乡村旅游是我国新时期旅游产业发展和社会主义新农村建设的重要组成部分。本文首先系统的介绍了欧美乡村旅游的发展和主要成功经验,包括正确的定位,合理的形式选择,政府和社区的协调参与以及法律法规和专门的管理机构。在这一基础上,结合我国乡村旅游发展的现状和可持续发展的概念,提出了外国乡村旅游发展在几个方面对我国乡村旅游发展的借鉴。  相似文献

The Briand Memorandum in 1930 was the most important effort to create stronger European political unity in the interwar period. The responses by the governments of Sweden, Finland and Estonia have not been studied before. It is convenient to study these replies together and focus on possible cooperation between neighbouring countries. Whilst France was using the Memorandum to europeanize her relations with Germany, Sweden, Finland and Estonia also adopted the Memorandum to their foreign policy. As a result a common policy towards the Memorandum could not be found, despite the fact that the three countries agreed on multiple issues.  相似文献

This article examines Canadian daily newspaper editors' views regarding the status of international news reporting in Canada. It is based on a series of surveys administered in 1988, 1995, 2000, and 2006 that measured editors' assessments of issues such as the quantity and quality of international news in their papers, the importance they attach to international news coverage, the areas of the world they consider important to cover, and the sources they use for international news. The article uses the data from the surveys to determine whether 11 September 2001 affected editors' perceptions of international news reporting. This question has been widely studied in the United States, but less so in Canada. The central conclusion here is that 9/11 has had only a limited impact on editors' perceptions. The data across all four surveys demonstrate a remarkable degree of consistency in editors' assessments of international news reporting in Canada.  相似文献

Women are demonstrably under-represented at senior levels in Australia's international affairs. Empirical evidence shows a continuing gender imbalance in leadership positions, including in the Department of Foreign Affairs and Trade, the Department of Defence and academia. Two explanations commonly offered are that women are less motivated or lack interest in ‘hard’ international relations. These explanations are found to be unconvincing, given studies showing similar levels of ambition and interest at recruitment. Four alternative explanations are offered to account for the scarcity of female leaders in Australia's international affairs: the legacy of direct discrimination, continued indirect discrimination, inadequate support for women who balance work and family responsibilities, and socially constructed gender norms. Instead of the subject matter of international relations being too ‘hard’, or inherently masculine, it appears that it is the combined impact of these factors that has made it ‘hard’, or difficult, for women to progress to senior levels. In order to show how these barriers can be overcome, three case studies are presented of women who have achieved senior positions: Professor Emeritus Helen Hughes, Her Excellency Ms Penny Wensley and Professor Hilary Charlesworth. These examples suggest strategies that women can use to further their careers and measures that can be implemented in workplaces to improve the representation of senior women in Australia's international affairs.  相似文献

Chinese scholars have achieved a comprehensive consensus on the disciplinary history of International Relations (IR) in China. However, this collective understanding of the evolution of Chinese IR is problematic because it denies the existence of pre-1949 Chinese IR and mistakenly sets the starting point of Chinese IR to be the mid 1960s, thus providing a progressive image of the IR discipline in China which is historically untenable. This essay rectifies this misunderstanding by reconstructing the history of Chinese IR before 1949. It verifies the existence of pre-1949 Chinese IR by reviewing the IR-relevant institutional setting in Chinese universities before 1949 and comparing the situation before 1949 with that in the mid 1960s, when the three IR departments were established. Further, the essay tentatively explains why pre-1949 Chinese IR has disappeared in the mainstream discourse of the history of Chinese IR. It argues that the interruption of the evolution of IR in China in the early 1950s and the specific power–knowledge interaction mode established in Chinese IR in the late 1950s are the two main causes responsible for the absence of pre-1949 Chinese IR in the history of the IR discipline in China.  相似文献

Soaring prices for minerals and energy are posing a major threat to the resource security of economies in Asia. As a result, many regional governments have launched new resource security strategies in the last few years. Most recent attention to resource security in Asia has focused on debating whether the Chinese government’s resource policies are mercantilist or liberal. This China-focused debate is too narrow to fully capture the nature of resource politics in Northeast Asia, since the governments of Japan and Korea have also recently launched their own resource security strategies. This paper considers regional-level trends in Asian resource politics by examining the causes, content and implications of the resource security strategies deployed by the consumer governments in Northeast Asia. It argues that growing resource security concerns, combined with a process of competitive policy emulation, have seen the Chinese, Japanese and Korean governments each adopt mercantilist resource security strategies over the last decade. Furthermore, the competitive nature of these mercantilist strategies is acting to intensify political and economic competition for resources between the Asian region’s three main economic powers.  相似文献

What does the qualitative increase in the brutality of international relations in the Eastern Zhou period of ancient China (770–221bc) mean for the implicit progressivism of Alexander Wendt's constructivism, as espoused in his landmark text Social Theory of International Politics (1999)? Wendt's constructivism is useful in understanding international systems outside the contemporary Westphalian order and provides an excellent analytical tool for understanding ancient China. However, this article argues that Wendt's implicit teleology of progressively cooperative ‘cultures of anarchy’ in international politics is empirically questionable. It is demonstrated that such a progression is not supported by the historical evidence of ancient China, which represents an instance of an international system ‘regressing’ from a more to a less cooperative international social structure.  相似文献

The pro-democracy Arab popular uprisings have been spontaneous, but perhaps not all that unpredictable. They have come against the backdrop of a growing gulf between the rulers and the ruled, political repression, social and economic inequalities, demographic changes, unemployment and foreign policy debacles. Although the uprisings began in Tunisia, it is the case of Egypt that illustrates the situation more compellingly and the impact that it has had on the rest of the Arab world. It is not clear at this stage what will be the ultimate outcome. But what can be said with certainty is that the Arab peoples have set out on a long journey in pursuit of genuine self-determination. The journey will be arduous and unsettling for the Arabs and outsiders, but this has to be treated as part of a transition from a dictatorial past to a politically pluralist future.  相似文献

本文研究国际会议产业竞争力评价指标体系的构建。本文通过问卷调查和专家意见对评价体系的各构成指标的重要性进行打分,运用因子分析法调整国际会议产业竞争力评价指标体系框架,并确定适用的评价指标体系。同时,通过对亚洲上海、新加坡、香港三大城市的实证研究以验证这一指标体系的适用性,指出上海目前在发展国际会议产业过程中还存在的差距。  相似文献
