It is now widely argued that the contemporary city is becoming an increasingly hostile environment for homeless people. As basic street survival strategies are criminalized and public space ‘purified’ of those whose ‘spoiled’ identities threaten to ‘taint’ fellow members of the public, city authorities seem to have turned from a position of ‘malign neglect’ to more obviously punitive measures designed to contain and control homeless people. Less widely acknowledged but equally prevalent, however, is a parallel rise in the ‘urge to care’; evident in the growing number of night shelters, hostels and day centres emerging in recent years to provide shelter and sustenance to homeless people. This paper contributes to a small but growing body of work examining the development of the ‘spaces of care’ springing up in the interstices of a ‘revanchist’ city, by examining the development and internal dynamics of day centres for homeless people in the UK. Drawing upon a national survey of service providers, and a series of interviews and participant observations with day centre staff and users, the paper argues that day centres act as important sources of material resource and refuge for a highly stigmatized group. However, it warns against the romantic tendencies implicit in the notion of ‘spaces of care’, emphasizing that what for one person may operate as a ‘space of care’ might, for another, be experienced as a space of fear. The paper concludes by noting the ambiguity and fragility of such spaces within the wider ‘revanchist’ city.

Les centres d'hébergement temporaire pour itinérants: espaces de soins ou de peur?

On affirme couramment que la ville contemporaine est en train de devenir un milieu de plus en plus hostile pour les itinérants. Pendant que les stratégies ordinaires de survie dans la rue sont érigées en crime et l'espace public est «purifié» de ceux dont les identités «souillées» risquent d' «entacher» les autres membres du public, les autorités de la ville sont moins disposées à appuyer une position de «négligence pernicieuse» que des mesures nettement plus punitives conçues pour contenir et contrôler les itinérants. Ce qui est moins reconnu mais aussi courant est la progression simultanée du «désir de donner des soins» que permet de témoigner la croissance depuis quelques années de foyers d'hébergement, de gîtes, et de centre d'hébergement temporaire qui offre un toit et des moyens de subsistance aux itinérants. Cet article contribue à enrichir le corpus d'une ampleur limitée mais grandissante sur l'émergence d' «espaces de soins» dans les interstices de la ville «revancharde» par l'examen du développement et les dynamiques internes de centres d'hébergement temporaire pour itinérants au Royaume-Uni. Cet article a recours à un sondage national sur les fournisseurs de services et à un éventail d'entrevues et d'observations participatives auprès d'employés et d'usagers des centres d'hébergement temporaire. Il y est proposé que ces centres servent de lieu de distribution de ressources matérielles et de refuge pour un ensemble de personnes très défavorisées. L'article prend toutefois ses distances par rapport au penchant romantique implicite dans l'idée d' «espaces de soins», et souligne que les processus à l'?uvre peuvent être le reflet d'un «espace de soins» pour une personne ou celui d'une expérience d'un «espace de peur» pour une autre. Cet article termine par le constat qu'à l'échelle de la grande ville «revancharde», ces espaces demeurent ambigus et fragiles.

Centros diurnos para la gente sin techo: ¿lugares de asistencia o de miedo?

Hoy en día se reconoce que la ciudad contemporánea representa un lugar cada vez más hostil para la gente sin techo. A la vez que se criminalizan las estrategias básicas de sobrevivencia en la calle y se ‘purifican’ los espacios públicos, sacando a personas cuyas identidades ‘arruinadas’ amenazan con ‘contaminar’ a otros miembros del público, las autoridades cívicas parecen haber dejado su postura de ‘negligencia maligna’ a favor de medidas más punitivas, concebidas para contener y controlar a la gente sin techo. Menos reconocido, pero no menos corriente, es el aumento paralelo del ‘impulso a asistir’, evidente en el número cada vez mayor de refugios nocturnos, hogares y centros diurnos que han surgido en recientes años donde les dan alojamiento y alimento a los sin techo. Este papel contribuye a un conjunto de trabajo que examina el desarrollo de ‘espacios de asistencia’ que surgen en los intersticios de una ciudad ‘revanchista’, por medio de un estudio del desarrollo y la dinámica interna de los centros diurnos para los sin techo en el Reino Unido. Haciendo uso de un estudio nacional de las organizaciones que proporcionan servicios para los sin techo, y de una serie de entrevistas con funcionarios y usuarios de los centros diurnos, el papel sugiere que los centros diurnos sirven como fuentes importantes de recursos materiales y de refugio para un grupo muy estigmatizado. Sin embargo, argumenta en contra de las tendencias románticas que son implícitas en la noción de ‘espacios de asistencia’ y enfatiza que lo que puede servir como un ‘espacio de asistencia’ para una persona puede ser experimentado como una espacio de miedo por otra persona. ABSTRACT

