ABSTRACT

In 1771, Daniel Paterson entered into a publishing agreement with the bookseller Thomas Carnan to print and publish a travel itinerary known as Paterson’s Roads. This book was to become the most enduringly popular practical road book of the period. However, Paterson and Carnan were soon embroiled in litigation. This article examines the legal cases that arose when the geographical information contained in Paterson’s Roads was re-used, and improved upon, in a subsequent publication. It explores the background to the cases, focusing on what they reveal about the inner workings of the book and map trade of the period, as well as considering some of the broader historical ramifications. The article also demonstrates that these cases are of ongoing legal significance because they played an important role in developing some of the doctrines and principles of copyright law that continue to be controversial today.     

“As Though There Was No Boundary”: the Shipshaw Project and Continental Integration

This essay reads Munro’s 2001 story collection as embodiment of her artistic accomplishment. Beginning with a 1952 internal Canadian Broadcasting Corporation reader noting “evocative and luminous phrases” in two of Munro’s earliest stories, it argues that such phrases have informed Munro’s fiction throughout her career. In Hateship, these phrasings are key to “Family Furnishings,” “Hateship, Friendship, Courtship, Loveship, Marriage,” “Post and Beam,” “The Bear Came Over the Mountain,” and especially “Nettles.” There Munro structures her stories around “real facts in the making,” combining autobiographical facts and situations with her imaginative renderings of them. This collection reveals Munro at the height of her accomplished art.     

Australia’s refugee policy: domestic politics and diplomatic consequences

ABSTRACT

Refugee policy involves a two-level game. For Australia since approximately 1998, the politics of refugees has been toxically affected by domestic politics. This has had potentially negative effects on Australia’s reputation and soft power. This article provides an overview of the issue, explores the ways in which considerations of domestic politics have come increasingly to shape Australia’s policy and concludes with a discussion of the consequences of Australia’s treatment of refugees for its diplomacy and soft power.     

Asymmetry of power and attention in alliance politics: the US–Republic of Korea case

While power asymmetry typically defines security relationships between allies, there exist other forms of asymmetry that influence alliance politics. In order to illustrate how they can shape policy outcomes that cannot be explained solely through the lens of power capabilities, the authors examine the role of relative attention that each side pays to the alliance. It is their central argument that since the client state has a greater vested interest in the alliance and given that attention depends on interest/need, the client state can leverage attention to get its way. By analysing two specific cases, the 2002 South Korean schoolgirls tragedy and the 2008 beef protests—instances where the South Koreans succeeded in compelling US concessions—the authors show that because the alliance was more central to the client state's agendas, there existed an asymmetry of attention that offered leveraging opportunities for the weaker ally. In this study, the authors emphasise the role of media attention as a key variable, and seek to contribute to debates on weaker party leverage in asymmetrical alliances.     

‘Caught’ between foreign cultural and development policies: perspectives of German Studies and German as a foreign language in Africa

The promotion of the German language abroad and of German Studies plays a central role in German Foreign Cultural Policy. With regard to Sub-Saharan Africa, otherwise a peripheral region for foreign policy, German as foreign language is firmly established as second language after English. Learners especially in Francophone West and Central Africa have increased over the past decade. Numerous funding programmes and actions are supported by German nongovernmental organizations at college/university levels. But bilateral cooperation between German and African academic institutions are challenged both by negative perceptions of the ‘Global South’ among Western colleagues and by an infrastructure adverse to research and to career development in most African countries. Additionally, North/South relations are traditionally seen in terms of (under-)development by German institutions, effecting cooperation. The paper develops a differentiated picture of African Studies in Africa, and outlines benefits that can be attained through collaboration ‘at eye-level’.     

Australia's foreign policy links with Latin America: distant relations

In more recent years, Australia's relations with the countries of Latin America have taken on more importance as the trade and investment links between the two regions have grown. Besides this recent activity, Australia has a long history of diplomatic relations with the countries of Latin America, even though the links between the two regions have at times been fairly superficial. This relationship, like many others, has tended to concentrate on mainly trade relations and, despite Latin America's often turbulent political history, has not been affected much at all by political issues. The purpose of this article is to analyse the development of foreign policy links between Australia and the countries of Latin America in their formulative stage between 1901 and 1973.     

A regionalisation or long-distance trade? Transformations and shifts in the role of Tana in the Black Sea trade in the first half of the fifteenth century

Abstract

The Italian trading stations in Tana were important in the long-distance trade system of the Italian maritime republics Venice and Genoa. The deeds of two Venetian notaries who worked there during the 1430s, Nicolo de Varsis and Benedetto de Smeritis, are an important source for tracing the transformation of the issues and directions of Italian trade in the Black Sea region, a trade which was recovering from the crisis of the fourteenth century. Notwithstanding the Venetian-Genoese struggle and previous crisis events, this recovery made the economic conditions favourable. Although some scholars see a regionalisation of trade in fifteenth century, the source evidence challenges this interpretation. Westerners began to import Italian, Flemish and English textiles to the Eastern markets, and the local goods (fish, caviar) were widely exported to Europe – even to the markets of Flanders. Finally, the slave trade was intensive. My main argument here is that though there were considerable transformations in the Italian trade, there was no real regionalisation of trade, which retained its long-distance character.     

How Chinese scholars think about Chinese foreign policy

China’s assertive diplomacy in recent years has ignited intense debates among international relations (IR) scholars. Some argue that China’s assertive behaviour is rooted in its perception of increasing power and capabilities. Others suggest that it is US policies that triggered China’s assertive reactions. Relying on an original survey of China’s IR scholars conducted in Beijing in 2013 and using structural equation modelling, we empirically examine Chinese IR scholars’ attitude towards Chinese power versus the United States, their perceptions of US policy in Asia, and their preference for an assertive Chinese foreign policy. We find that both the power perception and policy reaction arguments make sense in accounting for Chinese IR scholars’ attitude regarding China’s assertive diplomacy. However, our research suggests that a more pessimistic view on Chinese power is more likely to be associated with a preference for an assertive foreign policy.     

Medieval Shipwrecks from North Norway and their Contribution to Understanding Maritime Interaction and Trade

This article presents the remains of three medieval ships from North Norway. The sites are clustered near the Arctic Circle, two from the islands of Husøy (Træna) and Lovund in the Helgeland region, and a potential third wreck from the small lake Fiskvågvatn in Saltdal. Available information from the wrecks is presented to provide a basis for assessing their cultural contexts and relevance to medieval maritime activities, the dried‐cod (stockfish) trade in particular. The circumstances surrounding their discovery and documentation also offer insights into the history of cultural heritage management and role of community engagement in northern Norwegian shipwreck archaeology.     

The spaces of UK students’ unions: extending the critical geographies of the university campus

This article seeks to further our knowledge of the university campus by focusing on one particular aspect of most UK campuses: the students’ union. UK students’ unions have rarely been the subject of scholarly attention, despite them now occupying an important place within the higher education landscape. Nevertheless, in this paper we draw on a UK-wide study of students’ unions to explore, firstly, the role played by the buildings of the students’ union and, secondly, the ways in which aspects of the university’s campus influence union activity. We pay particular attention to the expansion of the university campus, in many institutions, from a single site to multiple sites, both within the UK and overseas. We contend that a focus on the materiality of the students’ union and the level of union activity (or inactivity) across various campus spaces can illustrate the values, ideologies and power relations that dominate contemporary British higher education.
