后博物馆时代——在传承与蜕变中构建多元的泛博物馆

自世界上第一家现代公共博物馆诞生至今,博物馆经过不断的传承与蜕变,已经发展到相当完善的高度,特别是当今新时代下其性能、功能、职能、效能等特征发生了较大的变化,因此可提出后博物馆时代和泛博物馆的概念,并藉此推动中国博物馆体系建设和博物馆学理论的发展。     

科学发展观视野下政府职能转变的方向与途径

科学发展观是一种全新的政治诉求,蕴含着全新的价值取向,呼唤政府职能的进一步转换。科学发展观视野下我国政府职能转变的基本方向是强化公共服务职能以建设公共服务型政府,强化政府的可持续发展推动功能,在政府职能范围上注重收缩与扩展并举。应通过宣传教育在全社会推进政府观念的转型,通过促进公共职能履行主体的多元化来推进公共职能的转移,通过行政体制的完善和行政制度的健全促进政府职能的转变。     

城乡一体化进程中的社会认同问题研究

我国已经进入统筹城乡一体化发展的重要时期。要实现城乡全面协调可持续发展的胃标,仅仅建立城乡统一的社会制度体系还远远不够,必须在此基础上促进城市和乡村真正深层次的融合,重塑城乡之间积极的社会认同,包括身份认同、制度认同和文化认同,建立城市居民和外来群体在身份、制度和文化层面上的相互认可、融合和整合,保障城乡居民获得平等的生存和发展权利,实现真正意义上的城乡一体化发展。     

“弓形器”用途与来源再考

在商周青铜器中弓形器是较为常见的器物之一,为其定名、究其用途,历来学者有不同的看法.本文依据田野考古、传世文献和历史学的有关资料,并结合以前学者所考证的成果,认为弓形器是商周时期贵族辅弓用的工具,即所谓的弼.     

Parliamentary politics as an integration mechanism: The Slavic-speaking inhabitants of interwar (1922–1940) Western Greek Macedonia

ABSTRACT

This article is a case study on how Parliamentary politics could operate in favour of the integration of ethnic minorities into the nation-state. The incorporation of the largest part of the region of Macedonia into the Greek State after the Balkan Wars (1912–1913) led to radical changes in the lives of the Slavic-speaking villagers of Greece (‘Slavic-speakers’ is a term used in this paper so as to describe the inhabitants of Macedonia who had a Slavic language as their mother tongue. Often, in the Greek newspapers of the time the language was referred to as Macedonian or local Macedonian. It was similar to the Bulgarian language but could also be understood in Serbia). Up to 1936, local politicians’ approach of peaceful integration through prosperity and fair administration prevailed but in 1936, parliamentary democracy was abolished and ceased to function as a mechanism for integrating Slavic-speaking villagers into Greek society.     

Nation‐freezing: images of the nation and the migrant in citizenship packages

ABSTRACT. New nationalism differs from classical nationalism in terms of its content and focus. Whereas classical nationalism distinguishes itself from other nation‐states in defining its national identity, new nationalism distinguishes the ‘native’ national identity from that of its current and prospective citizens of migrant origin. The terms of integration thus become conditions of membership in the national community. Citizenship and integration policies emerge as central arenas where the discourse of new nationalism unfolds. This study looks into the discourses of cultural citizenship by studying the content of the official ‘citizenship packages’ – materials designed to welcome newcomers and assist them in their integration – in three Western European countries: The Netherlands, France and the UK. What images are depicted of the nation‐state and the migrant in citizenship packages, and (how) do these images freeze the nation?     

Do municipal unions improve cost efficiency for the social function? A quasi-experimental endogenous stochastic frontier approach

Homogeneous national policies can generate heterogeneous effects on the territory. This paper aims to verify the impact of the entry of single Italian municipalities into an inter-municipal association on the unitary costs of the social services supplied to the local communities. Panel cost stochastic frontier model in the presence of endogeneity has been introduced based on two pillars: a counterfactual setting to verify the aggregation effects concerning a set of similar municipalities and the use of a cost efficiency estimation methodology which considers the endogeneity of output with respect to cost. The results of our analysis show that the effects of adopting associated forms of service delivery can be very multifaceted and diversified according to the typology and the degree of implementation of the Municipal Union itself. The analysis sheds light on the effects of municipalities' organisational choices, addressing the consolidation of small municipalities not in binary terms but also—and above all—suggesting that it is the type of union that impacts the possibility of convergence towards greater cost efficiency.     

顾颉刚先生对古代民族融合的考察

华夏民族的形成问题是古史研究中的重要问题。上世纪三十年代,顾颉刚先生从缕析古史的角度,考察了战国时期华夏民族的融合。他指出战国时期随着现实中族群的融合,也出现了民族融合的思潮,具体表现为设计出共同的始祖、共同的地域。同时,顾先生指出,三代以来的华夏文化成为民族融合的文化基础。共同的始祖、共同的地域,以及共同的文化基础,促进了各族属在心理方面的相互认同,保障了华夏民族共同体的形成。顾先生的研究,为此后的相关研究奠定了基础。     

博物馆古建筑保护与功能提升——以南京博物院老大殿改造为例

南京博物院主体建筑老大殿,是中国近代建筑中唯一采用现代结构形式的仿辽代建筑。近年,南京博物院采用整体顶升、隔震加固等先进技术对其进行修缮保护,不仅有效增强了其抗震水平,还扩大了建筑的空间面积、提升了空间使用功能、丰富了展示内容和方式,为优秀古建筑的保护利用提供了新的技术思路,也为优秀古建筑的保护利用与博物馆馆舍建设及博物馆各项事业发展的相互促进积累了成功经验。     

Romania's Roma Population: From Marginality to Social Integration

Abstract

Among several groups vulnerable to discrimination in 21st century Europe, Roma loom large because the poorer, traditionally-minded elements continue to resist integration and remain on the margins of society. Most of the people involved have become EU citizens as a result of recent accession by East Central European countries where marginalisation has been tolerated, with varying degrees of discrimination, ever since the 19th century abolition of feudalism. In the interest of a more inclusive society, Roma are now being encouraged to strive for living standards comparable with those enjoyed by the mainstream population. This paper concentrates on Romania, which has one of the largest Roma communities in Europe. We profile the situation with some reference to regional geographies and previous policy history. We examine the key concepts relevant to marginality, arguing for an element of self-exclusion, because while many Roma elements have been successfully assimilated over the years, a large residual element insists on preserving elements of ‘identity’, implying separation from the mainstream in terms of the modernising ethos and the rule of law. The main thrust of the paper rests with a comprehensive programme to improve the condition of the Roma community as a major element among a number of other factors which are working towards the same objective. We give particular attention to the education programme that is now making significant progress.
