无论在理论还是实践方面,刘锡鸿都是晚清较早"接收"铁路知识的官员之一,但他却提出25条理由反对中国修筑铁路,从而以"不接受"铁路闻名于时。他的论据在于中国不具备兴办铁路的政治与社会环境,缺乏相应的经济与文化基础。对此,不能以"保守"简单定性,应当看到刘锡鸿对于西学知识的认真思考和理性抉择,进而理解近代国人在接收与接受西方事物方面的复杂性。  相似文献

The dramatic decline in the integrity of Australian river systems in recent decades has seen the development of landcare and catchment management groups across the continent as the main facilitators of river rehabilitation works. There is growing concern for the need to develop adaptive management frameworks that assist informed decision making through the integration of social and geomorphological knowledge into catchment planning. In the Mulgrave River Catchment of northeastern Queensland, difficult management decisions have to be made with limited access to knowledge of natural processes and baseline geomorphological data. To date management decisions have been based almost exclusively on oral histories that state that point bars are accreting and the river is becoming shallower due to bank erosion. As a result bank stabilisation and removal of sand from within the channel have been recommended in the absence of any geomorphological assessments. This study compares oral histories of river bank erosion in the Mulgrave River with geomorphic evidence to highlight the need for integrated landscape scenario planning. The results of grain size analysis of bank and bed material from 27 locations, involving 47 samples, suggest that bank erosion cannot be delivering sediments to point bars. Furthermore, qualitative analysis of historic parish maps and aerial photographs shows that there has only been moderate bank erosion at three locations along the Mulgrave River since European settlement. The study demonstrates the important role that geomorphological investigations have for catchment management and the need for management frameworks that integrate geomorphological processes and landholder priorities for sustainable river management.  相似文献

Density and dispersion: the co-development of land use and rail in London   总被引:1,自引:0,他引:1  
This article examines the changes that occurred in the railnetwork and density of population in London during the 19thand 20th centuries. It aims to disentangle the ‘chickenand egg’ problem of which came first, network or landdevelopment, through a set of statistical analyses clearly distinguishingevents by order. Using panel data representing the 33 boroughsof London over each decade from 1871 to 2001, the research findsthat there is a positive feedback effect between populationdensity and network density. Additional rail stations (eitherUnderground or surface) are positive factors leading to subsequentincreases in population in the suburbs of London, while additionalpopulation density is a factor in subsequently deploying morerail. These effects differ in central London, where the additionalaccessibility produced by rail led to commercial developmentand concomitant depopulation. There are also differences inthe effects associated with surface rail stations and Undergroundstations, as the Underground was able to get into central Londonin a way that surface rail could not. However, the two networkswere weak (and statistically insignificant) substitutes foreach other in the suburbs, while the density of surface railstations was a complement to the Underground in the center,though not vice versa.  相似文献

The transnational expansion of large retail and wholesale companies such as Metro, Carrefour and Wal‐Mart has caused changes in the market situation and consequent power shifts, not only in the retail sector but also in the supply networks in host countries. These developments at least potentially endanger the livelihoods of old established retailers, intermediaries and employees of these businesses. Thus, it is not surprising that the investments of the transnational companies can result in resistance from those affected. As an analysis of Metro and its activities in the federal state of Karnataka in India shows, this resistance can influence the activities of the company to develop a modern supply network. This study analyses the way in which the actors of resistance develop and exercise power and how this in turn influences Metro. The global production network (GPN) approach is used as an analytical framework. The results emphasize the importance of networks external to the firm for the analysis of processes of globalization. The company's behaviour cannot be understood unless the resistance is taken into account. The study shows that the GPN framework provides the tools to analyse the influence of actors such as civil society groups, trade unions and associations as part of the production network. However, up to now this option has rarely been used.  相似文献

ABSTRACT

The 1970s were a period marked by price hikes and fluctuations in the commodity markets, both of which had considerable economic and political repercussions. Although this refers to almost all kinds of raw materials, the case of oil dominates the memory. Metals, by contrast, have received little attention despite their crucial importance for both industrialized consumer states and ore-exporting developing countries. This article develops three main points. First, by highlighting the global metal markets from the late 1960s to the early 1980s it contextualizes the oil-price shock and points out the interactions between the markets for energy and other raw materials. Second, the article aims to draw attention to the sense of crisis in Western industrialized countries regarding their metal supply during this period. This is a topic which has been overshadowed by the case of oil, but which nevertheless deserves study, also because of the parallels to recent developments between 2004 and 2011. Third, the article analyses how notions of resource scarcity, vulnerability and crisis were constructed despite the fact that the commodity crisis proved to be a merely anticipated crisis with high and volatile prices, but no long-term disruptions of supply. Within this article West Germany serves as a case study for highly industrialized, import-dependent countries. The focus is on non-ferrous metals like copper, nickel and aluminium.  相似文献

By the late 17th century it had been largely established as a part of the ‘constitution’ that the house of commons played the leading role in proposing financial legislation and that the house of lords by convention could not amend such bills, but only accept or reject them. From the late 1670s, the practice developed of the Commons ‘tacking’ money or supply bills to other, controversial legislation, to try to ensure that the Lords would pass the whole bill. This underhand proceeding sometimes worked, but at other times the Lords amended the non‐monetary parts in such a way as to render the bill unacceptable to the Commons, but such actions sometimes resulted in the loss of financial legislation necessary for the king's government. From the 1690s, the whig‐dominated Lords attempted to ‘outlaw’ tory‐backed tacking by protesting at its unparliamentary nature. This culminated in a formal declaration by the House in 1702 of the unconstitutionality of tacking. The last major attempt at tacking took place over the Occasional Conformity Bills of 1702–4. The final bill of 1704 essentially failed, however, because of the party strengths in the Lords when the tories were outvoted by the whigs. The Lords, however, continued to condemn tacking until at least 1709.  相似文献
