Despite collaborative governance's popularity, whether collaboration improves policy performance remains uncertain. This study assesses the link between collaborative decision making and licensed environmental management protocols in the Federal Energy Regulatory Commission's (FERC's) process for licensing hydropower facilities in the United States. Using results from a previous study of FERC relicensing (Ulibarri, forthcoming), one high‐, one medium‐, and one low‐collaboration case were selected. Using documents including meeting minutes, public comments, and issued licenses, I assessed collaboration and license outputs, then conducted process tracing to examine whether and how differences in collaboration produced differences in license quality. High collaboration resulted in jointly developed and highly implementable operating regimes designed to improve numerous resources, while low collaboration resulted in operating requirements that ignored environmental concerns raised by stakeholders and lacked implementation provisions. These results support the hypothesis that collaboration can improve environmental outcomes, revealing the pragmatic value of collaboration. This paper reveals the extent to which undergraduate students demonstrate transformative learning whilst on international fieldwork in Barcelona, Spain. Groups of students create a series of discrete active learning situations that allow them and their peers to engage more fully with their locale and in turn experience a deeper understanding of “place”. Reflective field trip notebooks are used to capture the experiences of students. Results show that through the use of the affective domain (Krathwohl’s taxonomy) and applying cyclic experiential learning (Kolb) combined with critical reflection (Mezirow), students demonstrate progression and, in some cases, regression along Krathwohl’s taxonomy.  相似文献

This article focuses on the U.S. diplomat and nuclear arms control negotiator Gerald (Gerry) Coat Smith in order to cast new light on the importance of diplomats in the context of the set of international activities currently labelled as “science diplomacy.” Smith, a lawyer by training, was a key negotiator in many international agreements on post-WW2 atomic energy projects, from those on uranium prospecting and mining, to reactors technologies to later ones on non-proliferation and disarmament. His career in science (nuclear) diplomacy also epitomized the shortcomings of efforts to align other countries’ posture on nuclear affairs to U.S. wishes. In particular, the unswerving diplomat increasingly understood that strong-arm tactics to dissuade other countries from acquiring nuclear weapons would not limit proliferation. Not only did this inform later U.S. diplomacy approaches, but it lent itself to the ascendancy of the new notion of “soft power” as critical to the re-definition of international affairs.  相似文献

中药材作为近代中国贸易格局中的重要商品之一,在口岸-腹地的经济互动中位置显要,研究中药材埠际贸易网络对理解其流通的历史具有重要意义。由于受到调查数据相对零散和研究方法相对传统的限制,该网络的复原少有实质性推进。本文主要利用中国旧海关史料的中药材埠际贸易数据,辅以其他对外贸易数据,对近代的中药材埠际贸易流通网络进行数据分析研究,发现中药材埠际贸易格局的演变与通商口岸开埠的空间进程密切相关。从19世纪末到20世纪20年代,中药材埠际贸易网络呈现逐渐加密的态势,1927年后,因为战争,中药材埠际贸易网络摧毁严重;同时,中药材国际贸易的区域分布却较为广阔,从以中国为中心的东亚区域延伸到欧洲、美洲部分地区。  相似文献

The biography of Raphael Lemkin has emerged of late as a highly contested lieu de memoire in charged political debates in Europe, the United States and the Middle East about the meaning, past and present, of the Holocaust and genocide. At the same time, scholars have attempted to demythologize Lemkin by reinscribing his life into its pre-World War II Polish context. Yet thus far no one has identified the precise political activities and affiliations that shaped Lemkin’s concept of genocide. In this article, I show that Lemkin, far from being a Jewish Bundist, a Polish nationalist or an apolitical cosmopolitan, was an active member of the interwar Polish Zionist movement, from which he drew the ideas that inspired his idea of the crime of genocide. In the first part of this article, I use his published writings from the 1920s and 1930s in Hebrew, Yiddish and Polish to recover a rich Jewish political framework in which his concepts of barbarism and genocide first began to emerge. In the second section, I ask how this crucial dimension of Lemkin’s life and thought vanished from the historical record, and why it has yet to be recovered in spite of the boom in biographical scholarship. Finally, I suggest how the recovery of Lemkin’s Zionism helps to reframe the current political impasse in the historiography of Holocaust and genocide studies.  相似文献

