A senior World Bank economist presents a study focusing on issues controlling Russia's accession to the WTO in 2007. The paper discusses the principal reform commitments that Russia has made in an effort to become a member of the organization and addresses the question of whether the country faces excessive demands due to political considerations. While exploring such issues as potential relations with foreign exporters and investors, the author summarizes the relevant parts of his recent joint study of Russian import tariffs that casts a new light on a complex aspect of international trade. Among other problems relating to Russia's entry, he discusses in some detail branch banking and the tradedistorting subsidies in agriculture. A noted Hong Kong-based economist addresses the emerging financing problems prompted by debt-laden local governments in China in the aftermath of the global financial crisis. More specifically, using the most recent data available, he traces the root of China's local debt overhang to a protracted debt-financed infrastructure investment boom in which several key institutions (the cadre evaluation system, the land management regime, and the banking sector) have created an environment that draws local governments into a land-infrastructure-leverage trap. The author argues that the resulting high levels of debt may ultimately impede the country's efforts to mitigate structural imbalances in its economy. Archéologie et développement semblent deux notions fort éloignées l'une de l'autre. La première évoque une recherche fondamentale, pure alors que la deuxième parle de santé, économie, éducation, agriculture, pêche, équipement, transports, communications, etc. . . Et pourtant elles se rejoignent dans le bien-être aussi bien matériel que culturel qu'elles sont supposées apporter aux peuples auxquels elles s'adressent. En effet, si elles introduisent, importent des connaissances, des savoirs des techniques et des machines permettant de mieux maîtriser le monde, nourrir et élever les peuples, ces connaissances interfèrent avec la façon dont ceux-ci vivent et ceci depuis longtemps, la façon dont ceux-ci pensent leurs vies et le monde: philosophies, religions, histoires et coutumes dont on pense se débarrasser en les considérant fausses ou irrationnelles. Ainsi apprend-on que laTerre est ronde et tourne autour du soleil, que nous sommes faits de particules, et qu'il faut s'incliner devant les lois de l'évolution. La Science nous a appris et nous apprend toujours la Vérité sur le monde qui nous entoure bien qu'elle ait donné les moyens intellectuels et matériels aux plus grands massacres que l'Histoire ait connus et bien qu'il ne se passe pas de mois sans catastrophes climatiques, industrielles, politiques ou culturelles ou sans sinistres prévisions, comme le nivellement du mondialisme! Ainsi un des problèmes centraux du développement, illustré ici par une réflexion historico-archéologique, réside dans le dialogue (ou son absence) entre ces deux domaines de connaissance: le scientifique, le moderne et l'autochtone, l'ethnique, le non-moderne. Si l'on veut que ce développement concerne la majorité de chaque peuple impliqué, il est de la plus haute importance de s'interroger sur les modalités des échanges et choix de savoirs, leur équilibre et les raisons profondes des désaccords planétaires à ce sujet. Sous cette condition, le Développement deviendra vraiment démocratique.Archaeology and development seem widely separated notions. The former evokes fundamental pure research whereas the latter talks about health, economics, education, agriculture, fishery, equipment, transports, communications, and so on. Nevertheless both focus on the well-being as well material as cultural which they are supposed to bring to people. In fact if they input and import knowledge, technologies and machineries allowing a better mastering of the world, together with feeding and educating people, both development and archaeology interfere with the ways in which people live and many of the things they believe: philosophies, religions, histories, and customs that become defined as false or irrational. Thus we are taught that the Earth is round and revolves around the sun, that we are made of particles, and that we have to bow in front of the laws of evolution. Science taught us Truth and still does, a truth that provided the intellectual and material means for the worst massacres of history. Thus one of the central problems of development, herein illustrated by a historico-archaeological reflection, lies in dialogue (or its absence) between these two knowledge domains: the scientific, modern and the autochtonous, ethnic, nonmodern. If development projects are to benefit all, it is of the utmost importance to wonder about the exchanges and choices of knowledge, their balance, and the deep meanings of globalization. 章太炎、刘师培等人在清末“保存国粹”、“复兴古学”的过程中,开始对中国古代学术进行初步整理,肇始了对中国学术遗产进行发掘、梳理、研究和整合之工作。以西方新知、新理、新法整理中国传统旧籍,发明中国旧学之新义,是晚清学术演进之必然趋势。以新知阐释旧学,以中学比附西学,以近代学科体系界定中国旧学,是晚清学者整理中国旧学之基本思路。正是在对中国传统学术不断进行整理和整合的过程中,中国传统学术开始转变其固有形态,逐步融入近代西学新知体系之中。  相似文献

