区域差异历来是政府关注的重要问题,也是区域发展理论研究的主要课题。江西省受周边强经济中心的影响,经济区位边缘化趋势明显。近年来江西省突破原来农业大省的发展思路,致力引进发达地区和国外的技术和资金,工业化水平明显提高。目前江西省内部地区差异较1990年明显扩大,而且表现出各地区相对波动较大的特征。本文采用偏离一份额模型,对江西1990-2001年间11年来的发展状况分两个阶段进行分析,探讨江西省区域经济发展差异的空间结构特征,将江西划分为4种发展类型。江西省各地区区位条件的变化是其经济发展空间差异的驱动因素。  相似文献

Despite collaborative governance's popularity, whether collaboration improves policy performance remains uncertain. This study assesses the link between collaborative decision making and licensed environmental management protocols in the Federal Energy Regulatory Commission's (FERC's) process for licensing hydropower facilities in the United States. Using results from a previous study of FERC relicensing (Ulibarri, forthcoming), one high‐, one medium‐, and one low‐collaboration case were selected. Using documents including meeting minutes, public comments, and issued licenses, I assessed collaboration and license outputs, then conducted process tracing to examine whether and how differences in collaboration produced differences in license quality. High collaboration resulted in jointly developed and highly implementable operating regimes designed to improve numerous resources, while low collaboration resulted in operating requirements that ignored environmental concerns raised by stakeholders and lacked implementation provisions. These results support the hypothesis that collaboration can improve environmental outcomes, revealing the pragmatic value of collaboration. This paper demonstrates the positive effect of immigrant entrepreneurs on manufacturing exports over and above that of diasporas. Using small-scale regional administrative data, our instrumental variable estimates of export gravity models imply that ceteris paribus, that is, holding constant the total number of immigrants, the expected protrade effect of a migrant becoming an entrepreneur amounts to an average increase of US$5,946 in the export flows toward her country of origin. Besides these dyadic effects, immigrant entrepreneurs unlike nonentrepreneurial immigrants raise a region's overall competitiveness and export flows toward other destinations as well.  相似文献

本文基于外资银行网点数据,借鉴连锁型网络模型,构建了1990年、2001年和2015年中国外资银行空间网络并分析演化结构特征,最后借助条件Logit模型探讨了外资银行空间分布的影响因素。研究表明:①中国外资银行空间网络小世界网络特征明显,具有较大的集聚系数和较小的平均路径长度,网络中局域小集团网络化特征和核心-边缘结构明显。②随着网络规模的平稳增长,网络的有序性呈现出增强趋势,网络中金融连接度和金融可达性增加,金融传输效率和组织效率进一步提高,核心-边缘结构现象有所加剧。③外资银行空间分布的主导因素在不同时期不一样,1990年主导因素是市场机会和区位效应,2001年和2015年的主导因素是金融集聚,但指标的具体影响概率有所降低。  相似文献

Abstract

This paper studies how the local governance reforms carried out between 1997–2014 shape state-society relations at Georgia’s local level. Drawing on Foucault’s concept of governmentality, I analyze how the reforms shape practices and actors at the local level. Research interviews with state officials at the national and subnational levels and citizens of the Georgian district Marneuli highlight both government rationalities and how people react to them. I argue that the reforms, which have been declared to promote participation and accountability, hardly contribute to bridging the huge gap between state and society, particularly with respect to the case of the Azeri minority in Marneuli. Thus far, the newly introduced formal actors at the local level, the municipalities, lack power. Societal action in absence of the state and interaction with the state via informal networks remains dominant. The study contributes to literature on state-building and transformation in Georgia by shedding light on the often-neglected local level and to the debate on external democracy promotion and policy transfer by empirically studying the effect of a policy transfer.  相似文献

In 2008 a new notebook manufacturing cluster was established in Chongqing in western China. By 2013 it accounted for some 25% of world output by volume. Chongqing’s ability to attract this manufacturing supply chain was driven by several factors that permitted strategic coupling: the existence of complex networks of cooperation and economies external to the firm but internal to contemporary global production networks; changed conditions in southeast and east China; and the creation by Chongqing Municipal People’s Government with central state support of hard and soft infrastructures and externalities that drove down logistic and production costs and permitted constant product innovation.  相似文献

ABSTRACT

Over the last five decades, the emergence of a sophisticated and multidimensional set of governance institutions in the predominantly Inuit regions of Canada and the circumpolar north has had a profound impact on the lives of Inuit peoples and the states in which they live. The region of Nunavik in northern Québec has played an important role in the political development of the Canadian and circumpolar Inuit, serving as both an institutional innovator and a key source of leadership at the regional, national, and international levels. Using a multilevel governance framework, this article explores the vertical and horizontal dimensions of Inuit governance in Canada and the circumpolar north. In particular, the article will focus on Nunavik’s contribution to and place in this multidimensional governance structure.  相似文献

In many developing countries, a rhetorical commitment to decentralization often superficially manifests through the creation of new or smaller administrative units at the sub-national level. In democracies in particular, this raises the question of whether sub-national unit proliferation is intended for winning popular support in elections or addressing the concerns of local citizens. This paper analyzes the motivations for district creation by focusing on Ghana, which is oft-considered one of Africa's more committed countries to decentralization. At the same time, successive governments repeatedly have divided the country into more districts in an espoused effort to more effectively bring services closer to citizens. With an in-depth focus on the most recent increase from 170 to 216 districts between 2008 and 2012, this paper employs national and district census, socioeconomic, and electoral data to examine which districts were split and why. Instead of representing a source of patronage to swing voters or a divide-and-rule strategy in opposition strongholds, the study finds that the incumbent party at the time, the National Democratic Congress (NDC), used re-districting as a tactic of malapportionment and predominantly targeted non-competitive districts where gaining an additional legislative seat in subsequent elections was more likely. Evidence suggests that this pattern is not specific to the NDC and that previous district splitting under the New Patriotic Party (NPP) also focused disproportionately on that party's safe seats. Overall, the paper emphasizes the need for according greater consideration to underlying institutional aspects, particularly electoral rules and executive-legislative relations, when analyzing the motivations for territorial reforms.  相似文献
