ABSTRACT

In 2014, an interesting youth movement collective started small p political and big P Political action and resistance in Taiwan. Their protest was against the way a major trade agreement proposed between China and Taiwan was being non-democratically pushed through the Taiwanese legislature. In this article, we provide an analysis of the activities of the Sunflower Student Movement (SSM) as a means to record a relatively little-known youthful and youth-centric successful uprising. It serves to place the SSM, and other East Asian-based protests, on the map of young people’s political geographies, and explores the paradoxical political and spatial practices pursued by young Taiwanese. This case study makes visible the interconnectedness of big P/small p politics of everyday youth geographies within an Asian context.  相似文献

ABSTRACT

In 2015, Australia and the European Union successfully negotiated a Framework Agreement. This agreement is an essential step in establishing a stronger Australia–European Union partnership and achieving closer bilateral cooperation. For years, negotiating such an agreement had proved impossible. In the 1970s, successive Australian governments showed interest in enhanced collaboration with the European Community, but the political climate for closer relations was far from encouraging. This article explains why this was the case. In doing so, it also explores how the Whitlam and Fraser governments envisaged, framed and developed Australia’s ties with the European Community in the 1970s, and asks whether a more positive approach on their part could have led to a stronger relationship. Based on recently declassified government files, this article shows that although both Whitlam and Fraser fully grasped the importance of the European Community as an emerging international actor and were willing to deepen Australia’s ties with it, significant constraints existed against enhanced bilateral cooperation. With the Common Agricultural Policy still a considerable challenge to Australian economic interests and with the European Community focused mainly on the management of its internal market, broader political considerations were inevitably relegated to the margins of Australia–European Community consultations.  相似文献

ABSTRACT

The free trade agreement (FTA) between Australia and the European Union holds the promise of strengthened political collaboration and increasing economic integration. Both Australia and the European Union note increasing bilateral trade and investment. Oftentimes, data does not take current trends in global-value-chain participation for intermediary goods and services movements into account. Behind this sit the cross-border strategies and activities of business entities, whether multinationals or large, small or medium-sized enterprises. This article provides an in-depth investigation of the premise stemming from an FTA for Australian business. What advantages can politics hope to support through a business perspective? What is the global-value-chain part of the story, and what are the business challenges ahead? How can economic policy help shape this FTA to foster a productive bilateral business environment in a geopolitical and geoeconomic context in which regionalisation has taken on new momentum? Specific focus is given to the analysis of the higher education sector and to agriculture. These are two of the leading sectors in this FTA debate. Generating business value means setting negotiation agendas to target tariff and non-tariff barriers to counterbalance ambiguity in the conditions that shape the global business environment.  相似文献

This paper builds on the assumption that cooperation between higher education institutions (HEIs) and creative and cultural industries (CCIs) stimulates innovation and economic growth at the regional level. It further assumes that HEIs and CCIs hold different perspectives on their intention to cooperate with external actors and, thus, there is a need for joint arenas to develop and integrate knowledge and practices among stakeholders across academia and industry. With this rationale in mind, the paper’s main objective is to discuss how universities’ roles in the establishment and development of locally embedded CCIs change or evolve over time. Taking a process economics perspective and building on a case study from the South of Norway, two questions are addressed: (1) What are the barriers – structural and cognitive-cultural – hindering cooperation between HEIs and CCIs in Southern Norway? and (2) How can long-term win-win cooperative arrangements between HEIs and CCIs be enhanced? Different knowledge bases, combined with lack of knowledge and understanding of the other sector’s expertise or knowledge content, and thus the lack of common language, were found to be the biggest barriers that must be overcome to stimulate strategic cooperation between HEIs and CCIs in Southern Norway. The findings support the need for a diverse and flexible policy where target initiatives are adjusted to CCIs’ needs and academic departments’ fields of knowledge to decrease barriers to cooperation, with the ultimate aim of moving from a situation of ‘lock-in’ towards the creation of new innovative and valuable relationships.  相似文献

This article investigates the implications of women’s exclusion for the nature and durability of peace processes, and whether factors that undermine peace consolidation post-settlement might be prevented through more inclusive peacemaking. It examines the Sudan-South Sudan peace process that produced the 2005 Comprehensive Peace Agreement, the roles women played in peacemaking and their exclusion from official negotiations, and the sources of insecurity post-CPA. South Sudan’s peace process shows that the exclusion of women can be understood as a canary in a coal mine: a highly visible marker of the broader exclusivity of such processes, and the complex dynamics of elite capture in war and peace processes. Women’s exclusion was the product of the region’s political marketplace, in which power and authority is secured by elites through violence and bargaining, to the exclusion of other groups. By understanding exclusion as a deliberate strategic tactic that extends from war into peacetime, I argue that the exclusion of women is not the reason why peace processes fail in and of itself, but rather the product of elite ownership of peace processes and the structure of many peace processes that facilitates and rewards such ownership, with serious consequences for the sustainability of peace post-settlement.  相似文献

