中国正处于都市区化带动城市化发展的新城市时代,这种新的城市化发展状况要求我们关注大都市区的管治,而大都市区发展状况也与治理有着相当程度的关联。在借助城市流模型对目前中国大陆地区存在的八大都市区集聚扩散分析的基础上,通过关注各个大都市区非政府部门的发育状况,尝试性地分析了这些大都市区管治所处的阶段,并对国外大都市区研究进行总结,认为优化城市体系结构、加强非政府组织的建设、完善公民参与机制是提高我国大都市区管治效益的关键。  相似文献

在城市管治研究领域,Jon pierre(1999)关于城市管治模式的总结极具代表性:管理模式(managerial)、社团模式(corporatist)、支持增长模式(progrowth)、福利模式(welfare)。这一总结成为了城市管治的理论基础,对城市管治研究产生了深远的影响。转型时期中国城市经济的迅速发展使得原有管理体制的不适应性逐渐暴露出来,对城市规划与管理提出新的挑战,同时也对我国刚刚开展的城市管治研究提出现实而又迫切的课题。本文正是从现实出发,在深入研究西方城市管治模式的基础上指出:目前中国城市管治主要以福利模式和支持增长模式为主,相应机制尚未完善且相互之间缺乏有机协调的结合;中国城市管治应进一步完善与运作管理模式和社团模式,同时加强多种管治模式的交互与整合。  相似文献

由于经济环境、技术创新及环境政策等因素,我国区域间环境治理表现出一定的差异性,不同区域企业环境绩效与财务绩效关系存在不同之处,因此有必要对两者关系的区域差异进行研究。本文以2011-2014年重污染行业上市公司为样本,实证检验了环境绩效和财务绩效关系以及不同区域间两者关系的表现。研究得出环境绩效有助于提高财务绩效;同时环境绩效与财务绩效的关系存在显著的区域差异,中东部地区环境绩效与财务绩效的正向关系大于西部地区,资源大省企业环境绩效与财务绩效的正向关系显著。研究结论为不同区域条件下政府与企业采取针对性的环境治理措施提供了理论依据。  相似文献

大都市边缘地区是大都市经济增长与空间拓展的主要地域,也是分权化治理最为复杂的区域。大都市边缘地区往往针对不同主体采取不同模式的分权化来调整其空间治理结构以适应发展需求。本文构建从分权化治理到城镇化空间的逻辑框架,从大都市边缘地区\"差异分权\"的空间治理格局入手,落脚在\"多元碎化\"的城镇化空间模式上,进而对从空间治理的\"差异分权\"到城镇化空间模式的\"多元碎化\"间的制度逻辑进行了解析,认为差异分权格局是当前大都市区边缘地区城镇化空间模式多元碎化的直接诱因,因此新型城镇化迫切需要从治理结构上予以破解。  相似文献

One of the cutting-edge topics being currently debated in social sciences is the impact of financialization on corporations and on different geographical contexts. Surprisingly enough, there have been very few studies that have explicitly dealt with this issue within tourism studies. In this paper, the issue of financialization within tourism is addressed through an analysis of hotel corporations. Taking a case-study approach, it is argued that Spanish hotel chains are increasingly becoming financialized since a minimization of the impact of global financial crisis on these corporations is urgently required. The argument is not that hotel corporations’ financialization is necessarily new, but rather that the impact of the global financial crisis has led to an intensification of this very process. Taking as case studies the three largest Spanish hotel corporations (Meliá Hotels International, NH Hoteles and Grupo Barceló), the current crisis-led hotel financialization is dealt through four interrelated spheres: (1) built environment (hotel buildings property becoming controlled by financial funds), (2) actors (emergence of new agents as a result of hotel corporations intertwining with financial corporations), (3) hotel profit extraction (reliance on the secondary circuit of capital), (4) financial engineering instruments (forms of fictitious capital that are new in the context of hotel corporations). The article shows how the process of financialization of hotel corporations illustrates broad trends of both financialization and capital accumulation. Specifically, the main findings are on one hand, that financialization not only fixes capital on the ground, but also creates liquidity. On the other hand, that the selling of property titles is an increasing profit niche with differentiated geographical locations. The last significant finding is that financialization helps to improve profitability of non-financia corporations such as hotel chains.  相似文献

This paper explores the shifting geography of the port‐city interface in The Netherlands since the mid 1970s, and assesses its current scene. With an eye on port‐urban governance and planning, we provide a dynamic account of the forces that have played a major role in the implementation of waterfront redevelopment schemes in Amsterdam and Rotterdam. Our account shows that the power balance between the port authority, the municipal planning office, and the users of the port has shifted. This has compelled urban planners in both port cities to adopt a more incremental waterfront development strategy than they had anticipated, and has given port users more influence on the plans for the current port‐city interface.  相似文献

ABSTRACT

The article explores the intersection between paramilitary mobilization and nation-building in the area of Thesprotia in north-western Greece. It does so by examining the activities of the right-wing paramilitaries of EDES (Ethnikos Dimokratikos Ellinikos Sindesmos – National Republican Greek League) between the Axis occupation and the early Cold War period. Studies of nation-building in twentieth-century Europe have adopted a state-centric approach. More recent scholarship has questioned this approach and presented a more nuanced picture of the nation-making process. A significant strand of this scholarship discusses the role of non-state armed actors – bandits, paramilitaries and criminal gangs – in this process. The present article contributes to this literature by focusing on an aspect of paramilitarism that has largely been overlooked in the existing scholarship: governance. The article discusses patterns of paramilitary governance and explores the impact of wartime rule in local institutions and civilian security, as well as the political legacies of paramilitarism.  相似文献

Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献
