A noted American analyst of Russian, Central Asian, and Transcaucasian oil and gas industries and markets offers his own perspective on issues raised in the preceding paper on Russia's energy policy (Milov et al., 2006). While generally concurring that Russia indeed pursues an ad hoc (rather than systemic) energy policy, he expresses divergent views on the role of government-regulated versus market-based pricing in final and primary energy use, reasons for the intense flows of oil and gas to Europe, the role of pipelines in determining oil export allocations, and the contribution of regional monopolies and refining capacity to domestic oil product prices. A noted European economist argues that the Russian economy and its post-2000 growth have been heavily dependent on natural resources, especially hydrocarbons, and are bound to remain so for some time to come. Given that many economists have come to view rich natural resource endowments as a "curse" that undermines development, the question arises as to whether Russian economic development is doomed. The author argues that while the challenges posed by resource dependence are serious, they can be overcome, or at least substantially mitigated, if accompanied by the right economic policies as the examples of Australia, Canada, and the Scandinavian countries demonstrate. He analyzes what these economic policies are for Russia, and how to set up Russian economic and political conditions to facilitate their implementation. 1959~1961年我国经历了“三年经济困难”时期。关于其主要成因,1978年前一直错误地完全归咎于三年自然灾害。但近年来国内外又发表了一系列文章,认为这三年“风调雨顺”,根本没有自然灾害,“人祸”即决策错误是唯一的原因。本文根据对灾情、受灾面积等资料图表的分析,证实这三年发生了持续的严重自然灾害;同时分析了各种决策错误带来的不同影响,重点把粮食作为决定国家经济兴衰的生命线和因果关系链的比较指数,用计量方法分析当时农村因灾减产、因决策错误减产、因高征购而减少粮食存量之间的比例状况。本文的结论是:从农业粮食减产因素看,自然灾害略大于决策错误;从农村一个时期的集中缺粮情况因素看,决策错误影响远大于自然灾害,可以说是“三分天灾,七分人祸”。  相似文献

建国后苏州刺绣业经历了从手工业到现代大工业的发展过程。 1 95 2年 ,我国提出了社会主义过渡时期的总路线 ,苏绣业开始由加工订货的方式走上了合作化道路 ,此后又经历了从刺绣生产合作社到转厂过渡以及刺绣加工机械化、自动化。事实证明 ,我国社会主义制度建立以后进行的生产合作化 ,是引导小生产者走上联合劳动道路的最好方式之一。但苏绣是一种特殊的手工业 ,是工艺美术手工业 ,在审美和情趣方面具有不同于一般手工业的独特表现。因此 ,在政策和管理上就需要区别对待 ,合作化以来屡屡出现的那种混淆差别、笼统管理的做法是欠妥的 ,也容易导致一些传统工艺走向衰落  相似文献

Abstract: This paper examines an apparent anomaly that lies at the heart of processes of financial exclusion within Britain. Given that the branch networks of banks and building societies have shrunk in size by about one‐third since 1989, a period during which the Government has launched a wide‐ranging set of policies to tackle financial exclusion, why is it that the issue of branch closure has been neutralised as a political issue? After providing evidence to show the extent of branch closure in Britain and illustrating the ways in which geographical research in particular has drawn attention to the nature of this problem, we look at the way the issue of physical access to financial services has been discursively and politically marginalised. We undertake a detailed history of public policy in the area, and the ways in which research funded by industry bodies and Government departments has been used and framed to build a pro‐market, neoliberal policy programme that constructs branch closures as natural and inevitable.  相似文献

This paper addresses the theme of youth out‐migration from rural Australia, in the context of recent policy discussions about creativity and its role in regional development. Ethnographic fieldwork in one rural location – the New South Wales Far North Coast – is drawn upon to highlight how creative industries are being cast as a potential way of promoting cultural activities and jobs for young people, and in turn, how they might be imagined as a means to mitigate youth out‐migration. Yet, creative industries have contradictory employment and social outcomes. Creative industries are likely to generate higher rates of youth participation in economic activities than public data reveal. However, strategies for future job growth should also consider the limitations and instabilities of creative industry employment. Second, and more broadly, the paper discusses those socio‐cultural dimensions of nascent creative industries that may have a more substantial impact when conceived as part of strategies to stem youth exodus from rural areas. Creative activities may contribute to rural development in indirect ways, especially if linked to policy goals of increased tolerance of youth activities, better provision of cultural services, and improved well‐being for young people. While formal job‐creation may be limited, creative industries could mitigate some of the impacts of youth migration to cities by enriching regional social life and mediating perceptions of the advantages and drawbacks of rural versus urban life. This kind of policy imagination requires a shift in attitudes towards young people and a more genuine commitment to encourage young people to feel that they belong in non‐metropolitan areas.  相似文献

The existence of gendered knowledge has been identified as a significant feature of Indigenous Australian culture, and the importance of considering the implications of gendered environmental knowledge in collaborative cross-cultural natural resource management has been highlighted. There is a lack of case studies that demonstrate how Indigenous women's knowledge and laws can be provided for in resource management contexts. From collaborative research with Anmatyerr women in central Australia, we discuss the implications of gender bias in relation to gendered knowledge in natural and cultural resource management, with a specific focus on Anmatyerr women's involvement in providing inputs about the cultural values of water within water allocation planning processes. This research highlights Anmatyerr women's own perspectives of their roles in contemporary contexts and identifies the existence of cultural change and continuity in relation to rights and responsibilities around water.  相似文献