This research, conducted with groups of undergraduate students before and after a European fieldwork exercise, critically examines the pedagogic value of fieldwork and its ability to provide students with transferable skills. This is achieved using Anderson and Erskine’s lens of tropophilia – the aesthetic connection between people and place – to explore the influence of “being” in the field upon affective learning. In doing so, this research suggests (1) that encouraging students to recognize how their own affective skills may influence the types of knowledge(s) that are produced on fieldtrips and (2) that people-place connections have the ability to inspire students to become more self-reflexive about their position(s) as learners.  相似文献

Field courses are essential for subjects like Earth Sciences, Geography and Ecology. In these topics, GIS is used to manage and analyse spatial data, and offers quantitative methods that are beneficial for fieldwork. This paper presents changes made to a first-year Earth Sciences field course in the French Alps, where new GIS methods were introduced. Students use GIS in preparation to explore their research area using an elevation model and satellite images, formulate hypotheses and plan the fieldwork. During the fieldwork, a pilot group managed their field-observations using GIS and made digital maps. Students praise the use of quantitative digital maps in the preparation. Students made use of the available techniques during the fieldwork, although this could be further intensified. Some students were extra motivated due to the technical nature as well as the additional analytical possibilities. The use of GIS was experienced as a steep learning curve by students, and not all staff members are confident in supervising students using GIS, which calls for a sufficient preparation and training of both students and staff. The use of GIS adds abstract analyses and quantitative assessment, which is a complementary learning style to fieldwork that mostly focuses on practical skills.  相似文献

Active learning is increasingly promoted within institutions of higher education to assist students develop higher order thinking and link knowledge to meaning. In this paper, the authors evaluate the use of weekly online quizzes based on prescribed preparatory material as a tool to incentivize preparatory reading in order to enable and encourage active learning. The study is based on mixed data sources, including three years of student-evaluation data, to understand student perceptions of the role and value of online quizzes. The study shows a high level of student engagement with the quizzes and positive assessment of their role in encouraging the completion of prescribed reading. Online quizzes were found to be an effective mechanism for incentivizing student completion of preparatory work, enhancing active learning (such as through in-class discussions), and were relatively time efficient from the perspective of the educator.  相似文献

Abstract

This chapter first investigates how the German Nazis used the term ‘European solidarity’ and demonstrates that the term meant political loyalty between European ‘peoples’ (Völker) in National Socialist discourses. Second, assuming that the Nazis’ objective in showing solidarity with or demanding loyalty from other nations was to increase strength in what they believed to be a conflict with ‘international Jewry’, it examines the logic of the Nazis behind including other European countries into their own camp in that conflict. It will be argued that the Nazis developed a sense of belonging with non-German Europeans based on three ideas: (1) the racist myth that all Europeans belonged to the ‘Aryan race’; (2) a Europe-wide consensus of the extreme Right on anti-Communism, antisemitism, and anti-democratic and ultra-nationalist worldviews; and (3) the existence of cross-border relations within Europe which led to shared experiences. The article draws on primary sources as well as on secondary literature about National Socialist concepts of Europe and about transnational academic, cultural and social relations in the National Socialist sphere of influence.  相似文献

The Athens Conference was an international meeting on architectural conservation, organized by the International Museums Office, an institution that belonged to the League of Nations, in October 1931. The discovery of official documents, such as the minutes and statements of participants, clarifies discussions for all nine sessions. This study addresses approvals of the restoration measure, anastylosis, and the worldwide safeguard for historic monuments. Furthermore, it argues that the Athens Conference was the first global meeting in the twentieth century to frame modern conservation principals in terms of a role model for archaeological interventions and global aids for architectural protection.  相似文献
