中国共产党党员权利研究的回顾与展望

中国共产党党员权利研究是事关党员主体地位和党内民主进程的一项重大课题。近年来,就党员权利与党员义务的关系以及党员的知情权、批评权、监督权及其保障等问题,理论界和广大学者都给予极大关注和研究,并取得了一定的积极成果。认真梳理和分析此项研究的概况及相关问题,有助于我们深化和拓展关于党员权利的创新性和系统性研究。     

刑事犯罪被害人救助问题探讨

刑事诉讼的目的是保护人权、惩罚犯罪。保护人权,既包括对被告人人权的保护,也包括对被害人人权的保护。但是,长期以来,人权保护的天平始终倾向于前者。加强对被害人的权利保护,并对被害人与被告人的权利加以合理与适当的平衡,已经成为各国刑事诉讼法普遍发展的趋势。因此,要加强对犯罪被害人的权利保护,使己经失衡了的犯罪被害人与犯罪人的权利关系回到平衡的状态上来。     

Drinking Diplomacy: The St. Petersburg ‘Ordre des Antisobres’ and Fraternal Culture among European Envoys in Early Imperial Russia

Abstract

Early in 1728, in St. Petersburg, Russia, the Duke of Liria—a Spanish diplomat, prominent Jacobite, and an illegitimate grandson of James II—sought to establish a curiously-titled fraternity called the ‘Order of the Anti-Sober’. Using the surviving charter of the proposed fraternal order as a point of departure, this article reconstructs the context and the meaning of Liria’s initiative. While drinking has traditionally been associated with Russia and in particular with the mores of Peter I’s court, this microstudy helps us to see it as a part of European sociable and diplomatic practices of the era. This episode sheds light not only on the broader evolution of fraternal societies in the early eighteenth century, but also on the mechanisms that drove the spread of such forms of associational life across the continent.     

Gender representation and participation in Dutch human geography departments

Since the beginning of the 1970s the under‐representation of women in geography has been questioned in several publications. Most articles refer to the situation in English‐speaking countries. This paper examines the vertical and horizontal gender segregation in human geography departments in Dutch universities. In spite of several policy measures to promote equal opportunity, women form only 19 per cent of all human geography faculty. In the conclusion, consequences and dilemmas related to gender representation and segregation are discussed.     

Investments in Scientific Research: Examining the Funding Threshold Effects on Scientific Collaboration and Variation by Academic Discipline

This paper seeks to examine how federal financial support of academic scientists shapes their collaborative behavior. More specifically, it investigates two questions: (i) are there threshold sizes of federal grants that have effects on collaboration? and (ii) do the threshold sizes differ by discipline? To test and model these questions, this paper uses data collected in a 2004–2005 survey by the Research Valuing Mapping Project (a project based at Georgia Tech and led by Barry Bozeman) of 2,086 academically based research scientists and engineers. The analysis in this paper reaffirms the positive relationship between federal funding and collaboration seen in previous works, but the findings suggest that there is in fact a threshold effect—as the positive relationship has a diminishing influence. The findings of this paper are more limited with respect to how academic disciplines’ threshold levels differ. The results indicate a difference in the threshold levels between disciplines for three of the eight models.     

The Shuidonggou site complex: new excavations and implications for the earliest Late Paleolithic in North China

The initial Late Paleolithic, said to appear between 40 and 30 kya in eastern Asia, is defined by the appearance of many innovations. These archaeological indicators include the appearance of more refined stone tool making techniques (e.g., include the appearance of blade and microblade technology), complex hearth construction, use of pigments and personal ornamentation, as well as worked faunal implements such as bone and antler tools. We report here new findings from a multidisciplinary research project conducted at the Shuidonggou (Choei-tong-keou) site complex in northern China, a series of localities that date from the initial Late Paleolithic to the Neolithic.     

A question of national identity or minority rights? The changing status of the Irish language in Ireland since 1922

When the Irish Free State was founded in 1922, the Irish language was a substantial feature of the politics that led up to this event. Subsequently the language was recognised as the national and first official language of the Irish Free State. Since then, the de jure position of Irish appears to have evolved. Most recently, legislation was introduced in the Republic of Ireland, and statutory duties were placed upon certain public bodies with regard to the Irish language in Northern Ireland. This article examines this historical shift in the status of Irish in the two political jurisdictions in Ireland, the Republic of Ireland and Northern Ireland [as a part of the United Kingdom of Great Britain and Northern Ireland (UK)], and explains its significance.     

“地方”概念对人文地理学各分支意义的辨识

地方是文化地理学的核心概念之一.当文化地理学与其他人文地理学分支交叉时, “地方”则为其他人文地理学分支提供了分析的基础.本文结合英美地理学刊物中若干涉及“地方”研究的文章,挖掘了地方的概念和内涵,以期对人文地理学诸分支提供学术支撑.本文的结论是:地方研究可支撑经济地理学文化转向和制度转向的研究;支撑区域地理学地方营销和旅游地理学旅游目的地营销的研究;支撑城市地理学公众参与式城市规划方案的制定;支撑政治地理学的选区策略制定.因此, “地方”作为文化地理学的核心概念,其存在意义是为其他学科提供学术营养,同时,文化地理学对地方的研究也可以使得文化地理学的社会应用能力更强.     

The Netherlands in the constellation of the eighteenth-century Western revolutions

In the constellation of the eighteenth-century revolutions, the French events have always occupied a dominant position. Consequently the other European upheavals have been considered as being provoked or strongly influenced by France. Yet, the Dutch revolutions in the 1780s and 1790s provide some important nuances to this interpretation. Before the French took over the Bastille, there was already a Dutch revolution with devoted Patriots, speaking about rights of man and constitutions. The Patriots had to flee abroad in 1787. In 1795, thanks to the French Army, they were able to return to their drawing boards, eager to think anew their government and society. This paper investigates how they did it and whether the American and French precedents were so influential after all in the construction of the Batavian Republic.