Private preaching at papal Avignon (or in general, for that matter) has yet to receive much scholarly attention, in part because the texts of private sermons are not always easy to come by. The survival of two private sermons, both by Dominican dignitaries and both delivered to the same audience (a cardinal and his familia) in the same venue during the same Lenten preaching cycle, provide an opportunity to explore the phenomenon of private preaching at the Avignonese curia. In the first article of a three-part series, I present the edited text of the sermon by Pierre de Palme, Prior of the Dominican Province of France; the second text will appear in part II, with analysis and observations in the third and final part.  相似文献

Starting from an econometric model of local employment growth, applied to Canada (1971–2001), residuals—relative to model predictions—are analyzed over time and over space, in turn allowing us to draw a distinction between general explanatory variables and factors of a more local, cyclical or accidental nature. The model's explanatory power grows over time, founded on variables such as urban size, market access and industrial structure, allowing us to conclude that local employment growth in Canada follows an increasingly geographically predictable pattern. However, an examination of the residuals reveals more localized processes. Growth volatility is most manifest in Alberta and British Columbia, home to the most erratic local economies. Emerging patterns are visible in the last period, most notably the underperformance of Northern Ontario and of non‐metropolitan communities between Windsor and Québec City, lying along the Great Lakes and the Saint Lawrence. The over‐performance—compared to model predictions — of small and mid‐sized towns in south‐eastern Québec can, on the other hand, be interpreted as a sign of truly local social processes, generally associated with a particularly dynamic local entrepreneurial class.  相似文献

Place branding in heritage tourism development is presented as a strategy that opens up new possibilities for attracting investors and visitors by distilling, capturing and shaping what is distinctive about a place. This representational fix is an efficient marketing device in the sense that it represents places through widely intelligible symbols. Branding is also a limiting activity that locks places in time and class relations. While place branding has always had this dual effect, we argue that it has particularly insidious and limiting consequences for local development under current conditions of roll‐out neoliberalism. Beginning in the 1960s, several prominent residents and outsiders initiated efforts to transform the Town of Cobalt, Ontario, into a mining heritage tourism destination. In 2001, the town entered and won a contest to be named Ontario's Most Historic Town. The following year it persuaded Parks Canada to designate it as a national historic site. These two events provided renewed external validation for the efforts to brand Cobalt as a heritage site and began a new cycle of mining heritage tourism development. However, instead of breaking the dependency relationships that characterize resource regions, the current round of place branding has acted to circumscribe the range of possible economic development options.  相似文献

Drawing on autobiographies by authors with autistic spectrum disorders (ASDs), we consider how ASD authors use travel analogies and spatial metaphors to explore questions of difference in autistic sensory experience. ASD authors often appeal to the geographical imagination in an effort to communicate with ‘neuro‐typical’ others for whom autistic behaviour can seem so peculiar as to be almost alien. Blurring the boundaries between pathology and normality, ASD authors counter typically negative and/or dismissive assessments of deficiency, disability and deviance with explanations of reasonable difference in environmental response. This paper takes up the challenge of ASD authors to ‘travel in parallel’, circumventing biomedical ‘checkpoints’, if only temporarily, in order to better understand the construction and experience of autistic lifeworlds, wherein spatial and embodied coherence is challenged at every turn and ‘sensory mapping’ is a means of survival. Rather than viewing perceptual and processing challenges characteristic of ASDs as problems to be fixed, we suggest non‐autistic others might instead attempt to understand and appreciate sensory diversity in, and on, authors' own terms.  相似文献

