In response to the provocation of this special issue, about the extent to which we might be ‘beyond recognition’ out of concern for its colonising tendencies, this paper enquires into norms of recognition in international development. The paper establishes development as a site in which governmentality operates (following Tania Murray Li), in which coloniality is at play, and which also forms a field of recognition. I provide an analysis of a land-based recognition claim by the minority ethnic Nubians in Kenya, and the non-recognition of this claim by the Kenya Slum Upgrading Project. The paper identifies three particular explanations for this non-recognition, all of which exhibit coloniality: the epistemic context, the programmatic nature of the development and hierarchies of personnel. Together, these phenomena precluded the project from engaging in the difficult but necessary discussion around the Nubians’ claim because it was too political. The paper concludes that though we have cause to be concerned about the effects of coloniality on recognition regimes partly constituted by international development, international development has its limits in the milieu in which it operates, and political subjects can and do turn away from it to engage other, albeit imbricated, fields of recognition.  相似文献

Abstract

This essay offers a critical analysis of the ‘culture and sustainable development’ discourse, notably among cultural activists and in actually existing cultural policy. It interrogates the utility of the narrative, seeks to uncover the semantic manoeuvres it employs and challenges the conventional wisdom it represents. The essay first explores the itinerary of the ductile notion of ‘sustainability’, the ways in which it has been stretched far beyond the original intent of those who coined the term, and identifies the conceptual discontents that this semantic multiplication has entailed. It hypothesizes that precisely because the term ‘sustainable’ and its derivatives are so acceptable and malleable at the same time, they have been easy to yoke to the bandwagon of the many-faceted and totalizing process that is ‘development’, allowing many different actors to project their interests, hopes, and aspirations under this composite banner. The essay then analyses the campaign to make culture ‘the fourth pillar of sustainability’ under the banner of the movement called ‘Agenda 21 for Culture’. It concludes with a plea for a return to the original ecological focus of the term ‘sustainability’ – notably as regards climate change – and outlines some cultural policy responses such a focus can and should generate.  相似文献

Abstract

This article aims to analyse the meaning and implications of cultural rights for cultural policies concerned with sustainable development. Although references to both cultural rights and sustainable development have become widespread within cultural policy documents in recent decades, the actual conceptual and operational implications often remain vague, as an ambitious discourse that may conceal a poverty of resources and capacities. As a result, the ideal horizon suggested by cultural rights and sustainable development may not always be achieved in practice, nor are the mechanisms to achieve it always well known. In this respect, the article aims to dissect the actual requirements posed by cultural rights and sustainable development, including their different notions and areas of synergy and intersections, in order to shed light on relevant cultural policy approaches. To this end, a range of examples taken from a variety of contexts will also be examined as areas of expressed needs or areas of possible solutions.  相似文献

Abstract

This paper outlines the concepts of sustainability and sustainable development, and considers the evolution of efforts to integrate culture into sustainable development policy and practice over recent years. The specific concept of culturally sustainable development (CSD), first promulgated more than 20 years ago, is re-assessed in the light of contemporary circumstances as a theoretically plausible proposition and as a basis for application to cultural policy formation. The paper proposes a set of principles by which consistency of a cultural policy or cultural development strategy with CSD can be judged. The application of each of the principles is discussed, drawing illustrations from particular policy areas in both developed and developing countries. The paper argues that CSD is a concept that has both theoretical substance and potential for practical policy application.  相似文献

Although denial has been at the centre of Australian strategic thought for decades, it has frequently been used as a broad catch-all term. This article shows, however, that there are two distinct denial traditions in Australian strategic thought: anti-access denial and area denial. Despite the different denial strategies having significantly different implications for defence budgets, procurement and force structure, official strategic guidance and defence scholars themselves have rarely specified which variant they are referring to. This article first maps the conceptual genealogy of anti-access denial and area denial within Australian strategic thought, before showing why acknowledging the specific type of denial is critical for policy and operational considerations. In addition to the two traditional approaches to denial, this article introduces a third approach—‘dissuasion by denial’—which, notwithstanding its growing influence in deterrence research and high relevance to twenty-first-century Asia-Pacific security dynamics, has yet to be introduced into Australian denial debates. The article finally addresses the conditions under which each denial strategy would be the most appropriate for Australia.  相似文献

India’s power and interests continue to grow in the Indo-Pacific region and globally, yet its national security policymaking approaches have not kept pace. These may have been barely adequate for India’s twentieth-century experience as a regional power tending towards strategic restraint, but currently constrain India from being able to harness its considerable national capabilities to protect larger and more complex interests. This article identifies five key obstacles to a more coherent and effective approach to national security: lack of staffing depth in policy and intelligence; weak structures for ensuring inclusive consultation in policymaking; a disempowered military when it comes to strategic decisions; a lack of security expertise among civilian officials and politicians; and an absence of whole-of-government guidance in making and expressing policy. Many reforms are necessary, but two enabling early steps are identified and recommended: the creation of a Chief of Defence Staff position to elevate military coordination and authoritative input to policy, and the preparation of a National Security Strategy to define and guide overall policy.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献

This paper explores how critique might be better harnessed for productive efforts in development scholarship, using academic practice in the classroom and beyond to foster new possibilities. In this short commentary, the ramifications of the Anthropocene for a broadly defined critical development studies are considered. The likely anthropogenic roots of increasing cyclonic intensity and associated impacts in the Pacific are drawn upon to propose four research agendas. The first focuses on how places are becoming connected through human‐induced changes to planetary systems. While direct causal relationships are difficult to draw, research efforts can highlight the disproportionate contributions particular development models, actors, and lifestyles are having on more distant socioecological systems. A second more conventional theme focuses on the uneven impacts of the Anthropocene on people and places, as well as on how development is practised and prioritised. A third theme explores how the Anthropocene can be used to retheorise development in creative and more‐than‐human ways, recognising non‐human agencies and the co‐production of development processes. A final agenda involves asking how critical development researchers can strategically use and repurpose the Anthropocene to pursue socially and environmentally progressive ends.  相似文献

This paper sets out a new research agenda for work on postcolonial development, sovereignty and affect. It examines how ideals of postcolonial independence play out through the more heterogeneous affective atmospheres that disrupt neat paradigms of sovereign control and non‐sovereignty in everyday life. The example employed is everyday life in a Caribbean government office, but the paper develops a wider set of new conceptual tools and ethnographic approaches so as to facilitate research in postcolonial studies and affect more generally.  相似文献
