‘Cypriot-led,Cypriot-owned’: Cyprus talks revisited

Cyprus occupies an unenviable position among a group of intractable international conflicts which transcend their national borders and whose resolution has eluded third-party mediation. The Cyprus dispute has preoccupied theorists and practitioners of conflict resolution ever since the United Nations stationed its peacekeeping force on the island in 1964. Even attempts by the United Nations to revitalise the Cyprus talks following the 2004 referendum on the Annan plan have not yielded satisfactory results. For decades, the Cyprus problem has challenged conventional international analysis and defied traditional approaches to negotiation and peacemaking. This article grapples with the question of why this conflict has not been resolved despite endless negotiations. By extrapolating three seemingly distinct variables—Cypriotisation, Europeanisation and post-Kemalism—this article alludes to changes in the conflict's contextual parameters that are conducive to a political settlement.     

John Burton versus international relations: the costs of criticism

This article explores the intellectual legacy of John Wear Burton, who died in June 2010. Widely lauded as a pioneer in the fields of conflict resolution and peace studies, Burton's legacy in the broader study of international relations (IR) is more ambiguous. The author argues that Burton is best remembered as a critic of IR rather than as a contributor to the discipline, particularly as it evolved from the mid 1980s to the present. Burton's most trenchant criticisms of IR in the 1960s and 1970s were really directed against a superficial version of realism. Burton's work on human needs and conflict resolution, in contrast, has had a more enduring legacy.     

The Shadow Field of Reindeer Management: A Case Study from Finland

Abstract

This article applies the analytical concept of shadow field in relation to reindeer management, to explain why some herders and reindeer herding cooperatives do not adhere to government regulations on herd size. The underlying processes and structures related to reindeer numbers are exemplified through two case studies of two Finnish reindeer herding cooperatives, which for several years have exceeded the total allowable quota of reindeer. The case studies reveal a different reality of reindeer management, which functions according to a logic and agenda not always understood by the State authorities or incorporated into the management decisions. This reality is the outcome of anomalies in the official reindeer management system, including the system's disclosure of herders from the decision-making process, the system's provision of self-determination and self-monitoring regarding the organisation of reindeer herding to the cooperatives, the system's weak external control and a subsidy system which promotes reindeer ownership instead of production. Combined, these anomalies enable and encourage the formation of a shadow field of reindeer management. This paper uses as its theoretical framework Pierre Bourdieu's theory of practice, and focuses especially on the key notion of field and shadow field in addressing the Common Pool Resource discussion related to reindeer herding.     

Radicalizing electoral system effects on support for nationalist hardliners in Serbia

This paper investigates electoral outcomes produced by the two‐round majority system in ethnically divided societies. Earlier studies, focused mainly on the Southern American states, have revealed that in ethnically mixed environments, competitors with radical positions on ethnic issues perform particularly well. This paper extends this idea to municipal elections in Serbia, showing how radical majority nationalist parties exhibit particularly strong performances in ethnically mixed municipalities. While this effect is also apparent under proportional representation, we argue that it is much stronger when a two‐round majority vote system is employed.

近代日本地方自治的成立,传统的“自治因素”——村落共同体的存在是不可忽视的原因之一。但是这一同近代地方自治相矛盾的事物,并没有因完成其使命而退出历史舞台,而是仍然对近代日本的地方自治起到补充的作用。这种现象的出现反映了战前日本近代化的急速性和偏向性。由此也看到,日本传统的村落文化也是日本文化的重要内容之一。

Agricultural Adaptation to Real Regulation on the Urban Fringe: The Chicken Meat Industry's Response to Land‐use Conflict in the Western Port Region of Victoria,Australia

Research theorising the rural‐urban fringe has not focussed in detail on the regulatory system managing land‐use conflict, including disputes arising between agricultural enterprises and residential property owners. To explore local forms of regulation the need to identify relevant actors, their interrelationships and the way that they compete to influence decision‐makers is widely recognised in the literature. Moran et al.'s (1996) conceptualisation of ‘real regulation’, with its emphasis on lobbying by social actors and the (re)formulation of legislation, is identified as a theoretical perspective that can help to explain local forms of regulation. The understanding of patterns of regulation on the urban fringe requires a more detailed conceptualisation of non‐legislative forms of policy, and a greater appreciation of the different strategies adopted by farmers to influence government. This paper investigates how urban fringe agricultural industries have attempted to influence decision‐making within the development approval process. Evidence is presented from the Western Port region in the urban fringe of Melbourne, Victoria, where refusal for the construction of broiler sheds by the Administrative Appeals Tribunal has resulted in the chicken meat industry adopting a more scientific siting strategy. It is concluded that, whilst this provides an example of agricultural adaptation and reinforces the importance of adopting a temporal dimension to investigate the land development process, the possibility that government will assess environmental harm differently in the future leaves urban fringe broiler farming in a precarious position.     

Commemorating dead ‘men’: gendering the past and present in post-conflict Northern Ireland

War is instrumental in shaping and negotiating gender identities. But what role does peace play in dispelling or affirming the gender order in post-conflict contexts? Building on a burgeoning international literature on representative landscapes and based on ethnographic fieldwork conducted in Northern Ireland between 2003 and 2006, this article explores the peacetime commemoration of the Northern Ireland ‘Troubles’ in order to explore the nuances of gender. Tellingly, the memorial landscapes cultivated since the inception of the paramilitary ceasefires in 1994 privilege male interpretations of the past (and, therefore, present). Gender parity, despite being enshrined within the 1998 Belfast Agreement which sought to draw a line under almost three decades of ethno-nationalist violence, remains an elusive utopia, as memorials continue to propagate specific roles for men and women in the ‘national project’. As the masculine ideologies of Irish Nationalism/Republicanism and British Unionism/Loyalism inscribe their respective disputant pasts into the streetscape, the narratives of women have been blurred and disrupted, begging the question: what role can they play in the future?
