中美合作故宫倦勤斋保护工作现正针对通景画部分采取保护措施。在保护试验和初步实施过程中,中外专家在通景画文物是否揭裱和如何揭裱等问题上,就保护原则、方法、材料等方面展开了多层次的沟通。本文就保护工艺总则与文物真实性.揭取试验和文物安全优先原则、裱褙工艺和保护做法的可逆性原则、全色做法与保护工作的可识别性等问题进行讨论。

Structural Integrity of Stone Blocks From Charles Bridge in Prague

The Charles Bridge is the oldest, still-standing gothic bridge that crosses the Vltava River in Prague and up to now has belonged among the most sought-after historical monuments in the Czech Republic. The bridge has been repeatedly damaged due to floods and has been repaired several times. In the reconstructions, damaged sandstone blocks were substituted in facing. This experimental study focused on nonlinear ultrasonic spectroscopy for testing stone blocks that were extracted from the historical bridge structure. The objective of these experiments was verifying whether the methods can be applied to evaluating the internal structure of blocks, which are built-in in the structure in situ. Intact-structure blocks, blocks that had been repaired in the past, and damaged-structure blocks were measured. Two methods of nonlinear ultrasonic spectroscopy were applied—the method with single harmonic ultrasonic signal and with two harmonic ultrasonic signals. Measurement results of both applied methods proved resulting parameters correlation with block structure integrity quality.     

Dilemmas in the Construction of a Socialist Law-based State in Vietnam: Electoral Integrity and Reform

Abstract

The Vietnamese party-state has been seeking to develop the concept of a socialist law-based state in an effort to provide a legal-rational justification for its rule. One of the key pillars in the construction of a socialist law-based state has been electoral governance. Unlike the popular understanding proliferated by the Western media about the meaning of elections in authoritarian countries, I argue that elections are of significance to the political life of the Vietnamese party-state even without pressure from any political opposition. This is because there is a growing need for the party-state to make the elections work more effectively to bolster its legitimacy. Along with the process of promoting the concept of a Vietnamese socialist law-based state, continuous reforms of the electoral integrity system have been considered and cautiously implemented. An important aspect of the reform is to ensure the values, purposes and duties for which power is entrusted to or held by electoral institutions are honoured. It is argued that the process of building a more integrated national system of rules and values has been set in motion but many setbacks have occurred from time to time, making it a dynamic process.     

文化景观的真实性与完整性

真实性与完整性是提名遗产地能否列入《世界遗产名录》的重要条件,文化景观遗产作为"自然与人的共同作品",其真实性完整性呈现出与其它遗产不同的特点。研究相关国际论著成果及国际古迹遗址理事会对文化景观遗产的评估报告,分析《世界遗产名录》中各类文化景观特征各异的真实性与完整性,对文化景观保护具有一定的参考意义。     

How electoral integrity affects voter turnout in democracies

Does electoral integrity affect turnout? And if so, how? We analysed some variables that are closely related to electoral integrity – government actions, opposition actions, and the context in which the election is held – and find significant impact on turnout. We argue that higher turnout is often found in elections with higher electoral integrity. We tested our claims using data for over 700 elections covering 85 democracies for the 1950–2008 period. Results reveal that both boycott and election-related violence decrease turnout, but the effect of the former is substantially higher. We also find that, contrary to initial expectations, governments’ harassment of the opposition and the occasional banning of parties actually increases turnout.     

物质文化遗产的非物质性与非物质文化遗产的物质性认同

文化遗产是人类创造的文明结晶,物质文化遗产包含着精神内涵,非物质文化遗产必然依托于物质载体。文化遗产兼具物质性和非物质性两种因素:物质文化遗产与非物质文化遗产相互依存、互相作用。认清两种文化遗产之间的区别和联系,对于文化遗产的保护具有理论指导作用。     

“完整故宫”保护的理念与实践

本文以时空为脉络,详细梳理了近90年来故宫博物院在"完整故宫"保护方面的探索和实践,并对此做出客观的总结性评价。故宫博物院成立初期就提出"完整故宫保管"计划,并确定了故宫博物院的管辖范围。后来"完整故宫"意识曾一度被淡化,改革开放后重新受到重视并作为一种理念在逐步提升。世界遗产保护视域中的"完整故宫",特别强调"故宫真实性和完整性的结合"。在故宫学的研究视域里,"故宫文化价值的整体性"则备受关注。"完整故宫"成为指导和推动故宫保护和博物院建设的一种方法论和思维方式。综合而言,不同时期"完整故宫"保护的理念和实践经历了一个演变的过程,也呈现了诸理念和实践之间相互启发、补充甚至有所交融的关系。     

原真性与完整性:质疑、新知与启示

在世界遗产理论发展路程中,对遗产原真性及完整性的质疑和思考是推动理论不断丰富完善的一股重要动力。完整性适用于所有遗产地,整体保护政策正是对完整性这一命题的呼应和阐释。对遗产原真性的质疑主要表现在非物质文化遗产方面,特别是活态遗产,现在遗产界已经越来越认识到非物质遗产不能简单套用物质遗产的原真性,非物质文化遗产环境的原真性要素也可以表现为一种"演进中的原真性"。因质疑而思考,进而获得新知。这一途径启示我们,应以一种开放性的、持续完善的思维和态度来对待遗产事业。     

Professionalism in Historical Archaeology

As historical archaeology expands across the globe, issues over the nature of professionalism are sure to arise with greater frequency. In this essay, I explore the subject of professionalism in historical archaeology and offer a few personal comments and observations on this important subject. For me, personal integrity can play a huge role in furthering the cause of archaeology among an often-uninterested public.
