There has been relatively little comparative research undertaken on sub‐national cultural policy. This article aims to contribute to the development of sub‐national comparative studies by assessing the utility of national cultural policy approaches for comparative research at the sub‐national level in Canada. Drawing on studies of national cultural policy, the authors develop three main approaches to cultural policy and administration – the French, British and hybrid approaches – and explore their applicability to the origin and evolution of cultural policy and administration in the Canadian provinces of Québec and Ontario. This exploratory research suggests there is room for optimism in drawing on national‐level experiences to undertake sub‐national comparative cultural policy research, particularly for comparisons over broad time periods. The study also suggests that it will be important in subsequent research to further elaborate the models for present‐day comparative analysis and to refine and adapt them to reflect specificities at the provincial level of analysis. 相似文献

The system of fixed book prices whereby publishers set the price customers pay at the bookstore is very common in Europe and, according to the European Parliament, it is a means of unique cultural importance. For this reason, it is considered to more than outweigh any negative effects on the economic efficiency of such regulations. The main conclusion of this article, however, is that it is quite hard to find convincing evidence, either theoretical or empirical, that fixed book pricing is better, even as a cultural means, than free book pricing. 相似文献

In many African societies, children are not directly targeted when designing developmental objectives. It is usually assumed that the benefit of interventions will naturally trickle down to the children from the household, family or parents. This erroneous impression leads to the exclusion of vital inputs that should form the bedrock of a child's education. However, with children's theatre and theatre for children, young people are able to familiarize themselves with ideas and notions dealing with diverse aspects of life that present sundry learning environments in a practical fashion, through which the child becomes familiar with different concepts of life and living. This is what Zimbabwean theatre for young people strives to achieve through CHIPAWO (Children's Performing Arts Workshop) and others in the same tradition. With these theatrical activities, Zimbabwe is certainly building a crop of people who would be the mainstay and ambassadors of its tradition and culture in the foreseeable future. Theatre for young people is also capable of making a positive difference in the lives of Zimbabwean children and youths in ensuring a better tomorrow for the society. 相似文献

The present study traces recent trends in cultural policy concerning “cities of culture” in South Korea. The paper is a case study of the city of Gwangju, known as the birthplace of modern democracy in Korea. Currently, public input from below into the urban regeneration project for Gwangju is almost nonexistent, while most urban regeneration policies have been implemented from the top by elites who enjoy exhibiting their performances through constructing massive edifices rather than encouraging the preservation of such intangibles as historical significance through cultural participation from below. The government’s policy of promoting Gwangju as the “city of culture” in order to make it a hub of Asian cultural industry and tourism in the global economy is closely allied to its policy of economic reductionism of culture. The study suggests that Gwangju and its unique heritage would instead benefit from an urban regeneration policy aimed at establishing it as the city of art and culture for human rights and democracy and as part of a collaborative network with the heritage initiatives of international bodies. 相似文献

This paper explores the relationship between museums, cultural sustainability, and cultural policies. Specifically, it offers a theoretical model for the sustainable development of museums and a process for designing appropriate cultural policies for museums with cultural sustainability in mind. The case of Cyprus is used to demonstrate how strengths and gaps in cultural sustainability can be identified within a broader museum environment. The study examines the main stakeholders (the state, municipalities/ communities, and individuals), types of museums (archaeological, art, ethnographic, etc.) they establish and the forces influencing their decisions (such as politics, a sense of national identity, cultural tourism, economic revitalization, and personal agendas) in order to map the Cypriot museum environment and identify the emphasis placed on different parameters of cultural sustainability. By identifying cultural sustainability strengths and gaps on a national level, it becomes easier for cultural policy-makers to design appropriate cultural policies for museums. 相似文献

This paper analyses the impact of cultural diversity on cultural policies through an international overview of case studies and reflections. Cultural diversity is generally perceived as a threat toward national cultures. However, this paper argues that (1) there exist substantial national differences in the way in which diversity is perceived and integrated as a policy paradigm; and (2) cultural diversity can be used as an instrument for reconfiguring cultural policies, regardless of the governmental level in question. The authors discuss whether cultural policies of diversity exist and what they are. They also examine the practical consequences of the emergence of a new paradigm concerning the redefinition and implementation of cultural policies within a triple context: the plurality of the territorial configurations of diversity, the simultaneous coexistence of several levels of understanding this issue, and the economic dimensions of cultural diversity. 相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. This article looks at the general trends regarding identity in Catalan cultural policy. National identity is not a new issue in Catalonia, since language and culture have been key factors in constructing the Catalan nation throughout its history. Nevertheless, the increasing flow of immigrants from other countries, particularly since 2000, has resulted in a strengthening of identity issues. The article examines how this social change has affected the definition of cultural policies and describes the measures implemented by the Catalan government. We conclude that considerable progress has been made in terms of the promotion of national identity through cultural policies, although some questions remain regarding the social use of the Catalan language and the consumption of cultural products in Catalan. 相似文献

This paper explores the historical roots of cultural values as a prerequisite for German cultural policy. With reference to current investigations of the social impact of the arts, the analysis is based within the framework of the history of ideas and focuses on three concepts: the common base of culture, nation of culture and culture as a state aim. The author argues that the transformative positive powers of culture are linked in a complex system of historically grown intellectual alliances while directing current policy thinking.
