ABSTRACT. Both Will Kymlicka (1995) and David Miller (1995) have defended the value of national self‐determination and have argued that a properly organised self‐determining nation respects rather than undermines the equal treatment of all of its members, including ethnic, religious and cultural minorities. I argue that their respective attempts to defend national self‐determination and the equal treatment of all members of the nation are saddled with a serious tension. It is actually quite difficult to coherently argue both that (a) national self‐determination fulfils ethically valuable ends, and that (b) a self‐determining nation can treat all members equally. The equality‐respecting requirement is in tension with the claim that nations secure ethically valuable goods for their members. 相似文献

This study, which examines recent development patterns of Chinese commercial activity in the Toronto CMA, yielded three major discoveries. First, new development in the past 15 years brought about not only a proliferation of ethnic Chinese businesses, but also considerable changes in business structure: the traditionally predominant restaurants and grocery stores declined substantially in proportion, but businesses that provide various types of consumer services expanded greatly. This indicates that the Chinese community has been steadily building a more complete and more self-sufficient ethnic economy. Second, while Toronto's three central-city Chinatowns have remained, most new developments occurred in the suburbs. Consequently, the spatial organization of Chinese commercial activities has become multinuclear, and their rapid spreading has begun to modify Toronto's traditional retail landscape. The third, and perhaps the most revolutionary, characteristic of the new development is the shift from unplanned retail strips to planned shopping centres, with the change of ownership from leasing of retail space to selling of store units. The new occupancy system, known as condominium retailing, is new to Canada and is associated only with ethnic Chinese retailing. In importance, condominium retailing has challenged both the conventional leasing system that has governed the development and operation of North American shopping centres over the past 40 years and long-established local planning systems. L'étude des nouvelles tendances du commerce chinois dans la région métropolitaine de recensement de Toronto a mis en évidence trois faits essentiels. Premièrement, le développement des 15 dernières années s'est traduit non seulement par une multiplication du nombre des commerces chinois, mais aussi par un bouleversement de la structure commerciale: les restaurants et les épiceries, jusqu'alors prédominants, ont vu leur importance relative diminuer au profit de magasins qui offrent des services aux consommateurs. Ceci reflète le fait que l'économie forgée par la communauté chinoise est de plus en plus autosuffisante. Deuxièmement, alors que les trois Chinatowns du centre de Toronto se sont maintenus, la plupart des nouveaux développements ont eu lieu en banlieue. Par conséquent, l'organisation spatiale des activités commerciales chinoises est devenue polynucléaire. Cette rapide propagation commence à modifier le paysage traditionnel du commerce de détail torontois. Troisièmement, et c'est peut-être là le fait le plus marquant, l'étude a révélé une révolution complète du mode d'organisation et de propriété des magasins. Aux groupements spontanés se sont substitués des centres commerciaux au sein desquels les commerçants ne sont plus locataires mais propriétaires de leur espace de vente. Ce système, que l'on pourrait baptiser le « condominium commercial » est un nouveau phénomène au Canada et ne concerne, pour l'instant, que les commerces chinois. In multi‐ethnic Malaysia, the Malays are the politically dominant group, although they lag behind the Chinese and Indians in terms of the average income. Their dominant position explains why the question of Malay identity is an issue of national importance. This paper argues that the meaning of being Malay has gradually been changed, stressing Islamic religion more than language and customs. It implies that the Malays are more conscious of being part of the ummah, the worldwide Islamic community, and that Indonesians are increasingly seen as foreign Islamic nationals, just as Bangladeshi and Moro‐Filipinos, and not so much as Malay co‐ethnics. Being part of the ummah, however, does not mean that the national borders are open for co‐believers. In fact, Malaysian public opinion and policies concerning immigration has undergone a shift in emphasis and rhetoric. During the first decades after Independence, the government at the time welcomed Indonesian immigrants, who were considered as strengthening the position of the Malay. This led to a relatively unrestricted policy towards Indonesian immigration. However, due to massive clandestine immigration, intensifying popular dissent towards immigrant labour, the Asian economic crisis of 1997/98, and the less privileged position of the Indonesians in terms of identity identification, public discourse has changed. The Government now stresses nationality or Malaysianess in its migration policy. Fuelled by economic pressures, rising xenophobia and the stigmatisation of immigrants, Malaysia’s policy now emphasises nationality in its official rhetoric, translating it into a greater assertion of the sovereign nation‐state and national borders. 相似文献

St. Louis, Missouri received approximately 11,000 refugees from the Bosnian War (1992–1995) between 1993 and 2001. These newcomers were resettled in a predominantly white, working-class neighborhood on the city's south side known a century earlier for its German population. They were joined by family reunification immigrants, secondary migrants from other US cities, and a newborn generation of Bosnian Americans. With a current population of about 70,000, they constitute the largest population of Bosnians in the USA. They are credited with revitalizing the St. Louis neighborhood of Bevo Mill and stabilizing the city's declining population. Bosnians have created a distinctive ethnic enclave that is visible on the commercial, religious, and residential landscapes, and they have found a place in the wider receiving community. Drawing upon field observations, the local media, and the work of fellow scholars, this article investigates two decades of Bosnian place-making in south St. Louis. Through this case study, the author also seeks to fill a gap in the scholarly literature of this relatively recent diaspora by documenting the Bosnian imprint on the cultural landscape. 相似文献