社会主义市场经济在中国相继经历了萌芽、受挫、恢复探索、理论形成、体制建立、完善成熟等六个发展阶段。中国共产党在1956年完成三大改造之后就开始了这一探索过程,毛泽东等第一代领导集体对社会主义市场经济的探索是中国社会主义市场经济的萌芽阶段,所取得的成果是邓小平经济理论的源头和起点;从“计划经济为主,市场调节为辅”到尝试“计划与市场内在统一”的社会主义有计划商品经济体制,再到建立适应社会主义有计划商品经济发展的、计划经济和市场调节相结合直到社会主义市场经济的经济体制和运行机制,中国共产党对社会主义市场经济的认识日益深化,我国经济体制改革在理论和实践上取得重大突破和进展。中国社会主义市场经济的发展过程,说明了市场经济是人类文明的重要成果,是经济发展不可逾越的客观规律。  相似文献

During the Late Intermediate period (LIP, c. A.D. 1000–1400), the central Andes experienced the decline of the Wari and Tiwanaku states, as well as processes of state formation, regional population growth, and competition culminating in the imperial expansion of the Chimú and Inka polities. The LIP holds the potential to link the archaeological features of early Andean states with the material signatures of the later ones, providing a critical means of contextualizing the intergenerational continuities and breaks in state structures and imperial strategies. The recent proliferation of LIP research and the completion of a number of regional studies permit the overview of six LIP regions and the comparison of highland and lowland patterns of political and economic organization, social complexity, and group identity.  相似文献

The existence of gendered knowledge has been identified as a significant feature of Indigenous Australian culture, and the importance of considering the implications of gendered environmental knowledge in collaborative cross-cultural natural resource management has been highlighted. There is a lack of case studies that demonstrate how Indigenous women's knowledge and laws can be provided for in resource management contexts. From collaborative research with Anmatyerr women in central Australia, we discuss the implications of gender bias in relation to gendered knowledge in natural and cultural resource management, with a specific focus on Anmatyerr women's involvement in providing inputs about the cultural values of water within water allocation planning processes. This research highlights Anmatyerr women's own perspectives of their roles in contemporary contexts and identifies the existence of cultural change and continuity in relation to rights and responsibilities around water.  相似文献

Excavations at the site of Bosutswe on the eastern edge of the Kalahari Desert in Botswana have uncovered over 4 m of deposit ranging in age from CE 700 to 1700. Our research has produced quantitative and qualitative measures of the material and ecological dimensions that structured the everyday actions and behaviors through which social identities were constituted, maintained, and transformed during the period when the polities of Toutswe, Mapungubwe, Great Zimbabwe and Khami rose to power. By examining the material dimensions that underlay shifting relations of production, exchange, and social stratification we are able to contextualize the social judgments that ascribed value to material goods and food ways, while specifying the ways these were used to create and naturalize social relationships and power differentials. Stable isotope analyses, combined with evidence of vitrified dung, further enable us to suggest changes in herd management strategies used by the inhabitants of the site to compensate for ecological changes brought about by long-term occupation, while at the same time enabling them to economically tie subordinates to them as social divisions became more rigidly defined after CE 1300. The cultural and economic changes that took place at Bosutswe thus directly impact our understanding of the social transformations that immediately preceded contemporary configurations of ethnicity in Botswana.  相似文献
