Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid-sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid-sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid-sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. We provide evidence, by combining Occupational Information Network (O*NET) data with monthly Current Population Survey data from 1990 to 2015, that occupations characterized by high cognitive and people skill requirements are less sensitive to recessions, conditional on educational attainment, industry, and individual characteristics. These results are driven by urban areas, particularly noncollege educated people in urban areas, and vary with city size. Finally, we provide the first evidence that metropolitan areas’ recovery from economic downturns depends upon initial skill composition of occupations in the area. 相似文献
The Advocacy Coalition Framework (ACF), a well-known framework used to understand policy changes at the subsystem level, is predicated on the idea that coalitions with distinct beliefs compete to influence policy subsystem decisions. The ACF is noted as being most appropriate for, and is typically applied to, high salience policy areas. However, scholars have noted the need to also apply the ACF to less typical application settings in the interest of theoretical refinement. This paper thus explores the applicability of the ACF to Day Habilitation and Employment services systems for working-age adults with intellectual and developmental disabilities in two U.S. states, Washington and Pennsylvania, both of which have experienced distinct state-level policy changes during the last two decades despite low levels of public attention and conflict. Using a mixed-methods approach, the paper identifies the presence of two advocacy coalitions (Employment First and Choice) in both states. The study concludes that there is sufficient evidence to apply the ACF to these low salience subsystems, noting theoretical and practical implications for scholars and policymakers interested in applying the ACF to similar settings. 相似文献
This article puts into a historical context the employment conceptions and policies of leading Social Democrats in Finland from 1975 to 1998. It takes into account both the strategic decision-making and public argumentation of the Social Democrats in employment-sensitive issues related to economic, employment, labour market, state company, competition, globalization and integration policies.
Finland’s Social Democrats moved towards emphasizing private sector-led employment, approached the middle classes, adopted monetarist ideas, accepted the ‘market economy’ and favoured ‘controlled restructuring’ over counter-cyclical measures in a series of steps in 1975–1998. The deregulation of financial markets meant a shifting of the basis of Social Democratic employment policy from steering the capitalist economy to seeking market acceptance of the party’s politics. This did not manage to guarantee full employment in Finland during the period.
Furthermore, Finland’s Social Democrats seemed initially to practise a ‘third way’ type of ‘Bad Sillanpää’ policy long before its adherents in the UK. such as Tony Blair. After the mid-1970s, the Finnish Social Democrat-led governments no longer imitated Sweden, while implementing many reforms which were followed by the Swedish Social Democrats. 相似文献
