The idea of ‘crisis’ plays an important role in academic and policy imaginations (Heslop and Ormerod, 2020), particularly since the global financial crisis. Across major western cities, at the same time as policy-makers have had to respond to ‘the (economic) crisis’, many have also experienced intense ‘housing crises’ and the acute divergence of average incomes and house prices. In response, cities such as London have become central sites in debates around housing acquisition by the ultra-wealthy, land value extraction and growing levels of unaffordability. However, much critical geography research on housing crises is state-centred or focused on civil society impacts, with relatively little reflection on the real estate sector and the work that crisis does as a narrative in shaping institutionalised and actor-centred practices. In this paper, we draw on in-depth research with developers, investors, and advisors in London to argue that crisis-driven policy responses have created political risk which is differentially experienced by actors across the sector, with large housebuilders and advisors benefitting whilst smaller niche developers move out. Moreover, we show how consultants, investors and developers have used the crisis situation to create new geographies, products and investor types in the housing market. These, in turn, require regulatory support and demonstrate the inherently political nature of crisis narratives' use. We use the London case to broaden understandings of the impact that conceptualisations of ‘crisis’ have on urban and regional planning practices, and how these influence and shape processes of contemporary urban development.  相似文献

How do policymakers respond to crises? The Narrative Policy Framework (NPF) answers this question by focusing on the contest over policy narratives. This paper focuses on the individuals constructing those policy narratives, conceptualizing them as policy narrators. Using a case study approach, we analyze seven counties located in a major oil and gas formation in Texas, which in early 2020 faced both an oil bust and the onset of COVID-19. We explore four sets of propositions about how policy narrators source, synthesize, and share their policy narratives. We find that while their narratives vary, the structure of those narratives is similar; their backgrounds shape how they source narratives, and they tailor their levels of narrative breach to the action (or inaction) they hope for. They avoid casting other local actors as villains, place their audience as the hero, and situate themselves as either supporting or a member of that audience, stressing their common ties. From these findings, we put forward a working definition of policy narrators, identify how they fit into the NPF, and discuss how they relate to other types of policy actors, including policy entrepreneurs.  相似文献

The article examines the changing relationship of the present to the future from a narratological perspective. It argues that three dominant narrative schemas structure the contemporary experiences of temporality in the Western social imaginary: the modern crisis narrative, the apocalyptic narrative, and the chronic crisis narrative. In its first part, the article shows how the modern sense of crisis, which emerged in the late eighteenth century, sedimented into a powerful narrative template by knitting together the past, the present, and the future into a unified plot. The second part focuses on the resurgence of apocalyptic stories in the Western social imaginary and humanities discourse. The final part highlights the special contribution of aesthetics of precariousness to the Western imaginary of time and temporality. It argues that the “chronic crisis narrative” deflates the teleological narrative arc of the modern crisis paradigm while also shunning the end-time discourse of the apocalyptic narrative.  相似文献

笔者首先引入库恩的范式理论和科学进步模式,并用协同学理论对之改造,以此作为本文分析问题的理论框架。紧接着,尝试用该模式剖析地理学的发展历史,指出每阶段的大致时间区间、发展特点、重要的历史贡献和代表人物,并用自组织原理阐述科学危机和科学革命发生的机理,从而为第四部分分析当今地理学危机作理论铺垫。然后,以人文地理学为例总结地理学的科学范式,从而形成当今地理学发展总的图景。再之,本文指出当今地理学危机产生的原因有两个:地理学范式逻辑结构松散和信息革命的挑战。危机是革命的先导,继计量革命和行为革命之后,(人文)地理学领域将要发生战后的第三次较大的革命,(人文)地理学范式将得以重塑,(人文)地理学共同体的地理思维、地理行为将随之变化。最后,本文引申出在新的时代条件下地理学的两大发展任务和地理哲学领域的两大前沿课题,以供参考。  相似文献

The move has traditionally been seen as part of an effort by Walpole to increase his ministry's strength in the upper chamber in spite of objections voiced by allies such as the duke of Newcastle. In this article I relate prominent depictions of the African urban crisis, particularly informality, and its implications for masculine subjectivity in Abidjan, Côte d'Ivoire. Drawing on five months of ethnographic fieldwork I conducted in 2008 and 2009, I consider the Sorbonne, a nationalist space in Abidjan, where partisans of former President Laurent Gbagbo contested the crisis narrative and their place in it. Literally and ideologically, Sorbonne orators and spectators moved themselves and their country from the periphery to the urban and global core.  相似文献