Given the importance of contextual factors—physical, social and institutional environments—for understanding health landscapes, this article examines the situation in the province of Québec and suggests a spatial typology at the scale of the health and social services centres (CSSS). These CSSS provide services for 95 areas which are the finest territorial delineation in terms of health policies since a reform instituted in 2003. While delivery of primary health and social services is defined at this local scale, overall health policy is decided at the provincial scale. The challenge for stakeholders is to supplement their local knowledge with that of the broader context. In this article, we use principal components analysis and hierarchical cluster analysis to identify eight profiles of CSSS. The final results of the cluster analysis demonstrate that two‐thirds of the health and social services centres correspond with two marginally differentiated profiles and the remaining third shows specificities that are highly spatially anchored.  相似文献

Since the early 1950s, evidence from ethnohistorical geography has played an important role in aboriginal rights claims and litigation in North America. I became involved in Canadian aboriginal and treaty rights litigation over 35 years ago. My participation has included several landmark cases: Regina v. Horseman (treaty rights), Delgamuukw v. Regina (Comprehensive title claim), and Regina v. Powley (Métis rights). Most of the evidence that I have presented over the years has dealt with various aspects of the changing spatial economies of First Nations and Métis communities from Ontario to British Columbia. The Hudson's Bay Company's vast archive has been the primary source for this data.  相似文献

One of the significant developments in the interdisciplinary field of judgment and decision making is the classification of environments as a function of (a) their capacity to enable people to learn from experience (kind environments vs. wicked environments) and (b) the consequences of having failed to understand and adapt to them (exacting environments vs. lenient environments). Based on the premise that ‘environment’ is a key geographical concept, I explore the usefulness of appropriating these classifications in geography and argue that they can stimulate normative work on the possible contours of a better world as well as illuminate in novel ways long‐standing geographical concerns with the problematic of fairness.  相似文献

Abstract: This paper offers a translation of key texts by the contemporary Mouvement des Indigènes de la République (MIR) and its key intellectuals: Sadri Khiari and Houria Bouteldja. Following Khiari, post‐colonial situations are best understood as recompositions: territorially mediated re‐articulations of colonial pasts with other social relations. To respond to the complexities of this post‐colonial recomposition, MIR propose an ambitious politics of “autonomy” and “mixity”. “Autonomy” (externally in relationship to the state and organized politics and internally for feminist groups) is seen as an indispensable precondition for a socio‐politically mixed, and potentially universalizing, political formation politics. More counter‐colonial than post‐colonial in orientation (Hallward), MIR attempt to give direction to three decades of revolt emanating from France's racialized popular neighbourhoods, including the uprising of 2005. I argue that MIR's interventions take up themes from the analyses by Frantz Fanon, Albert Memmi and Suzanne and Aimé Césaire to make countercolonial critique “live” in France today.  相似文献

Bovine Spongiform Encephalopathy (BSE), popularly known as ‘Mad Cow’ disease, was discovered in the late 1980s in Britain; in 1996, scientists announced a ‘probable’ link between eating BSE‐contaminated meat and a new form of Creutzfeldt‐Jakob disease, a fatal human brain disease. Britain's beef industry was devastated, beef consumption dropped, export markets closed and a mass cull of older cattle was implemented. This article uses social representation theory to analyze how Canada's 2003 BSE outbreak was portrayed to Canadians in major newspapers and compares this representation with BSE's impact in two rural Alberta counties. The day Canada's BSE case was reported, the United States closed its border to Canadian cattle and beef. The event was represented as ‘devastating’ to Canada's cattle and beef industries and rural areas in general, a view that went largely unchallenged and was critical to gaining government support for the affected industries. Little evidence of economic devastation was found in the heart of Alberta's cow‐calf producing area; producers adapted to their changing economic circumstances and acquired other sources of income. But there is little doubt that the financial uncertainty associated with BSE added to stress levels among farm families.  相似文献
