The May 2004 Enlargement of the European Union: View from Two Years Out

A prominent American geographer and observer of political currents shaping modern Europe provides an introduction and background for three following papers on the nature and impacts of European Union's 2004 enlargement in different macroregions along the EU's eastern frontier. He outlines three major dimensions (economic, social-political, and institutional) that may be used to evaluate claims supporting and opposing enlargement, surveying the evidence to date for each. Concluding sections highlight the importance of scale in assessing the impacts of enlargement, the persistence of state nationalism as a curb to EU "deepening," and changes in the nature of the EU itself over time. Beyond Bilas: The Enga Take Anda

A crucial issue facing anthropologists, linguists, and museums today is what to do with research material and artifacts that have accumulated over the years. In 2005 we sought ways to return 20 years of material on Enga history and tradition to the people of Enga Province at a time when rapid change was leaving young generations with little sense of their cultural heritage. The goal was to build a center, the Enga Take Anda, House of Traditional Knowledge, that would provide knowledge of the past to help Enga understand recent changes and to consider what should be carried forward and what left behind. To be effective, the Enga Take Anda would have to be a museum and as well as a resource center with an active role in Enga schools and the Village Court system. We describe here challenges and successes in this endeavor. The establishment of the Take Anda has involved much trial, error, flexibility and persistence, largely persistence.     

Rules for Cultural Radicals

Abstract: This article explores the various forms of “social skill”, what we call “rules for cultural radicals”, that the Amber Film and Photography Collective (and primarily its founder and leading visionary, Murray Martin) used to create and sustain an egalitarian arts organization and oppositional cultural movement in the Northeast of England. The collective represented a radical challenge to the world of British filmmaking, featuring innovative practices of cultural work, non‐commodified forms of cultural economy and a commitment to a democratic culture. These “rules” constituted innovative forms of strategic action—visionary leadership, improvisation, risk taking, brokerage—that helped create a durable collective identity and networks of solidarity. We explore the extent to which Amber's “rules” are prefigurative of contemporary forms of cultural activism and radical artistic practice.     

Symbolic Violence and the Politics of Environmental Pollution Science: The Case of Coal Ash Pollution in Bosnia and Herzegovina

Abstract: Environmental justice movements often contest environmental knowledge by engaging in scientific debates, which implies accepting the predominance of scientific discourses over alternative forms of knowledge. Using Bourdieu's concept of symbolic violence, this paper warns that the engagement with hegemonic forms of knowledge production may reproduce, rather than challenge, existing social and environmental inequalities. The argument is developed with reference to a case study of coal ash pollution in Tuzla, Bosnia and Herzegovina. The case study shows that the construction of knowledge in a scientific project led to the exclusion of local definitions of the situation and the dismissal of their observations of environmental pollution. The case suggests that the capacity of different actors to put forward their interpretation of an environmental issue depends on the forms of symbolic violence that emerge within hegemonic discourses of the environment.     

Veteran Politics in Restoration England, 1660–1670

This article calls attention to the political and social significance of the military during the first decade of Charles II's reign. The “Old Army” of the Commonwealth continued to be a sensitive issue long after 1660, and its disposal was neither as unproblematic nor as bloodless as oft-quoted sources such as Pepys might suggest. The redeployment of thousands of troops in Portugal, Tangier and Bombay is presented as a decisive episode in the consolidation of royal power. This redeployment, together with the great demobilisation of 1660–1662 had a significant impact on local communities, where demobilised veterans, maimed soldiers and war widows (both royalist and parliamentarian) had already become catalysts for economic and cultural tension. The author argues that the various issues concerning veterans were inextricably intertwined with wider political issues and had far-reaching consequences for the Restoration regime.     

THE HISTORICAL DEVELOPMENT OF WHITEHORSE: 1898–1945

In the spring of 1975 Canada supplied one chapter in the Vietnam “Babylift.” Canadians disagreed about the Babylift's meaning for themselves and their nation. For some, it offered the opportunity to rescue child casualties of war and to confirm a multicultural country; for others, it constituted kidnapping and evidence of Western imperialism. This dual response is explored in four parts in this article. First, there is a brief history of Canadian adoption, which grew gradually more inclusive after World War II to include youngsters of Asian origin. Second, it describes public, especially newspaper, responses to the US war in Vietnam and the place of children in this. Third, it introduces adults engaged in the Babylift and their approach to international adoption more generally. And finally, it profiles the children involved and examines what rescue or kidnapping might have entailed for them.     

Latin America: trade and culture at a crossroads

ABSTRACT

Trade liberalization took the cultural community in Latin America by surprise, forcing a defensive reaction that took years to generate adequate public policy responses. However, cultural policy has changed unevenly in the region. Two issues became the center of culture and trade debates after the 1990s: cultural industry production and traditional indigenous knowledge. Mexico, by far the largest producer of audiovisual content on the continent, has been reluctant to adopt defensive approaches or red lines during trade negotiations. In fact, Chile is the only country that negotiated a ‘cultural reserve’ in its FTA with the United States. Regarding traditional knowledge, only states with large indigenous populations like Guatemala, Panama but especially Peru, Bolivia and Ecuador in the Andean Region dedicated significant efforts to fight for intellectual property protection for traditional knowledge, including benefit-sharing for the commercial use of genetic resources, derived through indigenous collective knowledge.

文化遗产型景区双语解说问题与探讨——以西安为例

本文以兵马俑博物馆、西安碑林和大唐芙蓉园的解说牌为例,依据有效解说和信息创作的原则以及国际文化遗产旅游者的动机特点和需求,采用实地考察、深度访谈,中英文解说文本对比分析等方法,对这些景区的双语解说进行了研究和分析。研究发现文化遗产型景区双语解说普遍存在系统性、主题性、信息逻辑性和解说手段等问题,英语解说牌提供的信息与导游讲解提供的信息量相比有明显差异;文本分析发现翻译质量严重影响了英语解说文本的可读性,双语公示语翻译功能性差,文化因素考虑不够;深度访谈发现英语解说牌不能满足国际旅游者对被参观地遗产意义渴望了解的需求,导致了双语解说没有达到文化沟通的效果。     

历史文化街区的空间特性

历史文化街区是个极具"空间特性"的场所,它以历史文化氛围为其最丰富的特质,显现出物质性与非物质性的多层内在价值,并通过一系列现代商业业态的调整、分布,形成了独特的历史感与场所感,在体现城市文化多样性,延续城市文脉方面具有重要作用。本文以历史文化街区的空间特性与其场所精神之间的关系为理解街区及城市空间意识形态的脉络,从街区具有的同构历史感与地域性、复兴市井文化、构建与折射社会关系等几个空间特性出发,试图论证不论是在物质性的环境空间层面还是关系性的社会空间层面,历史文化街区都在其特有的历史文化空间氛围中积极创造着丰富的文脉意义,从而具有了场所精神。
