The explosive growth of tourism in China since the 1980s has generated attendant interest in tourism research in the country, among researchers both in the mainland and outside. The dialogue between the two communities (domestic and international researchers) is also growing, but is as yet still limited, with insufficient contributions from Chinese mainland tourism researchers to the international academic world. China provides a rich field for examining the cultural, social and institutional context in which tourism develops. Recent studies of village-based community tourism development in China, with an emphasis on institutional perspectives, provide some insight on the dynamic and complex changes of rural communities along with tourism development. In general, these papers show that village participation in decision making is growing, although examples of disempowerment are as rife as those of growing empowerment. Contested resources are one of the most influential factors in this struggle, along with the rapid growth of tourism that the country has experienced since the 1980s. The papers in this special collection also demonstrate the distinct character of domestic tourism research in China, which engages the rich body of literature published in Chinese, but is generally less connected to broader international debates in the predominantly Anglo-American English publishing realm.

The success of the group approach in rural micro‐finance among women has inspired the tendency to look at all networking as essentially good and desirable in rural community development, without acknowledging the entrenched caste, class, ethnic and religious hierarchies that lead to diversities among women. Government schemes designed for poverty alleviation among rural women tend to be influenced by concepts and models that have been successful elsewhere, but do not take into account the diversities of situations at the local level. Internationally popular catchwords are used indiscriminately without questioning how these concepts can work effectively in the specific local context. This paper examines why some ‘self‐help groups’ fail by using the Development of Women and Children in Rural Areas (DWCRA) experience in India. The empirical survey was done over a period of two years in Burdwan, a relatively rich agricultural tract located in eastern India. We argue that whilst the ‘group’ has inherent benefits, it must never be allowed to become the paradigm in developmental policies for women.

Abstract: The tensions between capitalism and community have created a situation where, from the depths of multinational corporate headquarters to the diverse urban streets of America, the latter is now being co‐opted by the former. Couple this with the current neoliberal order being imposed on the world by multilateral institutions, high‐ranking government officials, and the corporate elite, and you have an economic imperial agenda being carried out in all corners of the globe. In this article, I take a dialectical and investigative approach in critiquing the neoliberal ideology that dictates how the work of community development corporations is funded and controlled. Much of today's reality within community development consists of an environment where funding restrictions undermine community power, community development trumps community organizing, professionalization creates a disconnect between community development staff and community members, and competition for funding forces organizations to spend more time on funders' needs than the needs of the communities they serve. J P Morgan Chase is profiled to illustrate how economic neoliberal globalization and so‐called community capitalism shape the modern community development movement. I conclude with an analysis of how empowerment, organizational democracy, and collective ownership have the potential to open up spaces of hope for urban communities in the United States who have been forced to live under the hegemony of economic neoliberal globalization.

This paper examines “moments of residents' awareness” and their ethics in three planning processes, each representing different relations between local and professional knowledge in the course of the three‐year regeneration project in Meonot Yam neighborhood, Bat Yam, Israel. This new terminology emphasizes how nuanced relations between various types of knowledge better explain the challenges faced by planners and residents in regeneration projects. These moments reflect residents' empowerment, challenging the binary view of professional/powerful versus local/ powerless knowledge that characterizes modernist thinking. The paper proposes that in such complicated processes it helps to analyze moments of power/knowledge transformation, from which one can learn that conflict and disagreement, and not only consensus, can lead to residents' empowerment.
