This article focuses on government policy aimed at the presentation of the nation abroad through cultural activities and its relation to national identity, external cultural policy. The methodological framework is offered by the discourse analysis of Wodak and the notion of identity of Laclau and Mouffe, treating policy as a discourse. A closer look is taken at the concept of cultural diplomacy and the closely related term nation branding. This article will show how the shift in paradigm also changes the role of ‘the other’ in the construction of national identity and how this influences the role of the arts in international cultural policy.  相似文献

This article examines the reactions of Finnish cultural policy to the neoliberal turn in its societal environment. The analysis of cultural policy documents in 1990–2010 concentrates on three particular elements of societal change: the reforms in public management, the reorientations in international relations and the paradigm of immaterial production. It is argued here that besides the mythical democratic pluralism of the Nordic welfare states, cultural policy treats newcomers to the political arena selectively. Consequently, the system, constructed originally for protecting free artistic expression and equal distribution of cultural possibilities, has been in the front line of political market orientation in Finland. The orientation is modelled rhetorically after the ideas of cultural pluralism and economic efficiency; in practice, the fight has been a technocratic one between different notions of governmental responsibilities. This mechanism stresses formal procedures at the expense of ad hoc negotiations, leading to a centralised market orientation.  相似文献

The European Union (EU) has in recent years propagated an approach to ‘culture’ that pulls together support for the creative and cultural industries with diversity-sensitive immigration and integration strategies, drawing on popular policy visions of the ‘creative’ and ‘intercultural’ city. This approach emphasizes the role that the diversity of culture, as personal resource, can play in enhancing economic competitiveness. The article examines its logic and possible effects through an analysis of EU documents and policy in Berlin. Berlin intersects with the EU’s agenda, using EU structural funds and participating in the European program ‘Intercultural Cities’. It is shown that the attempt to use ‘culture for competitiveness’ equates support-worthy ‘diversity’ with forms of culture that conform to (neo)liberal values and priorities. The attempt to shape a cosmopolitan place attractive for investment and the high-skilled feeds into gentrification processes that create ‘diverse’ neighborhoods where ‘difference’ has no place.  相似文献

The National Theatre of Scotland (NTS) is a an innovative and ground‐breaking, non‐building‐based, commissioning and producing cultural institution, established in the wake of the devolution of the Scottish Parliament. This article sketches the contours of this new model of a national theatre, exploring the complex dialectic between various economic, political, social and artistic choices, forces and factors that have influenced, and continue to influence, the formative years of the NTS. The article charts changes to the company during these early years and, most significantly, notes the potential effect that the change from arm’s length to direct government funding might have on the company’s long‐term development. It is argued that direct funding aligns the arts too closely to political agendas rather than supporting artistic freedom and expression.  相似文献

The Australia–India relationship has pivoted on more than the sale of uranium, and is not purely a narrative of neglect. While there have been some periods where bilateral relations received inadequate attention, the years 1947 to 1980 tell of a more complex story. During this time, many Australian diplomats and leaders worked hard to include India in Australia's foreign policy calculations. However, it proved difficult, arguably impossible, to negotiate a path for the Australia–India connection through the complexities of the India–Pakistan relationship and the strategic uncertainties of this most fragile of regions. Indian leaders, not without cause, constantly accused Australia of a ‘tilt’ to Pakistan. An examination of the Australian archives for this period reveals the inhibiting effects of the India–Pakistan conflict, particularly over Kashmir, on the development of a more fruitful Australia–India collaboration.  相似文献

As a close US ally, Australia is often seen as a recipient of US extended deterrence. This article argues that in recent decades, Australian strategic policy engaged with US extended deterrence at three different levels: locally, Australia eschews US combat support and deterrence under the policy of self-reliance; regionally, it supports US extended deterrence in Asia; globally, it relies on the US alliance against nuclear threats to Australia. The article argues that in none of these policy areas does the Australian posture conform to a situation of extended deterrence proper. Moreover, when the 2009 White Paper combines all three policies in relation to major power threats against Australia, serious inconsistencies result in Australia's strategic posture—a situation the government should seek to avoid in the White Paper being drafted at the time of writing.  相似文献

This paper takes an interdisciplinary approach to the history and politics of the development of Indonesian language studies within Australia. It examines the effect on Indonesian language education of government policies such as the National Asian Languages and Studies in Australian Schools (NALSAS) strategy, and responses developed by Indonesian language educators at the tertiary level. It suggests that, in order to achieve a more complete understanding of such issues as changes in the popularity of Indonesian language studies at the tertiary level, or the development of language education per se, it is necessary to broaden the frame of reference to include not only national policies but also politics. The impact of ideological, social, political, national and international frameworks also needs to be considered. Stakeholders may be able to effect improvements if the academic sector and government bodies identify and consciously pursue common goals, notably through a critique of the status of language teachers and continuous, collaborative consultation between the stakeholders on planning and problem solving.  相似文献

The Australia–United States Free Trade Agreement (AUSFTA) came into force on 1 January 2005. Australia's exports to the US have since stagnated, while imports into and US investments in Australia have surged. This article analyses Australia–US economic relations with a focus on trade and investment flows. In addition, it examines the capital raising by US investment banks for these projects. The analysis traces the effects on the relationship of the Global Financial Crisis, the resources boom in Australia and the rise of the Australian dollar.

This paper provides a historical context for thinking about Germany’s recent embrace of sponsorship and private donations as a means of supporting education and the arts. The paper notes that the chief architect of a new national cultural policy, Michael Naumann, has justified a turn to public‐private collaborative arts funding with the argument that a market‐driven model of private responsibility for the arts stimulates greater citizen involvement in civic life and thus greater democracy. Yet Naumann has not reconciled this argument with Germany’s own history, in particular the fact that Germany’s Golden Age of private support of the arts coincided with the authoritarian German Empire (1871–1918). My analysis of this historical constellation, presented as a case study of one of Germany’s most important museum directors, Wilhelm Bode (1845–1929), argues that private support of the arts formed part of a larger strategy designed to wrest control of arts institutions away from traditional elites. My essay seeks to show that the rise of more responsive public forums was intended to make the fruits of German imperialism and economic domination available to more Germans, particularly middle class Germans. On this basis, the essay suggests two things. First, German imperialist society was less hierarchical and more broadly participatory than is often assumed, complicating its ability to figure as a negative foil today. Second, the harnessing of market forces to German culture was expected to deepen popular appreciation for chauvinistic conceptions of German nationalism that today seem to conflict with what German democracy might ideally be. With these points in mind, I contend not that sponsorship and private donations are incapable of promoting greater public involvement in the arts. Rather, the private sector might yield more democratic outcomes when publicly funded democratic institutions retain a strong voice in the direction of culture.  相似文献

Cultural policy research exists in many contexts, asks many different kinds of questions and adopts a wide repertoire of research methodologies from a raft of academic discourses. This article investigates the research questions and approaches being undertaken by those working in this field. In order to achieve this, the article draws upon readings of contemporary publications in the field and on the authors’ experiences of building a research capacity in the area of cultural policy in a British – and, more particularly, a post‐devolution Scottish – university. The article traces the emergence of an academic discipline in the field, and seeks to advance this by reviewing a tripartite research agenda investigating: the history and historiography of cultural policy; the principles and strategies of cultural policy; and, the relationships between cultural policy and cultural theory/cultural studies.  相似文献