Workplace and industrial relations regulations are key sites for policy intervention to address Australia's gender pay gap, which, at 15.3 per cent, is almost as large as it was in 1997. In both the Fair Work Act 2009 (Cth) and the Workplace Gender Equality Act 2012 (Cth) the goal of equal pay has a more central place than it did in predecessor legislation. In particular, the Fair Work Act has the potential to deliver more gender-equitable wage structures through addressing systemic gender-based undervaluation at the industry level. Adopting a feminist institutional approach this article examines equal pay policy in the operations of workplace and industrial relations regulation to ask why, despite some recent successes, this potential appears unlikely to be realised.  相似文献

This article analyses processes of uneven urbanisation by looking at flood infrastructure. Combining the conceptual frameworks of uneven development with the political ecology of urbanisation, we use flood infrastructure as a methodological device to trace the processes through which unevenness occurs within, but also far beyond, the city of Jakarta, Indonesia. We do this to show how the development of flood infrastructure in Jakarta is shaped by the logic of capitalism through mutually implicated tendencies of socionatural differentiation and equalisation. These processes render waters, resources and labour as similar across places and times to produce different spaces for different populations, within and beyond city boundaries. This theorisation reveals how the urban inequalities (re)produced by flood infrastructure are intimately linked to inequalities (re)produced through the urbanisation of the non‐city.  相似文献

ABSTRACT

Yiwu has transformed from one of the poorest rural counties in the 1970s to one of the richest modern cities in China during the 2010s. This paper examines this significant historical transformation and its key contributing factors along the five dimensions: marketization, industrialization, urbanization, internationalization and digitalization. It also identifies what historical and contemporary factors stimulated the rapid growth of Yiwu and how Yiwu is a special case in comparison to other Chinese localities. This paper argues that business entrepreneurship, local government and their interaction have played particular roles in promoting Yiwu’s transformation. This study builds on and contributes to literature across the fields of development, entrepreneurship and anthropology. It demonstrates how entrepreneurship can promote development even if a region is lacking in what are often assumed to be necessary resources for development. However, for this to be the case there is the need for a supportive and risk-taking government.  相似文献

The presence of single and also of married British women in overseas colonies, especially those employed by or married to men in the Colonial Service in the later colonial period, has been the subject of scholarly enquiry. Their lives, roles and values and their distinctive contribution, if any, to the development of empire and of its ending have been debated. Their gendered roles were usually subordinate in a masculine culture of empire, and especially as wives they are commonly regarded as marginalised. The archived records left by Lady Margaret Field reveal her commitment as a single woman to a colonial mission and her sense of achievement as a school teacher and educational administrator, while also acknowledging the independence and career satisfactions she subsequently lost when she married a senior Colonial Service officer who rose to be a governor. But it is also apparent that, though incorporated and subordinate as a governor's wife to her husband's career, she was not marginalised to a separate sphere. As is evident from this case study, governors’ wives had important and demanding political duties, and such responsibilities need to be acknowledged.  相似文献

ABSTRACT

Marvell’s “Ode” (1650) is an English poem about a British problem – a problem further problematized by religion. The “Ode” lauds Cromwell’s Irish and Scottish campaigns, but English responses to these “colonial” wars were in reality complicated by protestant infighting among presbyterians, independents, and sectarians. Writers like Milton and Nedham rallied English support for Cromwell’s Irish campaign by recycling Spenserian stereotypes of Irish catholic barbarity. But Milton and Nedham also undercut English protestant unity by flinging these same anti-catholic stereotypes at Scottish presbyterians in Belfast and Edinburgh. Departing from previous studies, this article argues that Marvell’s “Ode” eschews Milton and Nedham’s anti-Presbyterianism in ways calculated to elide, rather than divide, protestant communities. The article explores how the “Ode” presents Cromwell’s Irish and Scottish campaigns as exclusively anti-catholic (rather than anti-presbyterian) crusades, comparing Marvell’s presentation of Cromwell in the “Ode” with his identification of Cromwell as an anti-catholic crusader in “First Anniversary” (1655). Both poems anticipate in this respect Marvell’s later anti-catholic, but pro-nonconformist, approach to Ireland in Rehearsal transpros’d (1672–1673). The article is therefore concerned to root Marvell’s post-Restoration commitment to protestant tolerationism within the anti-catholic language of the “Ode”.  相似文献
