movement organisations, the League of Nations and sex trafficking. While there is considerable scholarship on social movement organisations and the League of Nations, far less is known about the links between internationalism, colonialism and sex trafficking.

After the First World War, trafficking became the focus of social movement organisations and the League of Nations, but colonial regulation of prostitution and tolerated brothels complicated international responses to trafficking. Colonial administrators saw prostitution as an essential service, whereas feminist and international social movement organisations saw prostitution as an impetus for trafficking. This article engages with newspaper reports, colonial correspondence and Chinese petitions, archival material from social movement organisations, and reports by the Association of Moral and Social Hygiene, the League of Nations and the Chinese Secretariat to extend the literature on the historiography of trafficking and the British Empire.  相似文献

This paper explores how contemporary accounts of Filipino settlement in the Yukon articulate with the imaginative project of a ‘frontier Yukon.’ Since 2007, Whitehorse, Yukon has been as a prominent site of settlement for Filipino newcomers to Canada. This has been supported by the implementation of a new immigration policy–the Yukon Nominee Program (YNP)—inaugurated to address shortages in the territory’s service sector labour market. What happens, we ask, to frontier narratives when they are put into conversation with bodies, peoples, places, and collective experiences that they were never meant to narrate? We discuss how hegemonic notions of race, gender, and frontier masculinity are reworked and unsettled in emerging narratives of Filipino settlement. In working through multiple and contested notions of the frontier, we play on varying meanings of the verb “to settle.” Frontier mythologies seek to settle the disruptive potential of Filipino workers and families as they newly inhabit borderline spaces. At the same time, the hard work of “settling" into a foreign environment is set both within and against the hegemonic facade of frontier mythology. We find that while the examined discourses of arrival in the Yukon reinforce hegemonic accounts of the Yukon’s settlement, and obscure histories of settler colonialism through their celebration of multiculturalism and diversity, they also contain moments of ambiguity that “unmap” hegemonic frontier narratives.  相似文献
