By drawing on a large sample of Spanish manufacturing and service sector firms, the changes in firms’ innovation expenditures that have taken place since the onset of the 2008 economic crisis are analysed, as is the relationship between such changes and the location of the company. Special focus is placed on firms in the Basque Country. Compared to other Spanish regions, the Basque Country differs in terms of its fiscal status, its earlier experience of crises, its innovation performance and its greater focus on innovation-related policies. Our results show that the impact of the crisis on firms’ innovation expenditures in the Basque Country has indeed differed from that in comparable Spanish regions. Even after controlling for sectoral differences and for detailed characteristics at the firm level, firms with R&D employment in the Basque Country showed a significantly lower probability of abandoning innovation activities and even a somewhat higher probability of increasing their innovation efforts. This regional effect is especially significant for small and medium-sized enterprises.  相似文献

ABSTRACT

We analyse the gender composition of the highest hierarchical levels within large Italian firms and we investigate whether it correlates to the working career of women in lower ranks of the same firm. We observe a disproportionate share of men hired and promoted, regardless of the top ranks’ gender composition. However, we detect a mitigating effect when the presence of women in higher managerial ranks increases promotions of women in lower ranks. This is consistent with the “women helping women hypothesis”. However, this mitigating effect is far from rebalancing career chances by gender. No significant differences emerge between firms in innovative and traditional sectors, despite the quite different narrative put in place by HR managers.  相似文献

The Grenfell fire was symbolic of an unequal urban landscape closely tied to material and aesthetic norms around property ownership and entitlement. The aim of this paper is to unsettle these norms by advancing a novel genealogical approach. Through systematic review of government archives seldom studied by property researchers, historical comparisons are mobilised to challenge the taken‐for‐granted way in which we approach property and ownership today. It is shown how, in the face of a comparable housing crisis and direct action, both Churchill's and Atlee's post‐war governments temporarily overlooked property norms by extending wartime requisitioning powers. Going further, however, the paper argues that by revisiting history, we can also rediscover a legacy of “forced entry” that might open up political possibilities in the present. By advancing a genealogical approach to ownership, the paper contributes to wider discussions around property norms, concluding that we have before (and can again) enact property differently.  相似文献

20世纪90年代中期以来,中国出版业经历着从计划经济向社会主义市场经济转变的历史性进程。从1993年开始到1998年,出版业改革的主线是由“规模数量为主要特征向以优质高效为主要特征”的“阶段性转移”;从1998年开始到2002年,集团化发展成为出版业改革的主题;从2003年开始,企业化转制成为出版业改革与发展的方向和主线。十多年来,出版业的政策走向反映了中共中央、国务院对出版工作的高度重视和大力支持,反映了出版业逐渐加快了产业化、市场化、国际化进程,反映了出版业改革不断深化的脉络。  相似文献

Despite collaborative governance's popularity, whether collaboration improves policy performance remains uncertain. This study assesses the link between collaborative decision making and licensed environmental management protocols in the Federal Energy Regulatory Commission's (FERC's) process for licensing hydropower facilities in the United States. Using results from a previous study of FERC relicensing (Ulibarri, forthcoming), one high‐, one medium‐, and one low‐collaboration case were selected. Using documents including meeting minutes, public comments, and issued licenses, I assessed collaboration and license outputs, then conducted process tracing to examine whether and how differences in collaboration produced differences in license quality. High collaboration resulted in jointly developed and highly implementable operating regimes designed to improve numerous resources, while low collaboration resulted in operating requirements that ignored environmental concerns raised by stakeholders and lacked implementation provisions. These results support the hypothesis that collaboration can improve environmental outcomes, revealing the pragmatic value of collaboration. Despite the widespread attention to capital investments in land and property around the globe, the active re-regulating role of the neoliberal state in processes of “accumulation by dispossession” remains underexplored. Through an in-depth look at the dispossession of highly fragmented and loosely regulated private land for windfarm investments on Crete’s eastern corner, Sitia, this paper re-affirms the political nature of the forcible appropriation of land for large-scale investments; dissects the specific mechanisms in which the state dispossesses land on behalf of investors and promotes the forcible appropriation of land from below; and problematises the dialectic relationship of both rupture and continuity between crisis and inherited, path-dependent relations embedded in land. The transformation of Sitia’s loosely regulated, informal relations on land is made possible through the mobilisation of the state’s bureaucratic and normalising powers, which redefine the concept of forest and dispossess through classifying land as such.  相似文献
