鸦片战争后签订的一系列不平等条约对军舰驻华特权制度给予了明确的规定。《虎门条约》是外国侵略者"合法"获取军舰驻华特权的开始。美、法等国通过《望厦条约》、《黄埔条约》使这一特权制度日趋完善。在攫取军舰驻泊权的过程中,美国人顾盛使外国军舰驻华特权条款扩展到几乎可以被人任意解释的地步,为日后列强军舰任意游弋中国内水埋下了祸根。通过第一批不平等条约,西方有约国家获得了军舰驻泊特权。第二次鸦片战争中,列强在这一问题上获得了较大突破,此后该制度逐步走向完善。  相似文献

Kenya has rarely been considered a major Cold War battleground, becoming linked with Britain and the Western side, even whilst being publicly committed to non-alignment and African Socialism. Nonetheless, the Cold War offered opportunities for Kenya’s newly independent leaders. It was utilised in factional political debates between Tom Mboya and Oginga Odinga. In the late 1960s, leading Kenyans around President Jomo Kenyatta used Cold War rhetoric and rivalries to bargain to their advantage with the British over arms sales. British policy-makers offered concessions as they worked to build and then maintain their position as Kenya’s closest foreign partner.  相似文献

The United States’ intervention in the Salvadoran Civil War, 1979–92, represented the largest nation-building effort launched by Washington between the end of Vietnam and the second war with Iraq. Washington deployed US Special Forces advisers to El Salvador to prevent further human rights abuses, emphasise the importance of winning the affection of civilians, and professionalise and reform the Salvadoran military. Overall, the intervention produced mixed results, including a negotiated settlement. Despite reservations about the efficacy of US policy, lessons from El Salvador have been reapplied elsewhere, including most recently in Iraq.  相似文献

ABSTRACT

Despite a troubled trade history dominated by disputes over agriculture, the negotiation of a European Union (EU)–Australia free trade agreement (FTA) was initiated in 2015. The initiation of these negotiations was made possible because of the shift in EU trade policy towards the negotiation of what the EU terms ‘new generation free trade agreements’. The EU has concluded FTA negotiations with South Korea, Singapore, Vietnam and Canada, and is negotiating other FTAs— notably with Japan and the USA . The EU faces many commercial challenges to its FTA negotiations that go beyond tariff reduction, including the protection of its geographical indicators, public procurement and investor–state dispute settlement. These issues are likely to be substantial features of any EU FTA with Australia. In addition to these challenges, the promotion of sustainable development interests and human rights through FTA negotiations is an important component of the EU’s approach. The EU’s position on the trade-related aspects of sustainable development and the negotiation of human rights conditionality has presented significant challenges to the EU’s trade agenda, particularly in negotiations with Canada and Singapore. This article draws lessons from the EU’s new generation trade agreement negotiations to date. It compares these negotiations with Australia’s approach to FTA negotiations, and analyses potential stumbling blocks for an EU–Australia FTA in light of past tensions in the relationship. The article argues that shifts in both EU and Australian trade policies and positive developments in the relationship mitigate past obstacles to a negotiated agreement. However, EU– Australia relations still suffer from the tyranny of distance. The resulting deficit in foreign policy salience between the EU and Australia broadens the best alternatives to a negotiated agreement.  相似文献

One of the most important questions at the 1919 Paris Peace Conference was what to do about the newly re‐created state of Poland. The Paris peacemakers realised the importance of the settlement, thanks in part to dire warnings about Poland's future, and the leaders spent much time discussing the territorial settlement. Yet discussions of this important question regularly strayed from debates about policy to incorporate understandings of Polish national character. In particular, the leaders of the so‐called Big Three, Britain, France, and the United States, connected expert opinion and the broader political landscape to stereotyped understandings of national character, among other factors. With reference to scholarship on stereotyping, this article analyses how developing attitudes on Polish national character became integrated into the complex settlement of Poland's borders. The peacemakers' decisions, which were a compromise between different points of view, reflected interconnected understandings of the Polish settlement.  相似文献

This article examines an often overlooked but nevertheless important element of Canada’s Cold War-era development assistance policies—the export of nuclear reactors to the developing world. In particular, the focus is on societal responses to India’s explosion of an underground nuclear device in May 1974, an accomplishment made possible in part through the export of Canada’s nuclear expertise, technology, and material. India’s entrance into the nuclear club sparked an intense and wide-ranging debate in Canadian society concerning the nature of Canada’s development and foreign policies, and more specifically, the types of policies that would enable the country to fulfill its main international purpose as a middle power—contributing to conditions of international peace and security. The protracted debate which involved not only politicians but many civil society actors revealed stark divisions among Canadians centered on the extent to which nuclear reactor exports served Canadian national interests.  相似文献

Scholars have long regarded nativism – the concerted marginalization of foreigners in preference for natives – as a major factor in Norway’s national movement in the late Middle Ages. While anti-foreign statements and policy reforms introduced by the country’s aristocracy demonstrate the existence and function of nativism in political discourse, historians have exaggerated or misconstrued its role in cases of popular unrest. This article challenges the theory that peasants frequently and ardently resisted foreign officials in the 15th century. Taking the one known case of popular nativism – Amund Sigurdsson’s uprising of 1436–1437 – as reference, it examines another nine well-known incidents of peasant activism in order to determine a similar degree of antipathy toward foreigners. It is argued that while there is very little empirical evidence to support the nativist theory, there is ample material to inspire more focused examination of socio-economic and structural developments, and the role these played in Norway’s turbulent national awakening.  相似文献

This article reflects on the changing discipline of diplomatic history/international history through the author's own experience in the field since the 1950s. It also draws wider lessons about the craft, especially the importance of understanding the people behind the papers – illustrated with vignettes of diplomats whom the author interviewed, including Harold Nicolson, William Strang and Owen O'Malley. Woven into this is some discussion of the author's own books, especially those on the pre-1914 Foreign Office, Britain and the origins of the First World War and, most recently, her two volumes on Europe's international relations between the world wars.  相似文献

This article explores the nature of security training chiefly associated with MI5. It shows that, akin to the security training implemented throughout the colonies, policy-makers in London hoped to strengthen Middle Eastern security services via British training, which would safeguard British interests in the region. This article argues that an unintended consequence was that strengthening Middle Eastern security services became part of the problem rather than the solution. The policy served mainly to bolster increasingly unpopular, authoritarian regimes against a rising tide of anti-British sentiment. Thus, British foreign, more specifically anti-Communist, policy in the Middle East was short-sighted and a failure.  相似文献

The British engagement with Oman from 1967–76 came at a time when other imperial and defence commitments were being reduced in the Gulf region and elsewhere. Following the ignominious retreat from Aden, the British chose to support the Omani regime in its conflict with Communist-inspired insurgents (1970–6). This article gives context to the dichotomy of outcomes in southern Arabia and examines the role of local military forces in the counter-insurgencies. It demonstrates that Britain's domestic political considerations, regional strategic requirements, and concerns for its global reputation, rather than counterinsurgency operations and the local forces, were the main drivers of outcomes. Insurgents and local actors nevertheless responded to changes taking place in and around Oman, recalibrating their decision to co-operate or resist on their own terms, and changes in the international support for the insurgents were decisive. The key argument is that the dynamic combinations of international support, British strategic assumptions and miscalculations, and local agency, were crucially important to the outcomes in the region. The ‘fate’ of those who had allied with, or resisted, the British, needs to be set in this context.  相似文献
