Institutional Arrangements and the Morphology of Residential Development in the Netherlands,Flanders and North Rhine-Westphalia

Abstract

This article aims to highlight the mechanisms through which institutional arrangements influence the morphology of residential development. By comparing the Netherlands, Flanders and North Rhine-Westphalia, which have quite similar socio-economic and landscape characteristics, it investigates how differences in national institutional environments have contributed to differences in the urban morphology of residential areas. This article fits within a broader institutional “turn” in planning research. While most of these studies focus on how institutions affect the behaviour of actors in the process of planning and development, this article focuses on the physical outcomes of these processes. The institutional analysis of physical outcomes suggests that urban morphology is not only linked to planning systems—the subject of this special issue—but also to housing cultures and property regimes.

Gender equality: a core dimension in Rural Development Programmes in Austria?

The supranational gender equality regime of the European Union (EU), in place since the 1990s, affects gender-related social policy including the so-called ‘gender-neutral’ policy fields such as the common agricultural policy and rural development policy. Especially, the implementation of gender equality in all policy fields through the strategy of gender mainstreaming in EU Structural Funds and Rural Development Programmes has become a key challenge for political and administrative players and stakeholders. Analysis reveals that the existing institutional, political and social barriers for an effective implementation of gender equality in rural development policy are manifold. Instead of promoting rural women's agency and empowerment, Rural Development Programmes and processes in Austria are preserving and perpetuating traditional gender roles and patriarchal structures in rural society.     

Knowledge Production,Urban Locations and the Importance of Local Networks

This paper analyses the relationship between knowledge production and urban locations in industrial design, a knowledge-intensive business service (KIBS). KIBS concentrate in urban locations. This is often explained by the co-location of client firms and market access in large cities. Recent research on knowledge production, however, reveals that knowledge productive networks are significant for both the competitiveness and location of KIBS. Thus, to understand the urban location of industrial design, it is important to analyse how knowledge production is organized within the industry. Industrial design is concentrated in urban locations, but most of its clients are located elsewhere. Hence, it seems that industrial design firms concentrate in urban locations mainly because their knowledge networks include specific types of formal and informal local social networks.     

Thinking Past Henri Lefebvre: Introducing “The Theory of Ground Rent and Rural Sociology”

This introduction to the translation of Henri Lefebvre's 1956 essay “The theory of ground rent and rural Sociology” moves through three stages. First, it suggests that Anglophone appropriations of Lefebvre have tended to focus too much on his urban writings, at the expense of understanding his early work on rural sociology, and failing to recognise how his urban focus emerged as a result of his interest in rural–urban transformation. Second, it provides a summary of his wider work on rural questions, including his unfinished work on a major treatise of rural sociology; and outlines the key themes of the present essay in relation to these other projects. Third, it connects Lefebvre's issues to wider debates in political economy and geography about aspects of the rural, land and ground rent, not least including the work of Antonio Gramsci and José Carlos Mariátegui.     

Establishing the Bougainville Mining Workers' Union, 1969–1976

Bougainville Copper Limited's Panguna mine was a huge and complex undertaking that, despite its potential for creating social disruption, operated successfully for two decades before the outbreak of armed conflict in 1988. One source of conflict, common in mining but neglected in previous research on Bougainville, is labour relations and, in particular, how a local workforce was integrated into a system of negotiation that facilitated the operation of the mine by limiting the level and intensity of workplace conflict. Between 1969 and 1988, the Bougainville Mining Workers’ Union (BMWU) played a key role in this structure of accommodation of conflicting interests. This paper uncovers the history of how the BMWU developed the capacity to represent its members' interests successfully and play a positive role in conflict resolution.     

Arctic trophy hunters,tourism and masculinities, 1827–1914

Trophy hunting in the Arctic happened in an intersection between tourism, expeditions and hunting. This study contributes to a discrete history of masculinity within the context of trophy hunting organized from North Norway and to a broader understanding of Arctic masculinity. As trophy-hunting expeditions are primarily a male, even masculinist, practice, an analysis from a gender perspective is unavoidable. By taking an empirical approach I investigate performances of masculinity in written accounts of Arctic trophy-hunting expeditions from 1827–1914. The use of masculinity as a pivot demonstrates that a modification of the prevailing perception of Arctic masculinity is necessary. While the general understanding is dominated by an emphasis on physical strength, roughness, ingenuity, and self-realization, qualities connected to traditional knowledge of trappers, sailors and explorers, my analysis shows that trophy hunting introduced aristocratic ideals such as gentlemen’s sport, self-discipline, hunting morals, care for nature and knowledge to their home communities. Trophy hunting made possible performances of different forms of masculinity, not only the conquest and mastery of nature, but also the interest in and care for nature. Women accompanied as family members and hunters, and took part in the hunt more than has been commonly noted.     

Land-Use Planning in Norwegian Mountain Areas: Local Development or Nature Protection?

This article discusses how land-use planning and management can combine the aim of local development with the protection of mountain areas. The basis for this double approach comprises protected areas and the land-use element of the Municipal Master Plan according to the Nature Diversity Act and the Planning and Building Act (PBA), respectively. Case studies performed in six mountain municipalities show that the planning processes in general are performed by a combination of rationalistic and communicative rationality based on consensus and with little awareness of power structures. Today's two-part system is dominated by the interests backing protection, not only in the protected areas, but also in the buffer-zones. Though the conflicts are rather few, they nevertheless often seem deep-set and rooted in national–local power relations. We argue that a more agonistic and decentralized approach where the protection-area management is transferred to the PBA will, to a larger extent, be able to combine both use and protection and to stimulate local development in mountain municipalities.     

Tourist,local, or other?: Greek Canadian women and the heritage fling in Greece

This article examines the romantic and sexual encounters between Greek men and Greek Canadian women vacationing in Greece and addresses how constructions of Greek Canadian female sexuality are related to foreign and local Greek conceptions of femininity during these ‘holiday flings’. Because of their Greek ancestry, Mediterranean ‘looks’, and familiarity with language and culture, Greek Canadian women exhibit ambiguous identities that uphold and cross boundaries between outsiders and insiders. Drawing on long-term fieldwork, I explore the conceptualizations of ancestral and national identity underpinning Greek women's erotic desires for Greek man who embody ethnic authenticity to them. Yet, Greek men thwart these desires when they subvert Canadian women's economic power through challenging their cultural literacy (such as a lack in language skills, etiquette, or sexual knowledge). This article addresses the question of how diasporic women's heterosexuality subjectivities – bound up with hybrid ethnic and national affiliations – take on different meanings across locales and times where transnational sex and romance are everyday occurrences.     

Being NGO girls: gender,subjectivities and everyday life in Kolkata

This article discusses the role of non-governmental organizations (NGOs) as a cultural and political force in shaping the gendered and classed subjectivities of young women growing up in ‘red-light areas’ in Kolkata, India. It foregrounds the flexible deployment of NGO gender narratives by ‘subjects’ of NGO development to improve their everyday lives. Drawing on debates of NGOization, post-colonial urban Indian femininities and intersectionality, it demonstrates how several young women who grew up as ‘subjects’ of NGO development mobilize, reject and improvise contested NGO-inspired femininities for their everyday gain. At the same time, it illustrates how NGO gender narratives that are useful to some young women in their renegotiation of gender norms are deemed ineffective, if not obstructive, by other young women, particularly those whose lives remain entangled in multiple marginalities.
