The place of propaganda in a democratic society has been discussed long before the age of fake news, as the heated debate on this issue that took place in the UK and other democracies from around 1914 to 1950 clearly shows. Drawing upon a variety of published and archival sources, the article examines the changing views of British political elites, intellectuals, publicity experts and the public on the proper role of government in the public sphere, while discussing their influence on government policies and exploring the light they shed on British—and, more broadly, liberal democratic—culture and identity.  相似文献

The jurist A. V. Dicey’s study of the Law of the Constitution (1885) has been since its publication the dominant analysis of the British constitution and the source of orthodoxy on such subjects as parliamentary sovereignty and the rule of law. This canonical status has obscured the originality of Dicey’s ideas in the history of legal and political thought. Dicey reworked the traditional idea of sovereignty into two separate concepts – legal and political sovereignty – in order to square the common law notion of the sovereignty of parliament with the democratic idea of the sovereignty of the people. He forged a new concept – ‘the rule of law’ – to explain the legal basis of liberty in common law countries in a manner that was both Benthamite and constitutionalist. Finally, he provided a democratic and anti-federalist rationale for maintaining the Union of Great Britain and Ireland. This majoritarian, centralist and utilitarian constitutionalism has been one of the most enduring products of Victorian scholarship. This article seeks to recover it in its original context and, in so doing, to show the value of reintegrating legal thought into the mainstream of modern British history and the history of political thought.  相似文献

During the First World War, the legitimacy of established polities was challenged everywhere in Europe. Not only the combatant great powers but also smaller states witnessed a resurgence of constitutional disputes and competing ideological conceptualizations of revolution and reform, the will of the people, democracy, and parliamentarism. While these controversies primarily focused on the future of the national polities concerned, historical experiences and discourses accelerated by the war and the Russian Revolution were transnationally interconnected and contributed to discursive transfers between political cultures. Swedish and Finnish socialists were linked by their internationals, liberals were connected by transnational debates for and against ‘Western’ democracy and parliamentarism, and conservative politicians and academics were involved in ideologically oriented networks. This article reconstructs transnational links and discourses in order to understand the exceptionally confrontational dynamics (which, in Finland, partly led to a civil war) and the outcomes of the Swedish and Finnish constitutional debates in 1917–1919. It examines the nature of the transnational connections of eight Swedish and Finnish conservatives, liberals, revisionist socialists, and far-Left socialists, analysing their argumentation on constitutional questions in published works and parliamentary speeches as illustrative examples of the political groups they represented.  相似文献

ABSTRACT. This article seeks to bring to the fore the intrinsic link between constitutional democracy and the civic nation, relying on Jürgen Habermas's theory of democracy. This theoretical framework will serve as the basis for a communicative understanding of civic nationalism, underscoring the notable role played by language. Attention will be given to the normative dimension that allows for the legitimisation of national divisions of a civic space bound by universal rights. The prime motivation behind this article is thus political‐philosophical, although empirical examples, drawn particularly from the French revolutionary discourse, will be brought to bear. And since a civic nation construed in communicative terms has necessary linguistic implications, cases of multilingual and multinational states will be examined.  相似文献

Tsietsi Mashinini symbolises youth resistance to racism and imperialism after he heroically led the June 16 1976 Soweto student uprisings that defied South Africa's apartheid government. Subsequently, the United Nations condemned apartheid as a crime against humanity, but Tsietsi became a political exile at the tender age of 19. In exile, he formed the South African Youth Revolutionary Council (SAYRCO) together with his comrades from the Soweto Students Representative Council (SSRC) that was banned by Pretoria in 1977 along with numerous other organisations. Ironically, Tsietsi's individual and collective legacy is underplayed or ignored in contemporary South Africa. His illustrious role has only grudgingly been recognised long after South Africa achieved liberal democracy in 1994. Yet Tsietsi's heroism and legacy inspired the students that he led when confronting the apartheid system. Like Tsietsi, thousands left the country to join the anti-apartheid liberation struggle. Thus, his activities remain etched deeply in their minds whenever they reflect on his legacy annually during the 1976 uprising's anniversary, now called Youth Day. Others put increasing pressure on apartheid at home until it relinquished power through negotiations. This article examines Tsietsi Mashinini's legacy and his contribution to South Africa's freedom struggle based on a review of the literature, historical records and media reports, theoretical reflection guided by Rational Choice Theory and Game Theory, and an analysis of the awards given to freedom struggle stalwarts and other South African luminaries. It concludes with observations on Tsietsi Mashinini's legacy, with the author's contention that his legacy—underplayed or ignored—will forever haunt post-1994 South Africa's democracy.  相似文献

