珠海旅游产业集群的案例研究   总被引:11,自引:1,他引:10  
在对旅游产业集群理论简要综述的基础上,文章以珠海市为案例,实地调研和深入访谈分析珠海旅游产业集群各要素之间的关系,并构建了珠海旅游产业集群的构成要素示意图,最后利用"钻石模型"评估珠海旅游集群的发展现状。文章充实了国内关于旅游产业集群的实证研究,指出珠海旅游产业集群已经初步形成,并且是一种政府主导型发展模式,但集群要素间进一步的知识和信息联系较少,创新性不足,珠海旅游产业集群属于低端集群,其进一步的完善和升级还需要继续发挥政府的支持和推动作用。  相似文献

Australia and Indonesia have engaged in cooperation on asylum policy since the late 1990s, bilaterally on immigration detention and people-smuggling agreements, and multilaterally through the Bali Process. Seen from a global perspective, this form of cooperation is one of many such bilateral and multilateral agreements that stymie the ability of asylum-seekers to gain effective and durable protection. This article argues that policy transfer theory can explain how these agreements are achieved, their political implications, and their outcome for the refugee regime and the asylum-seekers reliant on the regime for protection. In the case study of Australia and Indonesia, the authors argue that the cooperation is best understood as a form of ‘incentivised policy transfer’, whereby Australia has provided substantial financial and diplomatic incentives to Indonesia to adopt policies consistent with Australia's own. The implications for asylum-seekers in the Asia-Pacific region are substantial, and include an increase in the use of immigration detention in Indonesia and the introduction of border security measures that restrict the ability of asylum-seekers to reach territory where they may claim protection under the Convention Relating to the Status of Refugees.  相似文献

Policy entrepreneurs seek to shift the status quo in given areas of public policy. In doing so, they work closely with others, and their activities call for high levels of political skill. This article examines the actions of policy entrepreneurs who promoted the development of knowledge economies in two Australian states: Queensland and Victoria. During the past two decades, national and sub-national governments around the world have sought to nurture knowledge economies within their borders. Our analysis of knowledge economy advocacy improves understanding of how specific individuals – as strategic team builders – can promote major policy change. This focus on team work and coalition-building as central elements of the process of policy entrepreneurship offers a corrective to some earlier studies that inappropriately conferred lone hero status to policy entrepreneurs.

Music became a marker of national identity in nineteenth‐century Europe. Western art music consists of tonal systems that are universally intelligible, but certain rhythms and musical idioms have been associated with national styles. How, when, and why does a musical phrase or piece become national? What political and cultural circumstances contributed to the development of national styles and facilitated the emergence of resonant topographies? What was the relationship between music as cultural practice and nineteenth‐century national thought as discursive space? These questions are addressed with a particular focus on verbunkos, which came to be characteristic of Hungarian national style, and on the Rákóczy March which became famous thanks to Berlioz's Faust. This essay traces the complex process of cultural transfer through which these martial tunes of mixed ethnic origins have become emblematic of Hungarian music.  相似文献

ABSTRACT. Intellectuals were important to the spread of nationalist ideology in nineteenth‐century Europe for a variety of reasons. Firstly, their works facilitated the international spread of the discourse of nationalism; secondly, they mediated between the fields of political institutions and cultural reflection. This article looks at the international mobility and networks of romantic‐nationalist intellectuals, and uses the case of August Heinrich Hoffmann von Fallersleben (1798–1874) as an example.  相似文献

从语用可迁移性研究产生的背案、理论基础和Takahashi的实证研究三方面介绍了语用可迁移性研究的现状。语用迁移研究是中介语语用学的一个分支,其理论来源于Eckman的标记性理论,并经由Kellerman等认知心理语言学学者发展出心理语言标记性理论。语言可迁移性研究包括Kellerman的“breken”和“ogg”词汇可迁移性试验及金苏扬的“眼”词汇可迁移性研究。迄今唯一的在语用层面的可迁移性研究为Takahashi的日语间接请求策略可迁移性研究。介绍了其研究方法、步骤及发现。该研究证实学习者在迁移某语用策略时具有选择性,可迁移性同时受到语境,学习者语言水平等因素的影响。提出语用可迁移性研究存在的问题和研究方向。  相似文献

The legislation on public health was almost vacant in traditional China; however, related concepts and activities of local governments and communities helped maintain ecological balance. Since the reigns of the Emperor Jiaqing and Daoguang, Jiangnan has witnessed drastic changes in her society and environment, and has saw the advent of western civilizations. Scholars advocated the government administration to deal with the public health, and thus transferred the public health from individual activities which were free from external influence and destitute of specialized management to systematic and organized conducts which were in charge of governments at various levels. China's South–North Water Transfer Project (SNWTP) is a vast and still expanding network of infrastructure and institutions that moves water from the Yangtze River and its tributaries to cities in North China. This article aims to assess the SNWTP's impacts by beginning to answer seven questions about the project: How is the management of the SNWTP evolving? What are the problems to be resolved when managing SNWTP water within jurisdictions? What are the status and management of water quality in the SNWTP? What are the consequences of resettlements caused by the SNWTP? How is increased water supply affecting regional development? Is the SNWTP achieving its stated environmental goals? What are the sustainability credentials of the SNWTP? Drawing on primary and secondary data, the article demonstrates both that the opportunities and burdens characterising the project are highly uneven and that management systems are evolving rapidly in an attempt to enforce strict water quality targets. Furthermore, while the SNWTP may be helping to resolve groundwater overexploitation in Beijing, it is highly energy intensive, raising questions about its sustainability. Our analysis highlights the need to continue to interrogate the socio‐economic, environmental, and political implications of such schemes long after they are officially completed.  相似文献

In recent years, the significance of the debate concerning the participation of local communities in the reuse and management of industrial heritage sites has grown considerably. However, the question of how participation takes place in practice has received little attention. This article shows how participation in the reuse of industrial heritage sites has functioned in the planning process in Berlin-Oberschöneweide. The article is theoretically grounded on debates on labour and community heritage. The field of planning, which is closely interwoven with that of heritage management, provides another important theoretical horizon. The qualitative investigation consisted of interviews with different actors. The findings show that Oberschöneweide’s industrial heritage site is important to the local community. Thus far, the community has been able to participate in the reuse and development process in a number of ways. In addition to the provisions made for community participation by the relevant authorities, and local initiatives have exerted an influence on the development of the area. Nevertheless, this participation has been limited and is in some respects problematic. Furthermore, the participation process referred not only to the industrial zone itself, but to the development of the district as a whole.  相似文献
