Currently there are over 45 million Americans without health insurance. Recent growth in Medicaid and State Children's Health Insurance Program (SCHIP) enrollment of children has filled in the sizable gap created by decreased employer‐sponsored insurance since 2000. While the share of children who are uninsured actually decreased between 2000 and 2003, little progress was made in expanding public insurance to adults. As a result, advocates and policymakers at the federal and state level are searching for approaches to deal with the growing number of the uninsured. Conservatives advocate encouraging individuals to buy private insurance while liberals advocate the provision of health coverage through publicly financed health care. Using a 50‐state multilevel individual growth model, this study estimates the net effect of two state approaches in terms of reducing the uninsured: tax incentives (the conservative approach) and direct‐coverage programs (the liberal approach). The results suggest that these approaches have not achieved the results that many advocates had suggested. In the case of tax incentives, the results suggest that states with tax incentives experience increases in the rate of the uninsured. In the case of direct‐coverage programs, results suggest that states receive no relief in the number of uninsured individuals. Finally, the analysis suggests that the efforts originating at the federal level are most successful. These programs are a continuation of the incremental approach policymakers in America have taken to address the problem of the uninsured, rather than taking steps toward a truly comprehensive solution.  相似文献

Following the rapid demise of local coalmining in the 1950s and early 1960s, the former coal towns of the Cessnock area have survived in their newfound dormitory role, with cheap serviced housing acting as a major constraint on out–migration and an incentive for in–migration for low–income householders, mainly engaged in external commuting or outside the workforce. Behavioural responses to widening local job deficits in the early 1960s were reported in this journal (Holmes, 1965). From household surveys and other sources, Holmes examined the interplay between individual, household and locality variables and presented a spectrum of projected future outcomes for localities, according to accessibility, size and service provision, either attached to the Newcastle–Maitland labour market as low–income outer suburbs or experiencing varying rates of decline while providing low–cost welfare housing. While these broad trends have continued over the last 35 years, significant variants, not predictable in 1965 have emerged, notably: the increased residential attractiveness of some small localities; the strengthening of welfare migration, notably from Sydney; the increase in non–workforce households; and, some evidence of emerging socio–economic polarisation in larger towns. In these respects, Cessnock localities can be viewed as a microcosm of wider trends in Australian society, trends which are most fully revealed in disadvantaged metropolitan peripheral localities.  相似文献

During the late medieval period, Bruges acted as the prime hub of international trade in north-western Europe, with the town of Sluys as its outport. Trade along the Zwin, the waterway connecting the city to the sea, was subject to a series of tolls and a set of stringent and comprehensive staple restrictions, stipulating that all goods imported had to be sold on the Bruges market. The concentration of commercial activities which resulted from these rules allowed merchants with the necessary capital to trade more cheaply than elsewhere. For those with more modest means and ambitions, the trip along tollbooths to the heavily regulated and institutionalised staple market only jeopardised the profitability of their endeavours. Throughout the fifteenth century, local traders, international shipping crews, commercial staff and professional smugglers cut transaction costs by evading the restrictions of the staple and commercial taxation in Sluys. This article discusses the size of this informal market on the margins of Bruges' jurisdiction, analyses the backgrounds and motivations of its visitors and reconstructs the strategies they used to evade punishment.  相似文献

ABSTRACT

In this paper we examine the geographic patterns of employment growth and employment polarization in small and medium-sized cities (SMCs) in Denmark during the rise of the new economy. The geography of employment polarization in Danish cities is examined using register-based employment data on occupations and wages divided into the public and private sectors in the period 1993–2006; it therefore covers a long period of transformation and growth in the Danish economy. We conclude that employment growth is characterized by employment polarization combined with growth in low- and high-wage employment and a decline in medium-wage employment. However, these patterns of polarization differ across the public and private sectors, as well as by geography. While local labour market (LLM) size, city position and city specialization influence the geography of private-sector employment growth and polarization, municipal population and composition influence the geography of public-sector growth patterns across wage levels. Finally, public and private employment are positively associated within SMCs, predominantly driven by the positive association between public employment and private-sector low-wage employment. However, public employment is not associated with an increase in private low-wage employment in more remote areas.  相似文献

In this article we mobilize a variegated capitalism approach to understand the development of the Norwegian temporary staffing industry. From this perspective, national temporary staffing industries are understood as contested multi‐actor and multi‐scalar institutional fields. The analysis explores the key actors and regulatory conditions that have interactively produced this field in the Norwegian context since initial deregulation in 2000, paying particular attention to the active role played by agencies and their collective organizations. In our account, the tight regulatory conditions for temporary staffing in Norway emerge as the main mobilizing issue for the agencies, as well as other political actors such as trade unions. It is argued that the nature of national labour laws, and struggles thereon, are defining characteristics which set the Norwegian market apart from the neighbouring Swedish staffing market. The Norwegian case enables us to contribute to the wider economic geography literature on temporary staffing markets by demonstrating the fundamental importance of national regulatory processes and the contested political processes that underlie regulatory change. It also demonstrates how national distinctiveness is actively produced in relation to extra‐national dynamics in terms of both regulatory imperatives (e.g. via the EU's Temporary Workers Directive) and processes of migration. Overall, we demonstrate how national staffing markets are highly dynamic, multi‐scalar institutional configurations whose particularities and complexities defy attempts to generalize across groups of seemingly “similar” national economies.  相似文献

ABSTRACT

The 1970s were a period marked by price hikes and fluctuations in the commodity markets, both of which had considerable economic and political repercussions. Although this refers to almost all kinds of raw materials, the case of oil dominates the memory. Metals, by contrast, have received little attention despite their crucial importance for both industrialized consumer states and ore-exporting developing countries. This article develops three main points. First, by highlighting the global metal markets from the late 1960s to the early 1980s it contextualizes the oil-price shock and points out the interactions between the markets for energy and other raw materials. Second, the article aims to draw attention to the sense of crisis in Western industrialized countries regarding their metal supply during this period. This is a topic which has been overshadowed by the case of oil, but which nevertheless deserves study, also because of the parallels to recent developments between 2004 and 2011. Third, the article analyses how notions of resource scarcity, vulnerability and crisis were constructed despite the fact that the commodity crisis proved to be a merely anticipated crisis with high and volatile prices, but no long-term disruptions of supply. Within this article West Germany serves as a case study for highly industrialized, import-dependent countries. The focus is on non-ferrous metals like copper, nickel and aluminium.  相似文献