Pablo Larraín’s trilogy of films has broken new ground in Chilean cinema by offering a new perspective on realities of the Pinochet dictatorship, the outbreak of the coup, and the dissolution of Pinochet’s power. This article explores Larraín’s use of banality, which, I claim, realizes a democratic ambivalence that is latent in historical representation and History proper. Rather than accusing Larraín’s films of conservatism or apathy, I argue that these films seek to destabilize the known categories of identification: a radical gesture against any form of establishment. Paying particular attention to Larraín’s aesthetics, I claim that the radical gesture of Post mortem (2010) lies in its innovations at the level of mise-en-scène and editing. Drawing on philosophical insights in Jacques Rancière’s and Gilles Deleuze’s writings on historical representation and ambivalent representations, I argue that Larraín avoids conventional forms of historical fiction and Latin American political cinema.  相似文献

The People’s Party toppled the Siamese absolute monarchy and introduced constitutional democracy in Thailand in June 1932. Scholars have generally denied that the revolution had any popular resonance, but this article shows that in Buddhism, the country’s premier cultural form, democratic rhetoric in the 1930s resonated among young monks marginalised by the ecclesiastical hierarchy. A group of young monks within the Mahanikai, or Great Order, rebelled against the palace-established Thammayut order that exercised the most power in institutional Buddhism. A “thin” or formal democracy established in 1932 – one displaying the main trappings of a regime of popular sovereignty but purposefully limited in scope by the People’s Party – thus inspired an assertion of a “thick” democracy, or democracy as a much older social value that governed both the Sangha internally and its relations with local communities, which the Mahanikai activists claimed was the core of original Buddhism.

The congruence between public preferences and public policy is of special importance in representative democracies. We want to know whether the public is getting the policies it wants and, if not, whose preferences are being represented. To directly evaluate congruence, scholars need to measure what the public wants in a particular policy area and then correctly match it to policy in that area. This is difficult to do. Not surprisingly, while much scholarship examines the congruence of positions, little research examines actual policy congruence. Even the work that there is on the subject offers limited information. In this paper, I assess what we can infer about congruence from the different scholarly traditions in the study of representation. I also consider prospects for research on the match between public preference inputs and public policy outputs, particularly when we cannot assess it directly.  相似文献

陈独秀晚年对前苏联的政治体制进行过冷峻的思考.他的结论是:斯大林的个人独裁,斯大林对民主的粗暴践踏,根本原因不在于他"个人心术特别坏",而在于政体存在严重弊端--最高统治者手中的权力缺乏起码的制约;是独裁制造就了独裁者,而绝非相反.陈独秀晚年对社会主义民主的思考,是独到的,具有前瞻性的.他明确地告诫人们:社会主义革命后建立的"民主政权",离真正的民主自由制度还差十万八千里;不吸收、借鉴资本主义时代的政治文明机制,不搭建权力分立、监督、制衡框架,不真正确立和完善民主选举、民主决策、言论自由等等具体的制度和程序,社会主义民主必然有其名而无其实,个人集权专断的悲剧便难免重演!陈独秀晚年的这些思考和见解,不仅在20世纪已经得到了验证,在刚刚迈入门槛的21世纪,依然具有现实的启示意义.  相似文献

Archaeologists have explored how politics affect the way we see the past. They have investigated how constructions of the past naturalize present political conditions, and have explored uses of the past in current politics. Few have examined how politics in archaeology can relate to the future. In this article I develop ideas on a transformational politics in archaeology that focuses on critiquing oppressive relations in the past and present, and works towards building more just relations for the future. I examine how we can achieve this through building more democratic relations in the places we work.  相似文献