This article centralizes gay Filipino entrepreneurs in the guesthouse industry in the city of Amsterdam, drawing on the narratives and trajectories of five of them. The article highlights the common threads of experiences of these immigrant entrepreneurs, as these provide interesting insights into the processes of their identity (re)construction and social embedding in the Netherlands and the role of their entrepreneurial involvement in these processes. In addition, the article describes how they relate to their home country, the wider Filipino community in the Netherlands, and the wider Dutch gay community. It will be shown that these experiences and relations sit uneasily with established positions in debates on home and belonging within transnational migration studies and queer studies, notably the idea that moving to western countries of destination cannot be treated as equivalent to moving to ‘queer cultural homelands.’ In addition, the article shows that immigrant entrepreneurship does not revolve around ethnicity per se in the sense that entrepreneurial practices cannot be understood separately from other identity forming structures such as sexuality and class. 相似文献

Abstract Dundee has a small black and minority ethnic (BME) population, which has been neglected by previous research, as have BME populations in small towns and cities generally. As in other British cities, the residential locations of the main BME groups are distinct from that of the white population. After briefly reviewing the history of settlement in Dundee, this paper examines the extent to which patterns of ethnic segregation have changed between 1991 and 2001. Some moves towards dispersal and suburbanisation are identified but there are important contrasts between different BME groups. The implications of segregation for housing availability are assessed through Census of Population data. The hypothesis is posed that the consequences of segregation for housing disadvantage are greater in small cities such as Dundee. 相似文献

Ethnic identities are expressed and articulated in particular places. These mutable identities are crucial sources of meaning in the lives of social actors. This article seeks to elucidate just how the contexts of specific institutions in an urban enclave will impact upon patterns of conflict and cooperation among different subgroups practising two religious traditions. Historical discourses of ethnic community and ‘race’, shifts in migration patterns and the changing nature of the Little Tokyo enclave provide the formative patterns of social spaces, in which ethnic actors seek to create lives of spiritual and material meaning and security. Barth's concept of the social organization of cultural difference encourages analysis of ethnic identities as a dynamic and mutable enterprise. Because the maintenance of boundaries is crucial to identities, the manner in which a group seeks to maintain difference is intermeshed with the social terrain of particular places. Through qualitative methods of semi‐structured and informal interviews and participant observations, this project engages Japanese American identities within the context of two religious communities in an urban enclave. Fieldwork was conducted in two institutions, a Protestant church and a Buddhist temple, with the aim of exploring how Japanese American identities are expressed and (re)negotiated within different ethno‐spiritual communities. Such communities are fundamental to the expression of ethnic identities, and to the emotional lives of worshippers, particularly seniors and new immigrants. 相似文献

This paper systematises the framing of the terrorism issue in the programmatic agenda of the Front national (FN) by focusing on nationalism. We argue that the FN's position on terrorism constitutes part of its strategy to justify its anti‐immigrant agenda by offering ideological rather than biological rationalisations for national belonging. To test our argument empirically, we operationalise four categories of nationalism, including ethno‐racial, cultural, political‐civic, and economic, and code official FN materials published in reaction to seven terrorist attacks on French soil during the period 1986–2015. We find that whilst older documents draw on all four categories, Marine Le Pen documents draw almost exclusively on the cultural and political‐civic categories, confirming our argument. Building on the “normalisation” or “de‐demonisation” approach, our nationalism framework presents a distinct theoretical advantage by allowing us to conceptualise the shift in the party's programmatic agenda. 相似文献

Why and how does national identity reopen for contestation? Existing theories argue that institutional design, social ties or elite manipulation alter the saliency and nature of national identity. These theories view the ethno‐nation as homogenous and shaped vis‐à‐vis other groups. However, I argue that we should examine the re‐emergence of nationalism as an intra‐national struggle between groups with different saliency and understandings of national identity: new issues can raise the importance of national identity for some members of the group but not others. Moreover, members develop diverging understandings of fundamentals of national identity such as citizenship, borders and the role of religion. To support the theory, the paper utilises original not yet studied archival materials to show that struggle over Jewish settlements in the Occupied Territories led to contestation of the saliency and meaning of Jewish Israeli national identity. Specifically, I analyse letters individuals sent to leading government officials in the early days of the settlements and show that settlement supporters tied the issue to Zionist ethos, injecting new content into Zionist identity. Meanwhile, national identity did not rise in importance or alter in meaning for settlement opposition. The method reveals individual understandings of national identity and points at broader societal divisions. 相似文献
