The racial and cultural politics of land and property are central to urban struggle, but have received relatively little attention in geography. This paper analyzes land struggles in Detroit where over 100,000 parcels of land are classified as “vacant”. Since 2010, planners and government officials have been developing controversial plans to ruralize Detroit's “vacant” neighborhoods as part of a program of fiscal austerity, reigniting old questions of racialized dispossession, sovereignty, and struggles for liberation. This paper analyzes these contentious politics by examining disputes over a white businessman's proposal to build the world's largest urban forest in the center of a Black majority city. I focus on how residents, urban farmers, and community activists resisted the project by making counterclaims to vacant land as an urban commons. They argued that the land is inhabited not empty and that it belonged to those who labored upon and suffered for it. Combining community‐based ethnography with insights from critical property theory, critical race studies, and postcolonial theory, I argue that land struggles in Detroit are more than distributional conflicts over resources. They are inextricable from debates over notions of race, property, and citizenship that undergird modern liberal democracies and ongoing struggles for decolonization.  相似文献

This article examines the programme of land surveying and registration that was undertaken by the British-led administration of the Anglo-Egyptian Sudan in the period 1898–1914. The Legal Secretary, Edgar Bonham Carter, stated that programme was the most important project of his division in this period. Scholars have shown that the programme, known as land ‘settlement’, was used to build alliances with elites and to clarify title for European investors in the new irrigation scheme at Gezira. This article argues that, as such, the ambitions of land settlement were relatively limited. In many other colonies, and in Britain itself, politicians and administrators across the political spectrum saw the reform of private property in land as the key for addressing structural problems in agricultural labour. One might have thought that, the Sudan, land settlement might have provided a means of addressing the dependence on slave labour in agriculture. The article demonstrates that, except for a small number of administrators (including Bonham Carter), this was not the case. The general indifference to slavery itself carried through to an indifference to the transformative potential of land law. The article examines the proposals of this minority of administrators, and contrasts their views with the majority’s focus on land settlement as demonstration and opportunity to enhance state power.  相似文献

This article stems from the discrepancy between the lack of attention paid to industrial land policy by academics and the predominant thought among elected representatives and development agencies, i.e. that industrial land policy plays a key role in the creation of growth and new jobs. The article begins with a reflection on the literature, which stresses the need to develop knowledge on industrial land policies. To help fill this research gap, we have developed an exploratory piece of research on the theme of their ‘spatial’ and ‘economic effectiveness’, on the basis of statistical analyses dedicated to seven countries. As regards ‘spatial effectiveness’, the results underline significant national differentials in terms of land consumption on the one hand, while highlighting the economic sprawl that affects France and Belgium on the other hand. As regards ‘economic effectiveness’, our results show that the impact of the development of economic estates on growth depends largely on regional contexts. In particular, the ‘intermediate regions’ in western Germany stand out as belonging to a specific context where land policies seem particularly effective from an economic standpoint. By contrast, the ‘economic effectiveness’ of industrial land policies requires readjustments in the Netherlands as well as in most ‘predominantly rural regions, close to a city’.  相似文献

土改运动后农民生活水平的提升,可以从农民购买力的变化上得到集中反映。农民生产恢复和发展后,出售的粮食日渐增多。粮食丰收直接导致农民手中资金的增多,从而引发农民购买力的急剧上升。农民的购买力可分为两方面:一是生产资料的购买,是为了增加土地投入;二是生活资料的购买,是为了提高生活水平。翻身农民购买力的提高,首先体现在对农业生产资料的购买上。如果说土改后农民生产资料购买力的增加反映了农民投资土地的生产积极性高涨的话,那么土改后农民对生活资料购买力的增加,则反映了农民在生产恢复后对美好生活的渴望。农民购买力的提高,刺激了城市工商业的发展,加速了城乡物资交流,为新中国的工业化开辟了道路。  相似文献

This article reviews the slow emergence of writing on Indigenous issues and power in the journal over its first fifty years. It notes that most of this writing is by non Indigenous authors about issues that are thought to effect Indigenous lives. More contributions by Indigenous authors would be useful and will hopefully occur with growing numbers of Indigenous post-graduate students.  相似文献

As Vietnam embraces the market economy, and a number of state policies promote reforestation and rural market integration, land use and land cover (LULC) changes are occurring in the country's northern uplands in increasingly complex and fragmented ways. Yet understandings of the degree and consequences of LULC changes in this diverse agro‐ecological region are incomplete. We conduct a systematic literature review of research reported in academic articles tracing and analysing LULC change in Vietnam's northern regions. We find that these studies have tended to take place away from the most mountainous, northern borderlands. The studies nonetheless highlight a diversity of land use land cover changes caused by numerous causes, making the distinction of overall trends difficult. To complement and extend this body of research, we introduce recent LULC change research we have completed in the mountainous border districts of Lào Cai province, on the Sino‐Vietnamese border. The heterogeneity of causes of LULC change in both the review articles and our case study points to the importance of adapting land use policies to local agro‐ecological and socio‐economic conditions and ethnic diversity, taking into account state–farmer relations, household livelihood decision‐making, and policy implementation at the commune and district levels.  相似文献

农村土地交易的现状是令人担忧的,现行物权法为农村土地交易厘清了所有权及其相关权利的关系。但是。农村土地交易仅仅依靠物权法是无法解决的。农村土地交易权利配置与利益分享机制是解决农村土地问题的关键。构建以农地发展权为基础的农地制度,再进行具体的制度安排,是构建我国土地交易利益分享机制的有效途径。  相似文献

Density and dispersion: the co-development of land use and rail in London   总被引:1,自引:0,他引:1  
This article examines the changes that occurred in the railnetwork and density of population in London during the 19thand 20th centuries. It aims to disentangle the ‘chickenand egg’ problem of which came first, network or landdevelopment, through a set of statistical analyses clearly distinguishingevents by order. Using panel data representing the 33 boroughsof London over each decade from 1871 to 2001, the research findsthat there is a positive feedback effect between populationdensity and network density. Additional rail stations (eitherUnderground or surface) are positive factors leading to subsequentincreases in population in the suburbs of London, while additionalpopulation density is a factor in subsequently deploying morerail. These effects differ in central London, where the additionalaccessibility produced by rail led to commercial developmentand concomitant depopulation. There are also differences inthe effects associated with surface rail stations and Undergroundstations, as the Underground was able to get into central Londonin a way that surface rail could not. However, the two networkswere weak (and statistically insignificant) substitutes foreach other in the suburbs, while the density of surface railstations was a complement to the Underground in the center,though not vice versa.  相似文献
