The community energy sector is widely understood to be a pluralistic sector, encompassing a broad range of aims, motivations, and practices. This heterogeneity is, however, still not very well understood. Dominant analytical frameworks in the study of energy geographies offer little in the way of exploring the diversity of motivations, visions, and social relations that are present within the community energy sector, nor their causes or consequences. Drawing on the notion of ‘critical pluralism’, this paper aims to highlight the diverse range of sociotechnical configurations that make up this sector in Scotland, and begins to discuss some potential causes and consequences. To do so, it presents a novel community energy typology, based on an analysis of technical and social dimensions of 367 projects in Scotland. This shows that whilst the Scottish community energy sector contains a broad range of motivations, technologies, and social practices, the sector has become dominated by groups for whom energy generation is a means to achieve local socio-economic development. The paper discusses the community-level and policy drivers that may have contributed to this. It also discusses how we can begin to understand a diverse sector’s ability to affect the wider structures in which it operates.  相似文献

A favourite pastime for development scholars and practitioners is to critique the apparent failures of development assistance. This paper explores how critique might be better harnessed for productive efforts in development scholarship, using academic practice in the classroom and beyond to foster new possibilities. In this short commentary, the ramifications of the Anthropocene for a broadly defined critical development studies are considered. The likely anthropogenic roots of increasing cyclonic intensity and associated impacts in the Pacific are drawn upon to propose four research agendas. The first focuses on how places are becoming connected through human‐induced changes to planetary systems. While direct causal relationships are difficult to draw, research efforts can highlight the disproportionate contributions particular development models, actors, and lifestyles are having on more distant socioecological systems. A second more conventional theme focuses on the uneven impacts of the Anthropocene on people and places, as well as on how development is practised and prioritised. A third theme explores how the Anthropocene can be used to retheorise development in creative and more‐than‐human ways, recognising non‐human agencies and the co‐production of development processes. A final agenda involves asking how critical development researchers can strategically use and repurpose the Anthropocene to pursue socially and environmentally progressive ends.  相似文献

In response to the provocation of this special issue, about the extent to which we might be ‘beyond recognition’ out of concern for its colonising tendencies, this paper enquires into norms of recognition in international development. The paper establishes development as a site in which governmentality operates (following Tania Murray Li), in which coloniality is at play, and which also forms a field of recognition. I provide an analysis of a land-based recognition claim by the minority ethnic Nubians in Kenya, and the non-recognition of this claim by the Kenya Slum Upgrading Project. The paper identifies three particular explanations for this non-recognition, all of which exhibit coloniality: the epistemic context, the programmatic nature of the development and hierarchies of personnel. Together, these phenomena precluded the project from engaging in the difficult but necessary discussion around the Nubians’ claim because it was too political. The paper concludes that though we have cause to be concerned about the effects of coloniality on recognition regimes partly constituted by international development, international development has its limits in the milieu in which it operates, and political subjects can and do turn away from it to engage other, albeit imbricated, fields of recognition.  相似文献

Transit oriented development (TOD) advocates enhancing public transport connectivity, clustering urban development around public transport nodes and creating station areas with high-density, diverse land uses and pedestrian- and cycling-friendly environments. While this urban development approach is expected to have positive effects on the urban economy, the impacts of TOD strategies on economic efficiency are yet to be empirically examined. This study operationalised economic efficiency as labour productivity; developed a methodology to investigate how labour productivity is distributed at the local level, to explore the relationships between TOD characteristics and the clustering of labour productivities across different types of industries within a city; and applied it to the case of Beijing, China. The results show that in most cases the distribution of labour productivity has no significant association with TOD characteristics. However, in certain consumer-service-related economic sectors (i.e. wholesale and retail; accommodation and catering; and culture, sports, and entertainment) labour productivity is on average significantly higher in an area with stronger transit-oriented development characteristics. Furthermore, within the conceptual framework of agglomeration economies, the paper identified specific TOD characteristics that are related to the clustering of the higher level of labour productivities in certain industry sectors. These outcomes provide insights for developing more focused TOD strategies, aimed at enhancing the clustering of labour productivities in the identified industries around the existing metro station areas in Beijing.  相似文献

This paper rethinks the relationships between capitalist development in indigenous places and the fabric of local differences and specificities. It first develops a critical appraisal of the celebration of ethnic identities, local agency and indigenous knowledge in existing literatures. It suggests that, based on such insights, we can further envision the possibility of questioning and problematising the ontology and concept of the capitalist economy. Above all, this paper is interested in non-capitalist factors percolating into capitalist economies and creating fissures in their logical and ontological coherence. It examines how capitalist economies depend on local specificities to achieve particular configurations. We elucidate this argument with a case study of indigenous development in Lugu Lake, Southwest China, which is inhabited by the ethnic Mosuo people. Through the dual lenses of land and labour, we pay special attention to the transition from grassroots development initiatives to heavy dependence on exogenous capital and entrepreneurs.  相似文献

Over the past decade, there has been a surge in large-scale land acquisitions around the world. Yet, increasing evidence suggests that many of the prominent land deals signed during the global land rush are struggling to materialise. This emergent pattern of liminality has important implications for understanding the everyday, contingent, and gendered processes of land deal governance and subject formation. Drawing on ethnographic research, this article examines the gendered governance of a “liminal” land deal in coastal Tanzania, through a case of the EcoEnergy Sugar Project. It shows how the project's prolonged delay has given rise, over time, to two contradistinctive sets of actors and mechanisms of control: biopolitical interventions of international development consultants focused on livelihood improvements, and necropolitical interventions of district paramilitary forces focused on surveillance and violence. While seemingly contradictory, I argue that both enactments of power fundamentally relied on and reproduced normative gender in rural Tanzania.  相似文献

ABSTRACT

This article examines the history of railway development in British Burma between 1870 until 1900. In particular, it focuses on how railways and public works projects became a key site of contestation about Burma’s prospects, value, and future during the late nineteenth century, as well as how a litany of agents – both official and non-official – influenced the path of railway development in the colony. This article not only reveals the difficulties and disputes that impacted railway construction in Burma, but also how these debates led to the eventual privatisation of Burma’s railway system in the 1890s. In doing so, this article demonstrates how myriad agents with often competing aims affected the colony’s social and economic development, as well as how the results of these debates and the subsequent construction of railways produced a new geography of occupation in British Burma.  相似文献

ABSTACT

Tourism is often understood and experienced as an exclusive activity. In supporting the concept of inclusive tourism, this volume seeks to counter that tendency by seeking out ways in which those who are typically marginalized by, or excluded from tourism can be brought into the industry in ways that directly benefit them, or that they can gain more control over tourism. This introduction to the special issue first presents a conceptual article that defines the concept of inclusive tourism and discusses seven different elements, which may constitute lines of inquiry in investigations of tourism's inclusiveness. It then presents five empirical articles that illustrate some of the ways in which an inclusive tourism approach might inform discussion of the potentials and limitations for tourism to generate wider social and economic benefits. The examples provided are from a wide range of geographical contexts, from Cambodia to Australia, Sweden, Turkey and Spain. Inclusive tourism is offered here as both an analytical concept and an aspirational ideal. We do not ever envisage minimum standards for inclusive tourism. We rather hope that there will be a restless quest to find ways to include new actors and new places in tourism on terms that are equitable and sustainable.  相似文献
