本文认为罗伯逊"全球地域化"范式有六个核心概念,"全球场域"、"普遍主义-特殊主义"是在论述全球与地方的互动关系; "特殊性空间"、"寻找基本教义"、"存心怀旧"和"地域化"则建构了这一范式的基本分析框架.罗伯逊的"全球地域化"是一种批判性的全球化,也是一种"和而不同"的全球化.由于这一范式包含了自上而下的"全球地域化"和自下而上的"地域全球化"的双向过程,且已经形成了一套完整的分析框架,从而实现了对"全球化"与"本土化"两极化论争的真正超越.对区域发展也具有极为重要的启示意义.  相似文献

Abstract: There has not been a retreat but a transformation of the state, involving significant changes in both the public sphere of politics and the so‐called private sphere of economic activity, and in their modes of interaction, especially law. The privatization of state‐owned assets and the reduction of direct state economic intervention have not led to a reduced role of the state but to changes in its form, involving new types of formalized regulation, the fragmentation of the public sphere, the decentering of the state and the emergence of multi‐level governance. This has been complemented by the increased salience of “private” regulation, so that in many ways the apparently private sphere of economic activity has become more public. In fact, there has been a complex process of interaction with a blurring of the divisions between apparently private and public regulation. Despite talk of deregulation there has been extensive reregulation, or formalization of regulation, and the emergence of global regulatory networks, intermingling the public and the private. The transition from government to governance means a lack of a clear hierarchy of norms, a blurring of distinctions between hard and soft law, and a fragmentation of public functions entailing a resurgence of technocracy.  相似文献

Modern China's cultural transformation has been a long, torturous, and complex process that even now has yet to come to a conclusion. Previous publications on China's intellectual and cultural history have touched on this issue to some extent, but there have been few wide‐ranging, focused, and systematic studies. This article is based on the author's systematic research into this question and argues that the Chinese people, burdened with the weight of a long history and with deeply ingrained cultural traditions, must negotiate the complexities and uncertainties of the present as they adapt to a new era and build a new culture. Questions of culture manifest themselves in many different ways: in distinctions between Eastern and Western culture and between “Chinese” and “barbarian”, in the different resources and possibilities inherent in ancient and modern culture, in the fate of China's ethnic minorities, and in the relationship between material and spiritual “civilization”. In addition, social conditions can pose almost insurmountable problems in the process of cultural transformation. These problems can only be solved when the whole nation is engaged in the practice of study and struggle, and the cultures of the world become more intimately linked through communication and the flow of ideas. Even then, solutions will not be quick in coming and the process of cultural change is necessarily gradual in nature. The transformation of China's culture in recent times and the modernization of the country as a whole are fundamentally concurrent processes that show a marked tendency towards globalization and individualism. Thus, externally, China must adhere to the idea of greater cultural openness while, internally, we must support the liberation of the people, and foster a positive creative spirit to the fullest potential.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

Using the most recent data from the first economic census in China, a team of China-based and American economic geographers investigates the geographical concentration of manufacturing industries at the provincial and county levels by integrating proxy variables for natural advantages, agglomeration economies, and institutional changes (e.g., decentralization) associated with economic transition. The authors focus their investigation on manufacturing activity as a whole, as well as on manufacturing categories at the two- and three-digit levels of aggregation (the latter representing a finer scale of analysis than used in almost all previous studies). Interesting differences emerge in the locational patterns of industries whose enterprises pursue strategies of globalization vis-à-vis local protectionism. Differences also are apparent in the impacts of agglomeration economies and knowledge spillover at different spatial scales. The findings suggest that both spatial scale and level of industrial aggregation matter when analyzing patterns of industrial agglomeration in China. Anthropologists have firmly established the need to attend to the paradoxes of mobile cultural and symbolic forms—these portable imaginaries of belonging or exclusion—during periods of transnational crisis and restructuring. In this article, I examine how formations of selfhood and otherness have come to public visibility in the context of globalization. My review of recent anthropological publications scrutinizes the range of possible methodological approaches to social identity practices, both in the past and present. Although contemporary scholars seek to refine anthropological insights on the plausible linkages between identity and alterity, the reliance on select methodological frames produces corresponding limitations in research focus and interpretative acuity.  相似文献

ABSTRACT. If the social relations and inherited configuration of production were at the core of economic geography a decade ago, these aspects of the world are increasingly taken for granted. The global scope of industry and corporate strategy has claimed increasing attention over the past decade. And while any 'new' economic geography must have something to say about the nature of human agency and the role of institutions in structuring the landscape, care must be taken not to exaggerate their significance for constructive interaction. In point of fact, the global finance industry is an essential lens through which to study contemporary capitalism from the top-down and the bottom-up. If we are to understand the economic landscape of twenty-first century capitalism, it should be understood through global financial institutions, its social formations and investment practices. This argument is developed by reference to the recent literature on the geography of finance and a metaphor – money flows like mercury – designed to explicate the spatial and temporal logic of global capital flows. Some may dispute this argument, but in doing so they lament the passing of an era rather than advancing a convincing counterclaim about how the world is and what it might become. All this means that we have to rethink the significance of geographical scale and organizational processes as opposed to an unquestioned commitment to localities.  相似文献

It is widely accepted that the rising gap in recent years between the global rich and the global poor can be linked to globalization in one way or another, although the strength and causality of the link is debated. Against the backcloth of the havoc wreaked by neo-liberalism and the Washington Consensus, new meta-narratives of global order are emerging to suggest ways of reducing global poverty and inequality. This paper examines two 'Olympian' visions of re-regulation along social democratic lines that propose new scalar arrangements. It evaluates these meta-narratives against another spatial ontology of regulation thrown up by the economy of global flows and networks – an unfolding regime of heterarchical order that is topological, hybrid, decentred and coalitional in its workings. The paper argues that these new 'micro-worlds' of regulation are as significant as, and equivalent to, so-called macro-orders of regulation in influencing global poverty and inequality, that they throw into doubt assumptions of control and reach held by the meta-narratives, and that their rise amounts to a situation of global regulatory excess, rather than, as some have argued, a condition of regulatory deficit or global disorder.  相似文献

Public policy has been a prisoner of the word “state.” Yet, the state is reconfigured by globalization. Through “global public–private partnerships” and “transnational executive networks,” new forms of authority are emerging through global and regional policy processes that coexist alongside nation‐state policy processes. Accordingly, this article asks what is “global public policy”? The first part of the article identifies new public spaces where global policies occur. These spaces are multiple in character and variety and will be collectively referred to as the “global agora.” The second section adapts the conventional policy cycle heuristic by conceptually stretching it to the global and regional levels to reveal the higher degree of pluralization of actors and multiple‐authority structures than is the case at national levels. The third section asks: who is involved in the delivery of global public policy? The focus is on transnational policy communities. The global agora is a public space of policymaking and administration, although it is one where authority is more diffuse, decision making is dispersed and sovereignty muddled. Trapped by methodological nationalism and an intellectual agoraphobia of globalization, public policy scholars have yet to examine fully global policy processes and new managerial modes of transnational public administration.  相似文献
